My primary expertise and experience consist of providing design (LAN Network and Data Center), QA/QC of networking systems (Base and Campus LAN Systems), in the upgrading of data network systems within military bases and federal government projects throughout the Conus and OConus for the last twenty years.

I provide consulting and design information as needed as a Knowledge Expert in the Telecommunications Arena for Network Transport Systems Design and QC/QA within the physical plant data network infrastructure including Data Centers.

WORK EXPERIENCE

Network Engineer Adviser

GDIT – Contracted to FBI Operational Technology Division (OTD), Quantico, VA 22135 - October 2017 to August 2022

Responsibilities

RCDD Design and QA/QC for Field Operations Support Unit (FOSU)

Details:

Review documentation processes and quality control methods to verify and improve product delivered to customer.

Develop Team Methods and Techniques for efficient installations of Cable Monitoring Plant (CMP).

Support PM in Project Business Activities.

Meet program needs by ensuring the effective and timely completion of project site books upon completion of installation of ICT equipment and infrastructure.

Acquire the latest ANSI/TIA Telecommunication Standards and BICSI Standards and Process Manuals, review the documentation pertinent to the latest technological methods and requirements and develop training documents (10 to 20 pages for each session) to share with the technicians at training sessions.

Continually research the latest technical and trade documents to further relay the latest methods of installation and new equipment available for the technicians.

Expand the capabilities of the technicians to efficiently install new methods of cooling techniques that conserve energy utilization (i.e., data center aisle containment systems).

Introduce new electrical systems that enable increased efficiency within data center rooms (i.e., overhead electrical busways and UPS systems).

Annually review the FBI Program of Requirement (POR) documents for Field Offices (FOs) and Resident Agencies (RAs) for additions and/or suggest corrections.

Registered Communications Distribution Design (RCDD)

Defense Engineering Inc. (DEI) – Pentagon, Washington DC - October 2015 to September 2017

Responsibilities

Supported Joint Service Provider (JSP) for US Army

Details:

Supported design and installation of network systems, equipment and infrastructure within the Pentagon.

Performed site and inspection and surveys.

Created design plans to fulfill contract documents related to the specific network systems used within the Pentagon.

Performed Life Cycle Replacement (LCR) of all network access switches in Wedge One of the Pentagon (Created installation packages including drawing, cut sheets and labels for every Telecommunications Room (TR) and Main Distribution Facility (MDF) within the wedge including NIPR, SIPR, OOB and TS/SCI networks).

Created installation packages for the Wireless Intrusion Detection System in the Pentagon.

Data Center Design Consultant

Washington Technical Group - Clarksburg, WV - November 2013 to September 2015

Responsibilities

Details:

In charge of Data Center Design for the Biometric Identity Management Activity (US Army/FBI). Develop specifications and design infrastructure for a 5000 square foot data center and associated work areas. Including raised floor distribution of cabling with Main Distribution Area (MDA), Horizontal Distribution Area (HDA) and Zone Distribution Area (ZDA) infrastructure.

Responsibilities

Provided Quality Control and design of infrastructure during installation of Telecommunications Infrastructure for OSP Phase 1 Anaconda, Iraq

Details:

Provided daily onsite QC/QA during construction of OSP infrastructure- Developed daily reports for General Dynamics, generated quality control reports on all components of construction, and generate as built AutoCAD drawing package for the customer.

Quality Control Manager for Perini Management Services on LSA Anaconda, Iraq for PM KICC OSP Phase 1.

Oversee quality control of OSP (Telecommunication Duct, MH, Copper and Fiber to C4 Building) including installation and connection to ISP (OSP/ISP Transition of Copper and Fiber) in MDF.

Design dedicated grounding infrastructure for C4 Building.

Provide QA/QC for installation of the SL 100 Central Office switch.

Network Communication Engineer

Consolidated Networks Corp – Oklahoma City, OK April 2005 to July 2005

Provide QA/QC of the survey and design of ISP/OSP projects for Consolidated Networks Corporation involvement with the Navy-Marine Corps Intranet (NMCI)

Details:

Provide Project Management of ISP and OSP infrastructure build out for Camp Pendleton (USMC) CA.

Telecom Consultant

Teksystems Consultant Group – Greenville, SC – July 2004 to March 2005

Responsibilities

Survey and design ISP/OSP projects for General Dynamic’s involvement with the Navy-Marine Corps Intranet (NMCI) at the Charleston, SC office working under PM Anthony Swalhah.

Details:

Design Protected Distribution Systems (PDS) for NMCI. (Protected Distribution Systems consist of optical fiber and Cat 5e cabling sealed in conduit for classified data). For proper design the TEMPEST Red/Black Installation Procedures were used along with the Raytheon PDS Design Template.

At Camp Pendleton, CA approximately 100 buildings ICT infrastructure were designed and drawings were red lined for conversion to CAD.

Other sites included Kings Bay, GA, Twenty-Nine Palms, CA, and Miramar, CA. These included building design for ISP infrastructure that provides a secure and high-speed Network System for classified data (PDS).

Outside Plant Design included fiber optic cabling between buildings at multiple sites including Charleston Naval Weapons Station, SC and Naval Air Station, Key West, Fl. The project at Naval Air Station West included Outside Plant Design of SM optical fiber system for networking data into 32 building (Building Entrances) utilizing existing duct and over a mile of new concrete encased duct system. A complete design included CAD drawings of all buildings and pathways were developed for construction. 288 strand SM optical fiber cabling was used as the main backbone along with 24, 36, 48, and 72 strand cables with 12 strand cable into the individual buildings. Over 63,000 feet of optical fiber cable were installed to bring NAS Key West up standards for a secure, high-speed Network System that meets present and future infrastructure requirements.

An RFP for the National Gallery of Art, Washington, DC was prepared for design of Security Infrastructure with Sumitomo Blown Fiber. The design allowed for speedy installation of a fiber backbone for that can be modified for any future changes.

Network Communication Engineer

Consolidated Networks Corp – Oklahoma City, OK – March 2003 to June 2004

Responsibilities

Surveyed and designed ISP/OSP for Consolidated Networks Corporation involvement with Navy-Marine Corps Intranet (NMCI). All design was installed to ANSI/TIA/EIA-568-B and 569-A standards.

Details:

Designed ISP/OSP infrastructure on Parris Island Marine Corps Recruit Depot including Cat 5e and optical fiber between building to meet the NMCI requirements.

Designed ISP/OSP infrastructure on Marine Corps Air Station, Iwakuni, Japan including an optical fiber loop backbone along with installation of ISP into more than 100 building Cat 5e cabling. AutoCAD drawings were created for all the buildings entrances and site map overly for OSP design.

Wrote RFP response for California Army National Guard VoIP implementation for Verizon utilizing MPLS.

Install Digital Circuit Multiplication Equipment (DCME) for General Dynamics as Andrews Air Force Base and MacDill Air Force Base in Tampa, Fl. Engineer and provide technical guidance for the installation of Veraz-ECI Telecom T1 circuit multiplication equipment.

Install Cisco access switches for WAMNET used on the NMCI project. Program Cisco 4503, 4506 and 3550 switches and install at Naval Surface Warfare Center at Dahlgren, VA.

Program Manager/Telecommunications Design

Cable Constructors, Inc. – Iron Mountain, MI – June 2000 to February 2003

Responsibilities

Surveyed and designed ISP/OSP project for Cable Constructors, Inc. including RFP for several major infrastructure projects including the structured cabling system for Green Bay Packers Stadium-Lambeau Field.

Details:

Oversee installation of infrastructure (Cat 5e cabling and optical fiber) for data center in Chicago (Cable and Wireless Data Center, Elk Grove) including over 4000 Cat 5e runs and over 3500 MM optical fiber cables with LC connectors.

Engineer and install Host Digital Terminals (HDT’s) manufactured by ADC into CATV systems to provide phone service over Hybrid Fiber Cable (HFC) cable TV MSO’s.

Engineer and provide technical guidance of the installation of phone and data cabling including surge protection for office buildings.
