PROFESSIONAL EXPERIENCE
Field Inspector, Federal Emergency Management Agency (FEMA), Logistics Construction Support Contract, Baton Rouge, Louisiana, February 2022 – April 2022
After Hurricane Ida, a Category 4 storm, made landfall in late August 2021, thousands of families were displaced with their homes damaged or destroyed. The Major Disaster Declaration for Louisiana authorized assistance to the parishes. Mr. Burgess was FEMA badged and deployed to 10 parishes in Louisiana as contract surveillance support in which he assisted the FEMA contract management team with performing contract surveillance activities and other quality control functions for the direct housing mission.
Project Manager, General Services Administration, Region 4 Various Projects, Georgia, August 2020 – 2022
Under this contract, Mr. Burgess provides Project Management support and technical expert oversight for multiple simultaneous projects located across GSA R4. Mr. Burgess provides design reviews throughout the design phase and as intent drawings continue. Mr. Burgess conducts site surveys and ensures the design correlates to the size and shape of the physical space that we are proposing to lease.

Managed and developed team members for each project. Delivered requirements to subcontractors, suppliers, administration, operations, managing projects through closeout. Profit margin during his tenure increased by 30.7% on Mr. Burgess’ projects.
Project Manager, First Infinity Construction, Robins Air Force Base IDIQ Roofing, Atlanta, GA, 2015
Scheduled, estimated, and budgeted the whole of the Robins Air Force Base IDIQ project, including modifications to 28+ buildings. Managed subcontracting process, from initial project review meetings through final execution. Developed monthly reports and estimates using RS Means Cost Estimating software. Collabored with superintendents, subcontractors, and suppliers to create construction schedules. Managed staffing requirements and timely deliverables across all project disciplines. Ensured project site and asset security, while maintaining a safe working environment.

Responsible for complete project management from pre-bid to Certificate of Occupancy including design review/development, pricing analysis, permitting, estimating, budget production, contracts, negotiations and conflict resolution. Increased profit margins from bid to completion by 27-40% and lowered company liability and financial exposure. Projects included:

Provided onsite engineering and estimating services for the Hilton Ruby Lake construction of two 14-story timeshare towers with 144 units each. Developed construction cost estimates for 20+ projects $250L to $250M in scope. Assisted team in construction management duties and coordination. Reviewed submittals and shop drawings, updated drawing and RFI logs, updated drawings rolls.

Led team in construction document and design development for multiple projects including restaurants, residential home expansions, churches and light commercial construction. Assisted PM in management duties, reviewed work-in-place and updated drawings.
