Led the HSE function for implementing the HSE management system, accounting for the overall HSE performance of the Petroleum Solids Handling onshore/offshore terminal servicing 3 major Upgrader refineries each producing an average of 2.000 tons of Coke per day. Responsible for the HSE and Emergency Response Plans update and training. The combined storage capacity of the terminal is 860.000 tons of Coke and 160.000 tons of refinery sulfur, each patio with its individual dust emission controls and irrigation effluent controls. The preliminary work included the products’ risk assessments, a regulatory gap analysis of the measures needed in place, and the assembly of the HSE Performance Standards. The work included the integration of the HSE and Emergency Response Plans successfully with the operational team by training 100 operators and staff to perform and sign off on all HSE activities of the Compliance Calendar, which guaranteed the safe operation of the Terminal year after year. The offshore section of the terminal included ship loading with its corresponding dust control measures and equipment, as well as the procedures for wastewater management. The onshore section included the water effluent engineering with a solids separation system for the coke and sulfur piles and a caustic system package for the neutralizing of the sulfur industrial water effluents. Both storage areas were surrounded by interconnected drainage channels receiving the effluent to be used for pile irrigation once treated for pH and the fines separated. During the rainy season, the drainage channels were frequently discharged to the sea after the quality of the water in the channels was tested and the parameters met the limits set on the standing regulation for water quality discharge. Included in the Plans were the quarterly testing and monitoring of Air and monthly Water Quality. Included in the monthly reports the Hazardous and Non-hazardous Waste Management. All safety equipment operations required certified operators and all safety procedures were followed, which were audited by multidisciplinary teams led by the general manager every week on facility-wide inspections. Prepared and submitted the Monthly HSE reports. Followed up on the environmental aspects of the Permit to Work System for Upgrader Refinery as well as for the Storage and Shipping Terminal. Phase II Solids Handling EPC Project: Represented the operator's HSE function through the follow-up of the plans. Leader of HSSE function including the implementation of Industrial Safety Plan, the Environmental Plan, the Security Standard Operations Manual and the Interfacility Spill, Fire, and Explosion Emergency Plan for a large crude oil storage and shipping terminal, including a shipping platform for berthing large crude oil tankers.

Developed and established the set of required HSSE Plans onsite and completed staff training. Responsible for the inspection and readiness of fire extinguishing sprinklers for tank farm, and firefighting team.

Managed a crew of security operators as per corporate security guidelines.

AMOCO VENEZUELA ENERGY CO., ORINOCO DELTA/VENEZUELA 1996 –1998 HSE Quality Control / Quality Assurance Supervisor Championed the HSE Plans onshore (seismic acquisition) and offshore (exploratory drilling) in pristine Orinoco River delta and open ocean ecosystems, including HSE incident / accident investigations and audits.
