Background:

J. Scott has over ** years of experience with transportation civil engineering and utilities. He has 12 years of experience in airport program management, planning, design and construction management at DTW, MIL, STL, MDW, ORD, DEN and GYY airports. 2018-20 fiber optic network design included last mile AT&T, fiber to the home for 4000 homes in Pella, Iowa and smart grid power substation control fiber network across Iowa. He has subsurface underground utility experience with local, county and state roadways, highways, light rail extensions, airports, railroads, fiberoptic networks and power substations. Expect accuracy in ground control, and ability to weigh record documents, occupation evidence and boundary surveys with utility locations.

Mr. Phipps applies ASCE 38 to surface utility locates, fits occupations for right of way then applies ASCE 38 quality levels to plot best judged position from records using the right of way solution. Preliminary Engineering requires level C or better locates for preliminary cost estimate. Design requires specific scoping of level B and A for relocations. A grant decision tied to scope of utility relocations requires ties to project monuments, with ground truth resulting in utility relocation cost estimate. The land acquisition for Metro St. Louis light rail was tied to FTA approved utility relocations. Scott report status of 335 plats and legal descriptions to acquisition for 22 miles of track, 7 stations and maintenance yard. Mr. Phipps completed five ALTA/ACSM Land Title Surveys with boundary analysis in Jackson County Missouri in 2017 and continues a practice of transportation engineering led by surveying.

Scott surveyed to QL C then planned, designed and led construction of same Verizon Zayo and Aureon fibers around Grimes, Iowa County Line Road project completed 5/28/2020 verifying depths to QL C. As Engineer of Record for Pella Fiber to the House Contract he designed high speed internet to 4000 homes and businesses and recommended award to Excel Utilities of the first contract in Pella, Iowa 5/20. He served as MidAmerican Energy project engineer for Phase 3 substation fiber optic control network across Iowa. Permitting included under 400 miles and a USACE Omaha 408 levee crossing in Harrison County, IA completed 6/1/2020.

Transystems. Kansas City, MO 4/14 – 10/14

Construction Manager

Phase 3 construction management of BNSF 9000 ft. Siding, Urbana, North Dakota leading Reilly Construction daily safety meetings and contract progress meetings to completion 10/14. The improvement was designed by Transystems to construct 15’ offset track bed for two #20 switches with turnouts, signal sheds and facilities designed for extreme weather and fiber optic positive train control. Storm sewers maintained statutory wetlands defended with the local drainage district. Phase 3 construction management of the Third Mainline track in Pasco Yard, Pasco, Washington and additional yard track in Pasco Yard accommodated the coal respray building requiring 15’ offset track bed construction coordinating track with Amtrak passenger traffic and building construction. Track laying was delayed til 2015.

Runway Program Management

Project coordinator Phase 1 Lambert St. Louis Airport North Roads package of highway, county road and local road relocation on the north side of runway 11-29 opened 4/06. The road design team Scott led in selecting at Burns and McDonnell designed roads around the runway leading to the six lane Lindbergh Boulevard highway tunnel under the new runway and reconnecting the roadway grid before 9/11/01. Utility relocation point of contact for the program each utility was phase relocated including FAA fiber optic and power for radar and navigational aids. Negotiated $1.3M design professional service contract to coordinate roadways with utility relocation, land acquisition, 11M cy earthwork, ingress, construction staging, FAA navigation aids with goal of no service interruptions. Also, Project coordinator Phase 2 design of the west side of Detroit Metro Airport to accommodate a new $72M 10000’ landing runway 4L-22R. My service was completed 12/01 after I acquired and cleared industrial land, Wayne Road, airfield fence, earthwork, 60” diameter pressure storm drainage, pavement lighting, signage and surface restoration. Negotiated relocation of Detroit Edison power, water and gas systems and sequenced construction to coincide with opening of one mile long Detroit Metro McNamara Delta Terminal. Established reimbursable agreements with FAA for navigational aids, ASR-9 radar and redundant reliable fiber optic/power.
