Principal Project Manager

Engaged in pre-construction planning for procurement of secure construction materials and systems from the home office prior to deployment overseas. Coordinated initial project planning efforts and project schedule development as well as submittal preparation.

Deployed to site and coordinated the construction of temporary security facilities and non- secure site facilities in preparation for the arrival of materials. Coordinated the initial site preparation and the installation of the deep foundation system, using advanced pile testing procedures, between the engineer of record, the consulting engineers and field team.

Working with my team we developed and implemented a number of cost, schedule, and quality enhancements.

I developed detailed submittal packages from the activities of the baseline schedule and coordinated their assembly with the subcontractors to ensure timely delivery despite the remote location. I coordinated construction activities and developed logistical strategies and initiated RFIs to maintain optimum workflow, I supported the site safety program with technical expertise in shoring, forming, bracing and lift planning.

I processed the monthly progress payment, negotiated the line-item progress with the client and assembled the supporting document packages to be submitted for payment. I maintained the change control documentation, OBO ProJet Management System and coordinate the BIM implementation.

This project included unfinished structures and a large stock of uninstalled materials from previous demobilization. U.S. Small Business Administration, Herndon, VA August 2016 – December 2016 Disaster Assessment Specialist

After severe flooding in my hometown of Baton Rouge, Louisiana in August of 2016, I was contacted by the U.S. Small Business Administration to assist in the processing of damage assessment for properties across southeast Louisiana. I was deployed to the field on short notice to help implement a program to assist disaster victims in returning to their homes.

As the program in Louisiana wound down, I deployed to Walterboro, South Carolina on a similar program for a brief time.

SAUDI ARABIAN OIL COMPANY, Dhahran, KSA May 2008 – May 2016 Engineer I, Saudi Aramco Project Management Team

As the Lead Project Engineer for the Manifa Causeway Development Project in the Arabian Gulf near the Kuwaiti border I was responsible for the supervision of the construction of 1.1 billion USD dredging, reclamation, bridges and port facilities for 30 km. of causeway and 27 Drilling Islands. I reported on progress of the construction and procurement of raw materials from nearby quarry sites and quarries in Oman and in the far west of Saudi Arabia. I reviewed pay applications, evaluated change requests, and coordinated with the Saudi Coast Guard and Frontier Forces for sea and land activities.

As Lead Project engineer for the Tanajib Expansion Program, I managed the construction of a number of smaller projects including the construction an Al Raji Bank branch office, expansion of the dining hall, main offices and the new construction of 178 bachelor housing units. As these were mostly design-build projects I was engaged with the design consultants to ensure compliance with company standards, coordinating between the design firm and Aramco’s Consulting Services Department. (CSD)

As Lead Project Engineer for the Thuwal Development Program, Thuwal, Western Province KSA, I managed the construction of seven schools, a medical clinic and a grand mosque in the fishing village of Thuwal. This program was for the modernization of a village adjacent to King Abdullah University. This was a design build contract and my duties entailed significant interaction with the design team in developing the IFC documents. My duties also included schedule evaluation, approval of progress billings, RFI processing and submittal review. At close out I managed start up, commissioning, punch listing and handover to the education and medical authorities.

As Project Engineer for the Kingdom Stadiums Program, Southern region, Al Baha Sports Complex project I coordinated with the European design team in site selection and preliminary design. Al Baha is a small city in the mountainous southwest of the Kingdom, the site options were steep and rocky. I prepared reports on the site condition for the design team. This project was a part of a program of twelve stadiums kingdom- wide that was cancelled upon the death of King Abdullah.

King Abdulaziz Center for World Culture, Dhahran, KSA. State of the Art interactive Museum and Discovery Center designed by Snohetta Architects, Oslo, Norway. I managed a portion of the phased punch listing for this multi-billion-dollar landmark project, coordinating with the architectural team.

My final project with Saudi Aramco was part of the Gizan Industrial City Program, a 100 square-kilometer, 20+ year mega-project on the Red Sea coast in southeast Saudi Arabia. I was Lead Project Engineer for a program of port facilities and development of a corniche and community buildings. CAROLLO ENGINEERS, Phoenix, Arizona March 2005 – April 2008 Resident Engineer – Perris Valley Water Treatment Facilities

As resident engineer for the Perris Valley Water Treatment Facilities Expansion I was charged with managing a series of contracts, my duties included evaluating bid proposals, processing pre-bid addenda, change orders, schedule review, submittals and RFIs and well as coordinating inspection activities. Additionally, I was charged with coordinating and documenting Functional Acceptance Testing (FAT) and Commissioning (Cx) of various systems as they came online. TILDEN-COIL CONSTRUCTORS, Riverside, CA August 1996 – March 2005 Superintendent – Project Manager

In nine years with this highly respected regional construction company, I was engaged in a number or roles in a number of challenging projects. I directed large crews of tradesmen, coordinated the procurement of materials, progressed billings, built and maintained Primavera schedules and interacted with clients to prepare proposals and design build packages, participated in bidding efforts, mobilized projects, managed hazardous material remediation contracts, seismic retrofit construction and complete renovations through finishes and turnover. I implemented the site safety program the company quality control program with my staff and crews. My major projects are as follows:

1903 Riverside County Courthouse Historic Renovation. This project included the complete renovation of a landmark 1903 Beaux-Arts style including seismic retrofit, preservation and replication of period finishes and modernized MEP and security systems.

Masonic Homes of California, Union City, CA. This project was a phased program of renovation for three early 20th Century multi-story residential blocks situated on the Hayward fault in northern California. After a complete asbestos and lead remediation the structures were reinforced to modern codes and completely renovated. In taking this program to completion I was responsible for coordinating with the hazardous materials consultant, the structural engineer and the architect to develop solutions as problems arose. This project included significant preservation and replication of original materials including architectural copper, stonework, masonry, art glass and millwork. I developed the schedule and managed the subcontractors as well as hired and organized crews for the large percentage of the contract that was self-performed by the prime contractor.

Waste to Energy Pilot Project. Chino, CA. This project was a design-build effort with Synagro Residuals Management to extract methane gas from dairy waste. I was engaged as a project manager in the design, construction start-up of this project as well as a significant period of de-bugging. The methane extracted was sent to power an adjacent project that was remediating nitrate pollution of the aquafer due to years of intense dairy activity.

Inland Empire Regional Composting Facility, Rancho Cucamonga, CA. $68 million indoor sludge composting facility retrofit of an existing 400,000 sf building for Inland Empire Utilities Agencies. As Assistant Project Manager, I was responsible to maintain the project controls, additionally, I prepared forming and shoring designs to support the structure as it was undermined by large underground installations as well directed a crew of carpenters and millwrights.

SMITHHAMMER ENGINEERING, Redlands, CA December 1994 – August 1996 Apprentice Engineer

In association with a long-time friend and mentor I set up an engineering office in Riverside California following the 1994 Northridge earthquake. We developed a strong client base and assembled specialized consultants to produce a complete package of engineering services for our clients. We designed a number of projects to reinforce modern and historic buildings in various Southern California communities. In addition, we designed a number of commercial and industrial buildings. We closed the office due to health issues of the principal.

For several years following my graduation from university I worked with my father in the family business. We were a small general contracting firm specializing in commercial and industrial concrete. As a concrete contractor, we focused on complex and difficult work.
