Seventh Generation (7G) provides professional consultation services on business, non-profit, and governmental operations. The principals, Don Sampson – President (Umatilla Tribal member), and Peggy Harris – Chief Executive / Finance Officer, have provided professional services with a diverse variety of Tribes, federal, state, and local agencies, universities, foundations, and private sector companies. Below is a list of a few of the major contracts fulfilled by 7G:

• 2015-2022 – 7G provided contract services as the Climate Change Project with the Affiliated Tribes of Northwest Indians (ATNI), a consortium of over 50 northwest Tribes where I served as the Project Coordinator. 7G provided trainings, organized regional and national climate conferences, supported tribal capacity building, and established regional and national climate policy, developed proposals, secured over

$8.9 M in grants, developed reports, and administered BIA, EPA, and numerous foundation grants over the past 7 years.

• 2019-2021- Served as Assistant to the Vice President Investor Relations for Harsch Investment Properties

(Harsch) working with U.S. west coast Tribes on real estate ventures and investments with Harsch. Harsch’s holdings include over 28 million square feet of real estate and owns and operates more than 100 properties in Oregon, Washington, California, Nevada, Arizona, and Utah.

• 2013- 2017 – 7G completed a Strategic Plan for the Warm Springs Tribal Council and Administration where I served as the Executive Assistant to the CEO of Warm Springs Economic Development Corporation. The CEO had full responsibility for the daily operations of the Ventures corporate office and enterprises in accordance with Ventures strategic plan, operating/business plans, and annual budgets as approved by the Board.

As Executive Assistant to the CEO, I supported oversight over nine (9) existing enterprises: Warm Springs Telecommunications; Warm Springs GeoVision - a Cultural & Archeological Resource Consulting Service; Warm Springs Carbon Sequestration Project; Warm Springs Construction, Warm Springs Unmanned Aerial System (Drone) Test Range, NativeFax Corporation, Cannabis Enterprise, Warm Springs Property Management, and Warm Springs Ventures. These enterprises employ over 50 employees with revenues exceeding $4M annually. The Carbon Sequestration Project will exceed revenues of $23M. Assisted in developing the Small Business Administration 8(a) certification for Warm Springs Ventures for the Unmanned Aerial System Test Range and implemented and recruited business partners as part of the Historically Underutilized Business Zones (HUBZone) program for the Warm Springs Industrial Center.

• 2017 – 7G coordinated strategic planning for the Warm Springs Tribe (OR) to develop annual work plans, business plans, priority setting, annual budgeting, and recommended organizational restructuring of their Tribal operations. Conducted organizational and program analysis and staff retreats to understand strategic planning, setting missions and goals for programs, and reporting of progress to measure effectiveness and results to the Tribal Council.

• 2015 – 7G coordinated strategic planning for the Snoqualmie Tribe (WA) to develop annual work plans, business plans, priority setting, annual budgeting, and recommended organizational restructuring of their Tribal operations. Conducted organizational and program analysis and staff retreat to understand strategic planning, setting missions and goals for programs, and reporting of progress to measure effectiveness and results to the Tribal Council.

• 2015 – 7G conducted strategic planning for the Shinnecock Indian Nation (NY) to develop annual work plans, business plans, priority setting, annual budgeting, and recommended organizational restructuring of their Tribal operations. Conducted organizational and program analysis and staff retreat to understand strategic planning, setting missions and goals for programs, and reporting of progress to measure effectiveness and results to the Tribal Council.

• 2015-2017 – 7G contracted in developing the Gaming License, Gaming Codes, Gaming Regulations, Minimum Internal Control Standards, and Casino Resort Business Plan on behalf of One Hundred Sands

(OHS) for the development of a 500-slot machine, 57 table game casino resort with the Fiji Government. The resort included a 400-room hotel, 1,500 seat convention center with five restaurants and six bars.

• 2014-2017 – 7G provided the Bonneville Power Administration with agency-wide education and training to over 400 employees on Pacific NW Tribal government operations, history, treaty and trust resource obligations, and education on tribal cultural and archeological protection laws.

• 2014 – 7G coordinated an operational review of the Tribal government departments and programs and their multi-million-dollar investment portfolio for the Grand Ronde Tribe (OR).

• 2010-2012 – 7G designed, develop, and operated Native Programs, including Indigenous Leadership Award (ILA), Native Leadership Development, and the Native Scholarship Program for Ecotrust, a regional non-profit organization based in Portland Oregon.

• 2012-13 -7G worked with the Shinnecock Nation (NY) to conduct a Constitutional review and helped prepare the Tribe’s first Constitution. Developed the Shinnecock Nation’s 2013-14 Strategic Plan and Priorities, conducted an organizational analysis and developed specific organizational restructuring, and policies and procedures for effective government operations. 7G developed an Integrated Resource Management Plan for the Shinnecock Nation.

• 2011 – 7G provided trainings to the Corp of Engineers and U.S. Geological Survey on intergovernmental relations with Columbia River Tribes.

• 2013-2020 - Institute for Tribal Government (ITG) at Portland State University: 7G provided tribal governance trainings, diversity trainings, and developed a Certificate in Tribal Relations program designed for local, state, and federal government agencies, non-profit and for-profit organizations, and trade associations that work regularly with tribal nations and native communities. 02/1988 - 09/2010 Ryco Construction - Co-Owner / CFO Responsibilities: Ryco Construction is a residential and commercial construction company with $2-3 million annual gross revenue. As CFO, and while working other full- and part-time jobs and raising a family, was responsible for the management of all administration, payroll, banking, financial transactions, and reporting. 06/2005-07/2010 Confederated Tribes of the Umatilla Indian Reservation (CTUIR) - Executive Assistant to the Executive Director

Responsibilities: Served as Executive Assistant to the Executive Director (ED), Deputy Executive Director, nine-member Board of Trustees (BOT), and 22-member Management Team (MT) which managed 1,400 employees, thirteen departments, and a $194M annual budget. Supervised five executive administrative staff which provided support to the policy and administrative branches of tribal government and businesses. Implemented budget authority for key acquisitions and purchases (up to $10,000) for the ED, BOT, and Commission/ Committee budgets. Developed and monitored the ED’s annual budgets. Scheduled and maintained ED calendar, meeting schedule, call log, signature log, timesheet, leave requests, travel, and administrative records. Scheduled, prepared, and followed up on ED’s weekly, monthly, quarterly, and annual reports to the BOT. Maintained CTUIR Administrative organizational chart for 550+ employees. Oversaw the development of tribal government strategic plans and reports and worked closely with the MT to schedule timelines, format, and compile bi-annual Progress Reports, Annual Work Plans, and supporting documentation for presentation to the BOT for review and approval. Organized strategic planning information and gathered and formatted BOT Priorities and Goals into an Implementation Plan for tracking progress for reporting purposes. Planned, budgeted, organized, and coordinated annual off-site BOT Strategic Planning Retreats as well as mid-term gatherings to review progress of Priorities and Goals. Developed agendas and complete follow up for bi-monthly MT meetings. Worked with a small team of MT members to budget, coordinate, and develop materials for annual off-site MT Retreats. Coordinated all ED and many BOT off-site events and meetings.

02/1995 - 06/2005 Eastern Oregon University, Division of Distance Education - Office Specialist I / Student

Responsibilities: Worked closely with two advisors and their advisees from a seven-county regional area as well as out-of-state students. Provided all reception and clerical support duties as well as initial advising of non-admitted and admitted students. A few of the clerical duties performed included: travel requests, reimbursements, and financial tracking; maintaining student demographics, courses, grades, files, etc.; petty cash; designing/creating forms and marketing materials; incorporating survey information into spreadsheets for reporting; appointment scheduling; and complete office organization and management.
