TI1e Beginning Of A New Boise Cc1scade Plant

In Mexico

G IA tm'iC 1E'r13

I arrived in Mexico City on 06-04-95 and then took an hour flight oul to v,rhere I ·would be staying in Zihuatanej o/Ixtapa these are two adjoining towns.I stayed the night, and the rn~Ai morning I took an hr. and 15 min. clrive to the job site. The plant is located in Papru1oa which is on the Coast ofMexico, 2 hrs. from Acapulco. The population in Papanoa is approximately 1,500 people.

The Plant consist of a Head Rig, mmmel Resaw and a manuel Edger and trimmer tlrnt has only 2 saws that move in a in mid out position .. Upon my arrival to ti1e plant none of the machines were operating. This plmit runs by air and electricity. The day before my arrival at the plant, they had blovm the Compressor. We then had to wnit for one to arrive. I evahrnted the situation and decided that there vvas still a lot of work that had to get done, while waiting for the compressor. The saws that were already there were rusted and cracked. The Filer thm arrived with me, Mark Foote came from Medford, OregoIL He benched all the saws and replaced all the guides, because the old ones were made of wood. The condition of the Trimmer, the wire was filled with corosion,

~md it was explained to me that it could not be fixed. I then told them that it could. \Ve then ha.<l to go out and find some.of these paris from some of the d.iffrent scrap areas. \Ve then got the trimmer operating, after a couple of days. The compressor finally arrived and it was to small. There was a language ban·ier between the american workers and the mexican vendors. At this point we had lost 4 days of production. I then decided to go and get the compressor myself I rented a Semi-truck and driver and I went along to pick up the compressor so there would be no more misunderstanding since I spoke their language. On June 8th we hooked up the Compressor, and their was some minor problems, but by that afternoon were producing 5/4 shop lumber. TI1ere was a lot of confusion, because the hispanic people were not a customed in seeing Shop lumber. After several meetings, they finally understood how Shop lumber should be edged. The confusions was primarily on the the 30% wane. They have beautifol logs in I\1exico. Most oflhe logs are 20 to 35 inches wide.

In the first few days we were producing 70% molding, 25% C-Select, and approximately 25,000 board feet per day. On June 13th we added a Swing-shift. On each shift there's approximately 45 workers.

In the last couple of days of my stay we were producing 32,000 board feet per shift .. In this past week I recieved a phone call from Papano~ Mexico telling me that we exceeded our goal of 50,000 board feet.

On the morning of December 9, 1982, you were involved in the detection and extinguishment of a fire within the confines of the ~JNP-4 protected area fence perimeter. Your diligent efforts as a mobile patrol unit in the discovery of this fire and the response actions you took to include going over ~n eight (8) foot fence, prevented the fire from spreading to a nearby trailer.

Your prompt and professional actions resulted in the ~~ick extinguish- ment of a fire that could have escalated to a more damaging threat.
