JOB RESPONSIBILITIES HANDLED

Implementation and enforcing requirements of the Project HSE plan and procedures, regulations and

codes as they apply to the scope of work.

Select and manage all subcontractors to the same standard and requirements that the project HSE

plan and the project management team expect of them.

To provide the necessary resources, equipment and materials for the safe execution of the project

scope of work in accordance with the requirements of the contract and the specific requirements

defined in the HSE plan.

Environment Management System Implementation on the project

Preparation of all HSE related documentations like plans, procedures, operating procedures;

checklists risk assessments, HEMP, JHA’s.

Ensuring everyone worksto and complies with the contractor HSE field manual, systems and

procedures.

Co-operate with the project team

Develop and implement project HSE plan and/or procedures which are not included in the contract HSE

management plan.

Ensure new employees attendance at new employee orientation, routine and specialized training

sessions.

Ensure employees attendance at all appropriate safety tool box talks, briefing and where necessary

meetings

Conduct safety meetings for supervisors and employees according to project HSE plan.

Jointly conduct root cause investigation of the incidents with site HSE staff.

Jointly conduct Health, Safety and Environmental inspections and Audits.

Provide appropriate safety and health, accident prevention, and investigation training for managers

and supervisors.

Assists management in the annual inspection of workplaces to assure safe and healthful conditions for

workers.

Prepares appropriate notices for management to issue for abatement of any identified hazards.

Assists management and supervisors in investigating accidents and developing measures to prevent

recurrences.

Supports the Safety Management System by recording all accident reports in a timely, complete, and

accurate manner.

To set a personal example by wearing appropriate personal protective clothing/equipment and

observing all safety requirements/procedures.

Ensure that all the staff receives the required trainings

Establish safety performance goals and allocate sufficient resources

Prepare and attend the meetings on HAZOP/HAZID

Participate all the HSE Meetings with client

Prepare all the reports on monthly and weekly bases for submission to client and corporate HSE

management

Communicate with Clients and Local Authorities on matters related to HSE requirements and guide the

project teams on such matters

Manage and develop a high performance HSE team, maintaining a positive and proactive working

environment that encourages efficient team working

Advise and assist personnel with regard of health, safety & environmental management matters for all

field of activity performed on the project.

Arrange for safety Flashes/alerts in the event of near misses/ incident and advice on the preventive

measures needed to avoid repetition on the event.

Ensure proper wastes management procedures are followed as per the company procedure.

Monitor the safely training observation Program (STOP).

Investigate all reported, unsafe /near missed immediately.

Assist and investigate in serious accident or incident investigation.

Collect and compile HSE performance date and communicate finding to the contracts Manager, Line

management and clients/ subcontractor management.

Interact with site manager. Site supervisor engineers and workers.

Identify the areas of environmental shortfalls and advise on appropriate controls. Monitor the

activities involving potential environmental damage and advise the line management on corrective

actions or appropriate controls measures.

Improve HSE awareness consciousness among all company’s personnel using aids such as videos,

posters, films hands out, etc.

Provide topics s for toolbox talks and monitor participation by all and subcontractors personnel,

assist line management and supervisors in the presentation of toolbox talks when required.

Highlight any short falls in the adherence to the HSE plan and the client HSE specification and

HSE standards to the site supervisor, site manager and contracts manager.

Advice site supervisor/site manager on occupational health hazards, suitably of protective

clothing and validity of equipment from a safely viewpoint and hygiene issues.
