Facilitate the development and monitor the City’s Budget to include its 23 General Fund and 3
Enterprise Fund Departments. Annually develop and make the presentation for the city’s Budget
Kickoff Meeting. Oversee the production of the city’s annual budget book. Chair and
develop the schedule for monthly financial performance review meetings with departments
throughout city government identifying problems and assisting in the management of departmental
expenses. Review and make recommendations on newly submitted processes, procedures, and
budget requests by departments. Review and author legislation submitted to City Council for
funding of departmental projects, contracts/ agreements, and program changes. Analyze personnel
organizational issues making recommendations on additional staffing requests. Develop and make
special presentations to the Mayor’s Office and City Council regarding quarterly financial reviews,
year-end expense forecasts, five-year plans, and the annual fiscal condition of the city report. Craft
financial summaries regarding budget development and expense performances that are published in
the official statements issued with various city bond issuances.

Developed short & mid range expense forecast to determine the department’s level of affordability.
Assist in the development of long-range financial planning and issuance of bonds. Audit indirect
cost charges allocated to the department. Develop and distribute budget instructions annually to
unit managers providing guidance for the submittal of budget requests. Review, edit, and approve
budget requests for submittal to the Aviation General Manager and the Finance Department.
Develop the department's annual budget presentation for review by City Council. Participate in the
department's development and renewal of the Strategic Plan. Review and author legislation
submitted to City Council for funding of departmental projects, contracts, and program changes.
Analyzed personnel organizational issues making recommendations on additional staffing requests.

for the development and calculation of the department’s Performance Analysis Program.

and budget issues. Act as a Control Auditor for project payment requests. Assist the Bureau of
Accounting in the year end closing process. Interface monthly with the Federal Aviation
Administration concerning Airport funding issues.
