Principal TBTA Engineer In Charge – Armindo Monteiro

Under LiRo, providing construction administration and inspection services for both projects. Reconstruction of the Bronx Plaza at the RFK Bridge: upgraded the Structure for a 50-year design life; demolition and replacement of the mainline towards the Bronx toll plaza and the connecting ramps towards the Manhattan plaza (demolition and new construction of bearings, superstructure steel and superstructure slabs for the full width of the bridge; modernized the toll facility ORT System (Queens and Bronx Facilities); upgraded the electrical and mechanical systems; and raised the Plaza roadway by approximately two feet. Under Contract RK-65A construction includes; staged demolition and replacement of the Toll-Less Bronx Plaza deck, demolition and replacement of the toll-less plaza equipment, steel repairs on the Bronx Plaza structure and seismic retrofits and construction of new piers.

The main intent of the RK-75 portion of the joint project is the demolition of previously occupied spaces beneath the Manhattan Plaza. RK-75 construction includes demolition of the building structures, including mechanical/electrical systems, asbestos abatement and steel and concrete repairs on the Manhattan Plaza.

Work Order #53 - Manhattan Toll Plaza Roadway Repairs (Spans 68 through 74) Full Depth Superstructure Slab Repairs and Expansion Joint Replacements; Inspection for the demolition and reconstruction of the Superstructure Slab over Span 68 through 74 (Manhattan and Queens Bound Lanes); Responsible for assuring Contractor complied with MPT regulations and Lane Closures during the twelve Stage Construction schemes; Inspected the under slab demolition safety measures and shielding/tarping to maintain demolition and dust under control; Paint abatement inspection and Paint Coatings Inspection; Inspection for erection of Superstructure Slab Joint supports; Coordinated with NYC Parks and MTA Maintenance during demolition and construction over their premises; Inspected installation of reinforcement mat dry run and all pre- placement preparations; Inspection of concrete placement and curing methods; Coordinated Monthly Meetings for progress of work; Assisted TBTA Project Manager with setting coordinated meetings between the Contractor and TBTA operations for the proposed work stages; Responsible for maintaining daily logs for Inspector's Daily Reports on a Monthly basis (Day and Night Operations); Maintained Contract Quantities and Monthly payment release; Responsible for generating RFI's whenever field conditions appeared during demolition; Assisted Authority with "Engineer's Estimates" as needed for change orders; Maintained budget logs for quantities and monthly payments.

RFK BRIDGE (November 2012 to August 2013)

Installation of Interior Drain piping and pitching of Interior Bay Floors and entrance floors for proper drainage of the interior of the facility; Installation of a catch basin and drainage system for interior water drainage off the facility structure; Waterproofing the East and West Chamber's roofing which protects the integrity of the Suspended Spans wire strands. Erection of and scaffolding system and work platforms for the waterproofing operation.

RANDALLS ISLAND JUNCTION STRUCTURE JOINT RESTORATION AT RFK BRIDGE

Compression Joint Repairs included the demolition, cleaning, reinforcing and placing of new Elastomeric Concrete. This work required MPT Lane Closures and continuous monitoring that the performed work does not impact traffic adjacent to the Toll Plaza.

LONGITUDINAL BLOCK JOINT RESTORATION AT THE BRONX PLAZA AREA (RFK Bridge)

Removal and Replacement of the longitudinal joint supporting beam where required to complete the Block Joint Repair. Also, the work involved due to found material asbestos abatement.

LIFTING SPAN, PIER 57 (RFK Bridge)

Excavation and exposure of the spread footing for the pier pylons repair at the Pier 57 lifting span. Excavated for the spread footings and inspected its condition. Inspected the erection of Temporary Erection Towers and anchored over the footing. Installed jacking boxes, installation and calibration of jacks over wedge bolsters. Weight was removed from the main longitudinal girders and loaded over the Shoring Towers in order to release loading from the existing steel pylons.

ROBERT F. KENNEDY BRIDGE

Inspected the Oiling of the Cable Strands utilizing timber wedges at various angles to thoroughly penetrate the oil. Erection of and scaffolding system to safely perform this work.

ROBERT F. KENNEDY BRIDGE

CHAIN ROD ASSEMBLY FOR THE WIRE STRAND ANCHORAGE

Inspection of the installation and clamping system to safely maintain the integrity of the Rod Assembly during the removal of the Separator Plates and Pincaps; Inspection for the installation of new Separator Plates and Pincaps along with new anchorage rods and all its pertaining hardware. All the assembly was also inspected for it primed and painted coats; Repairs of wire strands utilizing ferril type splicing and a hydraulic pulling system to accurately provide the new wire strands the required tension. The Cable strand repairs included the use of mechanical ferrules, special gage reading jacks and wire grip instruments. Various readings were required to fully attain the required wire tension.

The inspection on-site assembly in Bayonne, NJ, of a steel-frame transfer bridge for the rehabilitation of a ferry slip at Soissons Ferry Landing on Governors Island in New York Harbor, as part of the resident engineering and inspection (REI) services for a $250 million program of capital improvements to transform the 150-acre island; Senior Inspector for the removal of the East and West Slips, and erection of new bridges; Weld and bolt connections of Fracture Critical Members and Secondary Members; Welding inspection for secondary connections, repairs to structural steel members, assembly of structural steel members; Complete inspection of three coat paint system for superstructure system; Installation of timber decking, railing and Wind Barriers; Finally, the erection and balancing of the Ferry Bridges (Dead and Live Loads); Site demolition, utilities, site and approach upgrades to the ferry landing areas, and earthwork, for the first phase of the program, which will transform 64 acres of the island and is composed of 15 interrelated projects.
