SR. PROJECT MANAGER ( 2019-Current )

Client: Kentucky’s Department of Education

Managing the procurement and roll out of Kentucky’s new statewide Point of Service application (Mosaic by Heartland). This software with training has been provided to the cafeterias and staff of over 100 school districts in Kentucky. The project will be closing soon, and support is moving to the vendor’s call-center for maintenance and oversight.

ENTERPRISE IT PROJECT MANAGER (2 014 – 2019 )

Worked closely with our vendors and providers on various projects. Managed $1.8M in Retail and Telemedicine projects. Led teams of developers in the delivery of high-quality software solutions to meet business needs. Created detailed project design documents and task-level project plans to organize multi-organizational teams. Partnered closely with other members of functional project teams to define business requirements, test plans, and ensure that products were defect free before User Acceptance Testing began. Facilitated the System Integration Testing with external vendors and providers, User Acceptance Testing process, developed rollout plans and procedures. Prepared and presented cost-benefit analyses.

SR. PROJECT MANAGER ( 2009-2014 )

Client: Kentucky’s Department of Community Based Services

Managed a Document Management System project which was part of Kentucky’s new Health Benefits Exchange as mandated by the federal Affordable Care Act. I supervised an internal team of 9 developers, analysts, and testers. We successfully implemented our electronic case file software to 2,100 users, and built management services to support millions documents per year.

Client: Kentucky’s Child Support Enforcement Department

Managed a $20M modernization project of Kentucky’s Child Support Enforcement web based applications. Coordinated the activities between the Cabinet’s internal technical team, the contract-vendor’s team (Deloitte), and the Commonwealth’s business-client team. The 3 key components delivered were Business Intelligence, Customer Support Web Service, and an Information System Exchange Program. The project was completed in 24 months and went live in March of 2012.

Client: Kentucky’s Office of the Inspector General

Managed the data collection efforts and the web-based support team for Kentucky’s Prescription Drug Monitoring Program. Led the IT team in support of all technical projects related to the KASPER (Kentucky-All-Schedule-Prescription-Electronic-Reporting) system. KASPER is used to monitor Schedule II-V controlled substances. KASPER supports physicians, dentists, and Advanced Registered Nurse Practitioners for medical treatment of their patients; for pharmacists for pharmaceutical treatment of their patients; for law enforcement use in their drug investigations, and for Drug Court Judges’ use in support of their Drug Court programs. KASPER supports over 7,000 statewide users requesting over 500,000 reports annually. Also during that assignment I managed a project to perform a comprehensive security assessment of the KASPER application, network, workstations, physical security, HIPPA compliance, etc.

SR. PROJECT MANAGER ( 2007 – 2009 )

Managed projects to support web services designed to enhance client sales through the use of retail, branded, and promotional gift cards. Supported Loyalty Solutions projects to leverage existing gift card integration with SVS to provide a points-based reward solution.

DIRECTOR of PROGRAM MANAGEMENT ( 2006 – 2007 )

Established a Program Management office. Designed an appropriate governance structure to support enterprise business goals. Identified management gaps and created strategic plans for resolution. Established and deployed a common set of PMI-based project management procedures, processes and templates. Increased project awareness and overall communications within the company. Acted as the overall advocate for project management for the entire organization.

PMO MANAGER ( 2003 – 2006 )

Client: Kentucky’s Office of Education Technology

Created a Project Management Office with a team of 5 project managers. Built the project methodology based upon best practices. Facilitated improved project team communication by having common processes, deliverables, and terminology. Tracked the current status of all projects and provided project visibility to management. Provided mentoring and training to build core project management competencies. Delivered project management coaching services to junior project managers to keep projects on schedule, meet expectations, and address issues appropriately.

Client: Kentucky’s Department of Education

Completed $1.5M 2-year statewide project to rollout a student information exchange product to the enrollment clerks in every school in all 178 districts. The application enabled aggregation and analysis of data at the state level automatically. At the conclusion, all school enrollment clerks in Kentucky could transfer longitudinal student data interactively. Led teams of 12-20 members, conducted weekly status meetings, created status reports, and facilitated the walkthrough of all deliverables and supporting documentation with client. Led the project status reviews before the weekly Project Steering Committee and the monthly Technology Planning Council. Tracked issues resolutions, evaluated risk assessments/mitigation plans, managed change/scope, and documented earned value analysis.

SR. PROJECT COORDINATOR ( 1998 – 2003 )

Led an enterprise-wide procurement project to research, analyze, select, and implement a new change management application to over 400 IT users. Led a departmental project to standardize Data Warehouse source code promotions and reduced Service Level Agreements by up to 50%. Managed a project for the Hardware Support department to reengineer server procurements and installation processes which streamlined information exchange and reduced procurement-to-installation time by 60%. Also managed the implementation of client/server applications to clinical facilities. Scheduled training, installation, and support. Worked with other project managers to define specific Structured Phased Methodologies within the Project Management Office.

IT SECURITY PROJECT COORDINATOR ( 1990 – 1998 )

Supervised a staff of analysts in the mainframe security department. Coordinated database security projects and daily workloads for analysts. Researched, developed and implemented mainframe policies and procedures. Consulted with auditors and IT leadership to improve security processes. Serving as the current president of the Oldham County ‘Residents Encounter Christ’ organization. We go into local prisons in LaGrange Kentucky with a Christian ministry program to encourage those who are incarcerated.
