Conducted neutral party hearings (1985 to 2000);

• Practicing entertainment (specializing in visual arts, intellectual properties - copyright and trademark law); employment and labor; and immigration and international human rights law.

• Pro bono legal assistance to organizations dealing with human trafficking issues.

1995 to 1997 Attorney Advisor, Social Security Administration (SSA), Baltimore, MD

Handled all cases involving complaints of discrimination on the basis of age and/or disability by social security recipients;

• Developed agency policies regarding services to and/or for social security benefits recipients;

• Provided advice to the SSA Equal Employment Opportunity (EEO) Office that processes in-house employee discrimination complaints based on race, color, religion, sex, age, and/or disability; and

• Developed the SSA's discrimination complaint processing procedures, which includes an early complaint resolution meeting with a neutral party, which was adopted in 1997.

1983 to 1995 Attorney Advisor, Department of Health and Human Services (DHHS), Washington, DC

Provided advise to the Department's Civil Right's Division employees regarding complaints of discrimination filed with the Department regarding the denial of health care services and employment based of race, color, sex, religion, age, and or disability;

• Developed litigation strategy, documents, and agency litigation responses to requests for information;

• Litigated discrimination cases before various US District Courts;

• Developed Department policies regarding the provision of health care services to US citizens and non-citizens; and

• Drafted complaint processing procedures that included using ADR as a means of resolving individual and class action complaints before or during litigation.

1979 to 1983 Attorney Advisor, Equal Employment Opportunity Commission (EEOC), Washington, DC

Developed agency policy regarding updating existing complaint processing procedures to include fact-finding, mediation, and neutral party conferences;

• Developed agency policy to eliminate duplicative information collection policies and procedures by various Federal agencies that have EEO discrimination enforcement obligations; and

• Provided advice to various agency offices regarding the use of Alternative Dispute Resolution (ADR) procedures in internal case processing and litigation procedures.

1976 to 1979 Trial Attorney, EEOC, Chicago, IL

Developed pre and post litigation documents for use in individual and class action trials for alleged employment discrimination based on color, religion, sex, age, and/or disability;

• Litigated Commission cases, starting with discovery requests and ending with summaries of appeal points, facts, and arguments;

• Examined potential witnesses during depositions and trial; and

• Conducted early resolution conferences as a neutral party fact finder when employment discrimination complaints were filed in a regional or district EEOC office.

1975 to 1976 Attorney Advisor, National Labor Relations Board (NLRB), Chicago, IL

Investigated complaints of unfair labor practices by business owners, their supervisory staff, and/or labor organizations; • Drafted agency decisions regarding the conclusions reached once investigations were completed;

• Conducted meetings as a neutral party when labor unions and employers disagreed about which group of employees would constitute the unit that would vote on union representation and be covered by a union contract;

• Served as a neutral party fact finder when unfair labor practices were alleged; and

• Monitored employee elections and voting to determine whether unit employees would have union representation.

1973 to 1975 Administrative Assistant to Deputy Secretary, Civil Rights Division, Department of Housing and Urban Development (HUD), Washington, DC

Provided legal advise regarding department policies regarding discrimination in employment and providing housing for and financial assistance to potential homeowners on the basis of race, color, sex, and/or religion;

• Drafted speeches; and

• Drafted discrimination complaint processing procedures that included early complaint resolution conferences.
