Michael Boeru is a civil engineer with over 40 years experience in the following major areas: design and management of civil engineering projects related to heavy industrial, water, waste water, mass transit engineering, commercial and residential land developments, and construction management. Areas of expertise include paper plants, refineries, sulfuric and phosphoric plants, light rail, water treatment plants, warehouses, distribution centers, schools and hospitals. Heavy construction projects included roads, bridges, navigable channel, dry docks, and harbor facilities. Professional Experience:

Senior Project Engineer / Squad Leader

In this capacity, Mr. Boeru lead a design team on the I-15 CORE Utah project, a projected $1.7 billion reconstruction program, which to date has received the EIS and ROD and completed aerial mapping and field surveys, soils testing, roadway and structure design, utility locations, ROW acquisition, and local coordination. Mr. Boeru was responsible for the utility locations of the project (estimated size over

$100 million) including all utilities, traffic signaling, communications, and relationship development with utility company representatives and owners. Mr. Boeru’s project was delivered ahead of schedule. Senior Project Manager

Mr. Boeru provided design and consulting expertise on a variety of civil projects for the public and private sectors, including the design and calculations of a 500 Ft. bridge access from Mulholland Drive to public and private properties. Redesign of a pool facilities and remodel the program for a Los Angeles County Parks and Recreation Center. Serving as engineering consultant to these and other special projects involved different degrees of complexity from soil stabilization, hillside structural design pertaining to retaining walls and foundation design, to resolving conflicting design requirements, unsuitability of conventional materials and difficult coordination requirements. Construction Manager / Subcontractor Coordinator

Mr. Boeru led the construction, contract administration, construction schedule reviews and directly supervised all the subcontractors of the $550 million (1.3 million SF) Ronald Reagan Medical Center at UCLA Hospital. He oversaw the day-to-day performance and inspections of work and implemented subcontractor reviews pertaining to specifications, details (fire stop and sound proof) and OSHPD Regulations in order to decrease the number of reoccurring inspections to comply with regulations. Disneyland Resort: Mr. Boeru consultant on the assessment for compliance with safety on all themes of the resort. The Resort Management provided special training for consultants for the analysis and compliance with safety on all rides.

Los Angeles Metro Project: For the Metro Gold Line prepared track-bed structural capacity study, existing bridge resistance to new LRT loads, drainage and erosion control, grade separation and resolved utility conflicts.

Construction Project Manager

Mr. Boeru was part of the management team that represented LAUSD on the “BB Bond Project.” Of the 120 schools involved, Mr. Boeru managed the construction and upgrades of 15 existing schools, which included upgrading classrooms and buildings to safety compliance (including eliminating hazardous materials), and technology upgrades and modernization. In this capacity Mr. Boeru built relationships with principals of each of the 12 schools identifying their needs and scope of work. Multiple trade contracts exceeded $5 million. The responsibilities included project scope, evaluation, estimation, bid documents, owner's billings, job cost, R.F.I., C.O., W.O., contractor prequalification, recruitment, site visitations, shop drawings, submittal review and approvals. Metro Link Commuter Rail (Southern California Association of Government [SCAG]): Mr. Boeru worked on the Develop Tentative/Preliminary/Final alignments of the commuter rail, Right of Way acquisition, Approach Slabs for bridges and location of OCS (Overhead Contact System) and OCS poles for future electrification.

Code Compliance and Inspections (City of Irvine): Outsource Special Inspector Program, providing city inspection for residential code awareness and compliance with City building, electrical, plumbing and mechanical codes and ordinances.

Waste Water Treatment (TRW Facility in Irwindale): Project Manager for the design build and setup of an industrial waste water treatment system. Responsibilities included procurement, assembling, construction management, testing, startup, initial adjustment and operation of the system. Education:

Mr. Boeru initially served as Project Engineer to design a dual-phase (liquid and vapor extraction) of groundwater recovery system. After start-up of the system, he worked as a project manager. Responsibilities included the design of a groundwater remediation system, data collection, evaluation, as well as installation of over 200 groundwater wells; He managed installation and start-up of equipment operating for testing and adjustment of equipment to obtain optimum parameters, trained troubleshooting personnel in service and repair techniques, and provided technical support on site by diagnosing and analyzing malfunctions in system using knowledge of control systems. The Ministry of Construction Industry, Bucharest, Romania: Mr. Boeru worked as Supervisor or Project Manager of a wide variety of projects, including distribution of water supply systems, Sulfuric and Phosphoric acid plant, theme park (with public facilities), sections of oil refinery, roads, landfills, excavation, site dewatering, slurry walls, retaining walls, paper mills, dry- dock, roads, bridges, navigable canal, restaurants. He accumulated progressive experience in project management, overseeing the coordination of construction projects, including developing work plans, schedules, conceptual design, cost estimates and specifications. The responsibilities included the evaluation and recommendations with specialty contractors, resolving field problems, coordinating activities with other staff and agencies.

- Dry-Dock ($750Mil.): worked as a Superintendent on the construction of a dry dock. Responsibilities included specialty trade management on building a dock to house ships up to 300,000 Tdw.

- Navigable Canal (approx. $100 Ml. /Km.): Working as Project Manager with full responsibilities for 10 Km out of 65 Km canal length. He managed all necessary wok-force and equipment for excavation, dewatering, landfill, retaining walls with approx. 350 laborers.

- Chemical Plant (Sulfuric & Phosphoric acid plant) and Refinery ($250Mil.): He worked as Senior Project Manager on upgrading the plant introducing a new technology on producing Sulfuric and Phosphoric acid, and the refinery project under construction for processing crude oil imported from Iran.
