Professional Career Overview

Edward Stull studied as an undergraduate specializing in computer and microwave engineering. Upon being commissioned as an officer in the US Air Force, he received additional training on military communications after which he commanded many missions involving NATO and emergency tactical scenarios. This led to him to become involved in the technical aspects of intelligence. Upon leaving the military, Ed became a research engineer in civil service at the US Air Force’s intelligence center where he developed in conjunction with contractors what became the center’s first technical information system (used artificial intelligence). His success with that system, led to him becoming the center’s Director of Advanced Development which led to Ed being engaged with many advanced data system developers, especially those involving artificial intelligence. Ed led and participated in projects requiring some of the highest levels of reliability and sensitivity. Upon leaving civil service, he became a government contractor both through hi-tech corporations and individually. In that period of his career, he often led or advised on advanced computing as well as becoming involved in and sometimes leading corporate mergers and acquisitions with hi-tech interests. In 1984, after several major successes, he developed what was believed to be the first commercial expert systems for a major corporation including taking on lead roles in national and international standardization. In 2012, he joined MiddleGate, Inc. then became its EVP and CTO where he built his sixth major system involving advanced computing and artificial intelligence. 2021 - 2023 Fractal Technologies Inc., CTO, and Cofounder Achievement: Specified the technology and built an initial game-changing blockchain based on a concept net that drives the needed behavior, resulting in very rapid and highly decentralized computing.

As its first CTO and a cofounder, responsible for forming and implementing a corporate strategy that unifies AI, IOT and blockchain through an enterprise-wide model. This includes corporate placement in the marketplace, support to enterprise users to the individual level, plus all IT services both in the cloud and locally. He led innovation with a new Domain Specific Languages (DSLs) and 2nd order logic-based design.

2012-2020 MiddleGate, Inc. Founder, CTO since 2012 and EVP since 2015 Achievement: 1) Specified the technology and led the development and deployment of MiddleGate’s product called Grace. And 2) MiddleGate was awarded the Gartner 2018 Cool Venter for its technology and market presence.

As its first CTO and cofounder, Ed conceived and built a system called Grace that is an autonomous, always-on, massively parallel, cloud-based, highly distributed, multitenant, goal-based knowledge system build on both artificial and machine intelligence techniques. The system was deployed under contract for some 200+ instances among its customers. 1981-Present One or more chair positions for some 40 years in international standards Achievements: 1) Received the Gene Milligan Award for Effective Committee Management in 2009. And 2) Ed has been an INCITS technical committee Chair for over 3 decades. Since 1992 and now in his nineth-3-year term as Chair of the international committee on Open Systems (INCITS/T3) plus Chair of the U.S. Technical Advisory Group (TAG) on telecommunications and information exchange between systems to the International Organization for Standardization

(ISO) and the International Electrotechnical Commission (IEC) JTC1 SC6. As the US TAG Chair, he is currently directly involved in the early standardization work on the next generation of the Internet. He recently completed chairing an international study group on Security Best Practices for the financial services and insurances industries which led to the development of an ISO standard. He started in standards 1981 and first became Chair of the Database System Study Group (DBSSG) for three 3-year terms which will lead to an eventual international standard in object-oriented database systems.

2011-2012 A principal leader in a PHI initiative

Achievement: Recognition by the White House and Congress for leading healthcare risk assessment. Involving 100+ authors for protected health information (PHI), Mr. Stull formulated the committee structure of a national study led by the American National Standards Institute (ANSI), the Santa Fe Group (SFG) and the Internet Security Alliance (ISA), this work received high praise from the White House and Congress.

1997-2011 Lead Architect and Developer, Direct Computer Resources, Inc. (DCR) Achievement: 1) Successfully defended DCR for an award of the Department of Homeland Security SAFETY Act product (believed to be the 1st software product). And 2) Ed authored and was awarded 2 patents for the technology used in DCR products. Led efforts for research and development in the obfuscation of information and data. He was commissioned to be the principal investigator and coauthor of two U.S. patents as well as the international patents on these. The patents are related to the protection of information using machine and artificial intelligence, the most recent of which, was comprised of 248 claims -- all of which were allowed for an artificially intelligent system to explore and protect data in an enterprise. And working with the Internet Security Alliance (ISA), he led the Red Teams for two very popular and major ISA publications on cyber security.

1994-1996 Expert Witness on while collar crime and advanced computing techniques. Achievement: Mr. Stull was the primary expert witness on a winning case lasting over serval years that resulted in an 8-figure $ award and the defendant (a large corporation) receiving a RICO charge in a addition to the penalty. Ed prevailed over 5 opposing expert witnesses. July 2023

1993-1994 VP of U.S, Technology for TOPSYSTEMS Amsterdam 1993-1994 U.S. / European R&D Coordination: U.S. Representative for Open Distributed Processing R&&D 1988-1993 Senior Engineer, GTE Government Systems

Achievement: Introduced a modeling technology for describing operations at the Cheyenne Mountain NORAD base that led to GTE/GS winning a major proposal for the same. Managed or reviewed both small and large (5000+ users) highly technical organizations and projects, many times involving highly sensitive information. Proposal Manager for large technical projects while also developing proof-of-concept projects using artificial intelligence techniques. As a senior engineer, Mr. Stull advised some 500 engineers at a GTE Government Systems site in Maryland.

1984-1987 Site Manager and AI Development Lead, Logicon On contract to IBM Federal Systems Division as a senior engineer, he advised some 8,000 IBM engineers on new practices for system engineering, then was commissioned to lead an IBM team to develop IBM’s System Engineering Expert (SEE) project (believed to be the first commercial IBM AI- based Expert System).

Achievement: 1) Created possibly the first major computer-based data system for technical intelligence. And 2) Created the first computer-based data system for Project Management And 3) Ed’s successes led him to become FTD’s Director of Advanced Development. Starting as a civilian servant at the U.S. Air Force’s intelligence center where he led the development of a large analytical information system for intelligence and strategic studies plus did his first work in artificial intelligence including founding then chairing the first artificial intelligence committee at the U.S. Air Force’s Wright-Patterson research center. 1964-1968 Served in uniform as an officer in the U.S. Air Force Achievement: Reduced the rapid deployment of emergency airbases from 18 hours to 8 hours. After attending the U.S. Air Force Communications School (where also taught the instructors for 3 months), he was assigned to Europe then led or commanded advanced tactical deployment systems

(407L) in Europe, Middle East and Africa. In Seville, Spain at Moron Air Base, he commanded about one half of the base and over 200 officers and airmen with their resident families. Captain Stull at the time, led the emergency long haul communications for the incident involving four thermonuclear weapons and a USAF B-52 bomber in Palomares, Spain. Education
