Initial objective was to get municipality approved constructible permit design sets for FTTH aerial and underground pathway Construction in Perry, Enid and Stillwater Oklahoma.

By the end of 2021 Investors and C-Suite leadership determined that our new goal and objective was to bring on an additional 12 Markets in Bartlesville, Muskogee, Tonkawa, Blackwell, Shawnee, Norman, Moore, Yukon, Lawton, Altus, Elk City, and Clinton Oklahoma.

Myself and the Lead PE at the D&E firm went to every Municipality presenting our kick-off design and construction presentation securing franchise agreements, pole attachment agreements and ROW excavation permits and clear to proceed orders allowing Bluepeak to be first in Market and plant the FTTH flag in targeted locations. By year end of 2022 construction was underway delivering approximately 25,000 Homes passed in Oklahoma, combined with our Northern Markets delivering 70,000 revenue potential points of presence with over 4,400,000 feet of aerial and underground facilities with high level D&E for an additional 60,000 Homes Passed to start 2023.

I was also responsible for screening and interviewing candidates to support these buildouts including Construction coordinators, OSP Field Engineers, and Construction Managers taking the Team from (1) to 15, along with managing and interacting with Prime Construction partner and Design and Engineering partner as well as Procurement team to manage through difficult material shortage issues.

Manage the pre-construction and construction phases of the OSP project - deliver on time, on budget, and within quality and safety standards.

Manage relationships with jurisdictions and ROW contacts such as city, county, state and federal agencies, other utility providers, railroads and property owners.

Oversees timely submittal of permits and on time performance of engineering and construction vendor deliverables to ensure smooth project kick-off and construction start.

Subject Matter Expert related to OSP project review, design, build, QA/QC oversight, management, and implementation and hand-off to service delivery between Power service centers, substations, power plants, and renewable energy facilities both underground and aerial construction or combination of both in existing easements and/or ROW on Distribution and Transmission structures with ADSS or OPGW fiber optic cable.

Worked with capacity planning to define routes, Engineer solutions, resolve Network capacity bottlenecks coinciding with Transmission department budgets and plans for 4 to 5-year forecast.

Life cycle project management engaged in the development of construction plans based on the scope of work to include Bill of Material, Permits, and Easements, develop RFQs and perform bid walks, awarding contracts based on both budget, safety record, and previous project delivery record. Priority one is always safety as well as ensuring that all work is performed meeting or exceeding all applicable engineering, financial, telecom construction, and transport operational standards, delivering a superior product to service delivery teams.

Managed all construction, implementation, and network delivery activities of multiple OSP aerial and HDD, trench, and pull through existing underground backbone build-out projects for the South Central Region supporting multiple carrier network deployments with fiber connectivity from head end fiber distribution panel to remote end fiber distribution panel.

Responsible for all OSP construction activities in ROW and PUE to include pre-construction make ready monitoring, placement oversight and inspection and close-out and acceptance inspection as well as route selection, route survey, route engineering support, material validation, power service review, selection, and delivery.
