Applicant is the acting lead of structural commodity, which comprises of procurement engineers and officers. Major Responsibilities:

Responsible to procure the correct material from best/reliable sources, through inviting Vendors from different geographical areas & ensure delivery of services/ material within the estimated budget, with due consideration of quality & delivery schedule.

Evaluate the technical requirements of projects; prepare commercial comparisons of vendor offers, use commercials skills to negotiate favourable contracts, manage supplier relationships, assist in preparing project based procurement plans & procedures, prepare commercial reports for management, review contractual deviations & seek legal advisor opinion & approvals

Procurement of project deliverables in line with set procurement procedures & recommend updating the same in line with changing policies & the latest market trends.

Liaise with the respective Project Managers/Project Teams, & participate in planning, controlling & coordinating on matters related to Procurement, in conformity with the Procurement Procedure.

A. Role at Bidding/ tendering stage

1. Facilitate preparation of EPC Project Pricing

2. Benchmarking the Price for estimation purpose with in-house pricing

3. Obtain the quotations from external sources for complex or volatile items

5. Update risk register for price gaps

B. Role at purchasing stage (after EPC award)

1. Preparation and approval of Project Procurement Plan

2. Support in Material Matrix;

3. Review of RFQs and liaise with originator for shortcomings and observations;

4. Bidder List issuance and approval;

5. Issuance of RFQ and Bid Opening per procedure

6. Administer technical queries from bidders and expedite TBE;

7. Ensure bidder’s compliance to commercial and legal T&Cs

8. Prepare/review commercial bid tabulations and obtain management approval on award;

9. Identification of potential risks in supply-chain and mitigate;

10. Prepare Recommendation of award for client and obtain no objection to proceed with ordering;

11. Prepare and issue Purchase Orders and obtain order acknowledgement, resolve comments, if any;

12. Establish Letter of Credit (LC) when required.

C. Role after order release

1. Support expediting team in contractual matters, variation and amendments claims, and in conflict resolutions.

A.Role at purchasing stage (after EPC award)

1.Responsible for purchasing of Automation control systems (ESD, VMS, DCS, Analyser); E&I (Sub Sea Composite & Fiber Optic Cables, Solar Power System);

2.Prepare ITB and Bidder list based on client's AVL and experience;

3.Issue RFQ, coordinate pre-bid clarifications and expedite timely submission of offer;

10.Expedite and monitor progress of WORKS, ensure timely delivery and supply in line with contractual specifications;

11.Arrange KOM, facilitate for IAP, expedite documents submission and approval, required to commence production and continuing to monitor the progress as per manufacturing schedule;

12.Identify potential risk, which can adversely impact the progress of WORKS and mitigate

14.Coordinate inspection activities as per approved ITP and ensure release of IRN upon satisfactory completion of Inspection and/or certification review;

15.Arrange delivery appointment at stores, coordinate with logistics for delivery, review completeness of shipment documents;

16.Expedite submission and approval of MRB documents;

17.Ensure terms and conditions of award are complied

18.Attending weekly COMPANY’s procurement meeting to report procurement progress;

19.Verify and process SUPPLIERS invoice to ensure suppliers are being paid as per agreed payment terms.
