MDA BMD Capability Delivery 03/04
Managed Capability Delivery with an Integrated Master Plan/Master Schedule for improved target accuracy between missile defense multi-domain systems. A large software/hardware project valued in excess of $1 Billion dollars. Delegated guidance to large teams of people across Lines of Business (LOBs) that included MDA System Engineering and BMD Program Offices to develop and deliver the first BMD System configuration based on the Statement of Goals (SOG) and BMD Element requirements. Demonstrated ability to support and promote inclusion across the MDA organization with the Element Program Offices including Aegis, THAAD, Patriot, UEWR, SIBRS, DSP, SBX, C2BMC, C4ISR and GMD. SOG and Element Requirements were compared to ground and flight test data along with Modeling & Simulation performance data to provide collective performance results for the BMD system configuration for the first time. The BMD System configuration assessment was achieved by developing a new product delivery process. Implemented the new MDA process by managing the technical team to produce final assessment results for informing the military customers’ confidence in their updated weapon systems. The BMD System assessment briefing covered BMD system blue force laydown, threats, performance, capabilities, risks, limitations, workarounds, requirements, and BMD Test Incident Reports (BTIRS). Increased national protective capability was demonstrated and briefed to MDA senior leaders and senior DOD customers at Progress Reviews & the Program Change Board where the MDA Director gave approval. The effective result was the MDA Director LTG Patrick O’Reilly signed the BMD System Capability Delivery Memorandum and delivered to the US Strategic Command, where General Robert Kehler accepted delivery of the increased Ballistic Missile Defense System Capability for operational implementation into our nations’ missile defense system for the first time in history! Previously only BMD Program Offices would deliver individual platform updates but, not as a full BMD System.
To improve BMD target accuracy for next phase, the Missile Defense Agency’s Chief Engineer was mentored to continue this important work of increased BMD capability to the DOD customers.
