Deputy Chief, USCC-J3-IO Concepts and Development Group/Pakistan Policy Officer, US Central Command, Tampa, Fl., August 2011- April 2012

Responsible for the day to day operation of the Strategic Support Section of United States Central Command (USCC). Accountable for US Military, US Government, and civilian contract personnel assigned to my section across 17 time zones and with a $35 million budget. I routinely interacted with other US Government agencies for coordination and deconfliction of national level programs. I provided US Title 10 support to units deployed in various areas of hostility (AoH). I deployed to the AoH on an as needed basis to provide detailed input on planning and execution of sensitive, special national level strategic programs as they related to US Code Title 10 and 50 deconfliction and joint execution. I regularly briefed the USCC leadership on plans, implementation, progress, and analysis of completed missions supporting national objectives inside and outside the USCC area of responsibility. I worked the concepts of operations regarding sensitive information operations activities within USCC, Joint Chiefs of Staff, Office of Secretary of Defense and other government agencies. Advised Commander, USCC on strategic Pakistan Policy and initiated new stratagem initiatives by the Commander, USCC and executed a budget of over $30 million.

Chief, USCC-J3-IO-XX/SSS Strategic Support Section, US Central Command, Tampa, Fl., April 2010-August 2011

Responsible for the planning, coordination and execution of sensitive strategic operations. Oversaw the day to day operation of other US military liaison personnel, USG and contractor personnel. Monitored the operational environment to identify opportunities to employ special capabilities and authorities to support USCC's theater strategy using Special Technical Operations and Special Access Programs to the Senior Leadership of USCC. Coordinated with other Combatant Commands, the Joint Staff and other government agencies and integrated complimentary capabilities for planning and execution in the USCC AOR. Oversaw detailed budget development and submissions for successfully expanding the programs in support of ongoing planning efforts and operations and oversight of USCC SAP and STO operations, and other, full spectrum information operations, specifically OPSEC and MILDEC. Was also responsible for Electronic Warfare and Cyber implementation of national level policy; executing a combined budget exceeding $10 million, per annum, in personnel and operations.

Chief, USCC-J3-IO-Cyber, US Central Command, Tampa, Fl., December 2009-April 2010

Responsible for defending friendly USG networks and defeating adversaries using various tools and USC 10 and advised on USC 50 authorities. Supervised military, USG, and contractor personnel in operations varying from Counter Threat Finance operations and activities and other, extraordinarily diverse activities. Project lead on numerous tactical, operational and strategic level Information Operations, while serving simultaneously as the liaison officer to Army 1st Information Operations Command pertaining to Information and Psychological Operations. Evaluated and fielded electronic warfare and tagging, tracking and locating technologies in the USCC AOR. Also served as the ACCM Control Officer.

Psychological Operations Officer, Joint Planning and Execution Cell, US Central Command, Tampa, Fl., August 2009-December 2009 Worked as a DoD contract officer (Northrup Grumman), in a national level contingency planning effort. Routinely planned, supervised and directed information operations in US Central Command area of responsibility. Coordinated with DoD and Intelligence Community, exercising USC Title 10 and 50 authority for strategic information operations campaigns to influence US adversaries using national level tools and authority. No supervisory requirement.

Information Operations Officer, Joint Improvised Explosive Device Defeat Organization, Washington, D.C., November 2006-August 2009 Was seconded to another government agency involved in defeating adversary improvised explosives using all elements of national power. Was initially assigned as a service level liaison to the joint organization, and held several other positions. Worked in Reston, VA., and rotated to and from the theaters of operation, working a variety of national efforts, primarily: Tagging, tracking and locating, Counter-Threat Finance Operations, and targeted kinetic actions in support of information campaigns. Supervised 10-50 people.

Full Spectrum Information Operations Officer, Army Intelligence Agency, Ft Belvoir, VA. October 2005-October 2006 Was assigned as a full spectrum information operations planner, using electronic warfare, operational security, psychological operations, deception and cyber to support the “Surge” in Iraq and Afghanistan. Supervised 5-10 people.

Joint Information Operations Officer, Joint Information Operations Center, Lackland AFB, TX., October 2003-September 2005 Assigned as a staff officer/planner in support of operations in all theaters of war. Provided expertise in Psychological Operations and personnel policy, as it related to staffing and executing a budget of over $110 million under USC 10 and 50.

Personnel Management Officer, Army Reserve Personnel Center, St. Louis, MO. February 2002-October 2003

Managed the careers of 1,800 Engineer Officers and 1,500 Military Intelligence Officers, simultaneously. Also managed the mobilization of over 100,000 US Army personnel in the months after 9/11 and before Operation Iraqi Freedom.

Operations Officer, Baltic States, US European Command, Stuttgart, FRG, September 1999-February 2002 Worked as the primary point of contact for the Joint Contact Team Program representatives in Estonia, Latvia, and Lithuania. Worked extensively with the individual country teams, and executed over $15 million in training and familiarization.

Operations Officer, US Embassy Slovak Republic, Joint Contact Team, US Embassy, Slovak Republic November 1998-September 1999 Was the primary point of contact for the Army of the Slovak Republic and the US Embassy, and the Defense Intelligence Agency

Operations Officer, US Army Europe, Military Engineering and Topography, Heidelberg, FRG., July 1997-October 1998 Worked as the primary mobility, and counter mobility officer. Rotated into the Balkans and coordinated operations in and around the former Yugoslav republics.

Supervisory Public Health Advisor, Centers for Disease Control, Paterson and Newark, NJ June 1995-July 1997 Supervised public health advisors/investigators and clinic staff in the northern seven counties of New Jersey. Managed 5-10 investigators and 4-7 clinicians in the public sexually transmitted disease clinics in Newark and Paterson and the jails.

Public Health Advisor, CDC, New York, NY., May 1993-June 1995 Worked as field epidemiologist in Brooklyn, Manhattan, and Riker’s Island. Initiated cases and conducted field investigations for contacts for HIV, syphilis and gonorrhea. Worked as project officer, doing intake of prisoners at Riker’s Island Correctional Facility. Worked as primary investigator on the first nosocomial transfer of HIV to an infant in a clinical setting, 1994.

Public Health Advisor, CDC, Detroit, MI., October, 1992-May 1993 Assigned as a primary STD field investigator concerned mainly with the prevention of HIV and congenital syphilis. Also worked as the investigator for the Wayne County Jail.
