Ensure the safe transfer of products to and from vessels
Discuss and coordinate chemical transfers
Inspects the barge prior to transfer
Connects cargo arm or hose and aligns the barge's valves to send and receive cargo
Monitors and adjusts cargo flow throughout the transfer operation
Fills and/or empties the barge with product
Disconnects the cargo arm or hose and completes paperwork once the transfer is complete
Secures the barge's valves and openings and prepares the barge for sail
Dock Operator (PSC)
Conducts pre-transfer conference with the person-in-charge of the vessel to ensure safe transfer of product from the barge or ship
Communicates with facility personnel via radio to advise the status of transfer
Ensures that the proper product and pipeline configuration are utilized in the transfer
Operates crane or other heavy equipment to connect / disconnect the dock arm / hose to the vessel
Operates valves and monitors dock flaring system to control flow of product being transferred
Gauges barges / ships as directed by facility
Maintains dock logs
Interfaces with Tankermen and United States Coast Guard to provide updates on the vessel
Rail and Truck Operator (PSC)
Ensures that truck / railcar is positioned and secured properly at the loading rack and checks for last product contained.
Visually inspects the truck / railcar before transfer to ensure that it is mechanically sound and has no defective equipment.
Connects loading arm / hose and transfers according to procedures using gauges and/or strapping tables.
Checks weight before and after product transfer and ensures that outages or innages do not exceed Department of Transportation (DOT) certification for the particular vessel being loaded.
Communicates with site leader / supervisor on any problems as they occur.
Disconnects loading arm / hose, inspect for any leaks and complete required paperwork prior to releasing the truck / railcar / drum.

Ensure compliance with all railroad rules, procedures, and regulations for safety, operations and the Federal Railroad Administration (FRA)
Direct and coordinate railroad traffic, issue permits and authorities, monitor all rail movements and maintain computerized records of all activities
