Overview

Mr. Shenouda has over forty years of experience in the Program/Business Management for over $100 Billion Engineering, Procurement, Construction and Operation and Maintenance Projects in the field of Airports, Hotels, Malls, Utilities, Mining and Metal, Rail, Roads, Power plants, Refinery, Chemicals plants and Telecommunications. In his capacity as a deputy program manager and or Business manager, Mr. Shenouda directed and managed the work of the different project groups’ Managers and was instrumental in meeting and or exceeding client expectation by delivering a project within scope, budget and schedule.

Project Experience

Barakah Nuclear Power Project Unit 1,2,3&4 – Bechtel Power Co. Project Controls Advisor: Seconded to Korean Electrical Power Co. E&C (KEPCO E&C) as a Project Controls Advisor for an EPC&SU for a 4 1400 MWe Units Nuclear Power Plant in the UAE.

September/11 - August/12

Gabon Infrastructure Program – Bechtel Civil Co. Program Controls and MI Manager:

Seconded to the customer organization ANGT in charge of developing, monitoring and analyzing Program Budget, Master Schedule, Cash Flow and prepare Management Reports and presentation for the $6.2 Billion Infrastructure program (Roads, Airport, Power plant, Telecommunication, Water and sewage plants and their distribution).

Mr. Shenouda performed the duties of a business manager for a $4.1 Billion Aluminium Smelter Project in Saudi Arabia.

Burbank Airport – GS Consultants Inc. President Self Employed: Assisting STV and gkkworks Companies in responding to Request for Qualifications and Request for Proposal for the Burbank Airport project, we won the bid.

Los Angeles World Airports – GS Consultants Inc. CIP Program Business Manager Mr. Shenouda assisted LAWA in Managing the $12.0 Billion CIP program by managing the development of Project Controls Systems, Developing a Project Controls division and Train LAWA personnel in Project controls and project management, assist LAWA in the development and monitoring of the CIP scope, cost, schedule and cash flow forecast, Developed a comprehensive Project Status Report and Cost and Schedule Variance/Analysis Report, Develop and or review construction estimates, Review RFB Specifications, Review Construction Contractors’ Bid Proposal, Assist in contract negotiation.

USAID Iraq Infrastructure Reconstruction Program – Bechtel Infrastructure Co. Program Business Manager Mr. Shenouda responsibilities included the management of the Estimating, Scheduling, Cost Engineering and Management Information groups for the EPCM $3.0 Billion Program, Developed and Monitored Program Scope, Cost, Schedule and Cash Flow, Prepared monthly Program Status Report for corporate and USAIDS Sr. management. Mr. Shenouda prepared and conducted Project Management training courses for all Bechtel Iraqi employees. The scope of work includes: Airports, Ports, Power plants, Water and Wastewater plants, Railroad, Roads, Bridges and Telecommunications.

Manhattan East Side Access Rail Project – Bechtel Civil Co. Deputy Program Manager Bechtel appointed Mr. Shenouda to train the project lead planner to become the deputy program manager for the PM $4.5 Billion East Side Access Rail Project in Manhattan.

Dec/02 – Mar/03

Miami International Airport – Bechtel Civil. Deputy Program Manager Mr. Shenouda Managed the program Estimating, Scheduling, Cost Engineering, Finance and Accounting, IT, HR and support services groups for the PM/CM $4.8Billion Miami International Airport CIP project. In addition, Mr. Shenouda was required of overseeing the performance of all other program groups’ managers.

Apr/01 – Nov/02

Los Angeles World Airport – Bechtel Civil. Deputy Program Manager represented Bechtel Management in a joint venture (Bechtel, DMJM, and URS) for the development of the project Scope, Phasing Plan, Cost Estimating, Scheduling, Budgeting, Procurement and Finance and Accounting for the $12 billion Los Angeles Airport expansion master plan.

Fiber Net New York – Bechtel Telecommunications Co. Deputy Program Manager for this CM $200 million project. Mr. Shenouda Managed the Estimating, Cost, Schedule and Finance and Accounting groups and was required to oversee the performance of all other program groups’ managers. In addition, he supported the construction manager in management activities as required for the Telecom Fiber Optic Project in New York.

Haldia Petrochemical Project, India – Bechtel Refinery and Chemical. Deputy Program Manager assigned to manage and direct the work of the cost, scheduling, estimating, IT, HR, finance and accounting and office services groups for the EPCM $1.5 Billion Project. Mr. Shenouda assisted the Project Manger in all Bechtel prime contract issues in responding to client letters and in the negotiation of disputed billing items with the client.

Nov/98 – Dec/99

Ontario Airport – Bechtel Civil. Program Manager Consultant Bechtel appointed Mr. Shenouda to review contractor’s schedule, and proposed logic changes credited to client expectation. The project scope is EPCM for a new passenger terminal and car rental facilities valued at $200 million. Mr. Shenouda was also in charge of supporting the construction contractors in meeting the project schedule.

Aug/98 – Sep/98

Tar Sand, Canada – Bechtel Mining and Metal. Business Manager and Proposal Coordinator Mr. Shenouda was in charge of preparing cost, schedule, estimating systems and reports for this $1.0 billion project proposal. He also developed flow charts and designed methods to integrate the Project Management system between the client and Bechtel, we won the Job.

Bechtel Egypt Business Management – Bechtel Civil. Program Business Manager Provided Business Management support to ongoing PM/CM projects and potential projects (hotels, malls, utilities and infrastructures) Valued at $1.4 Billion and oversee the performance five project managers

Telecommunication project in Saudi Arabia – Bechtel Telecommunications. Program Management Mr. Shenouda supported the Program Manager in developing the Program Management platform and associated progress and Procedures for the country PM $ 5.0Billion Telecommunication System Project.

Jubail Industrial City in Saudi Arabia – Bechtel Civil. Deputy Program Manager Mr. Shenouda represented Bechtel Management in Bechtel/Parsons joint venture for the development of the program (scope, schedule, cost and cash flow), Managed the Procurement, Contracts, Finance and Accounting and IT for the expansion of the Jubail and Yanbu Industrial cities utilities and infrastructure Valued at $1.5 Billion EPCM.

King Fahd International Airport – Bechtel Civil. Deputy Project Manager for the Saudi Arabian King Fahd International Airport project Valued at $2.5 Billion. Mr. Shenouda directed and supervised the work of Project Controls, Finance and Accounting, Procurement, Contracts, HR, Operation and Maintenance and Support Services departments. He was instrumental in assisting Construction, Field Engineering, Contract Administration Fire and Safety and Direct Hire Operation in decision making regarding construction/engineering problems, claims and coordination meeting with construction contractors. Nuclear Power Plants – Bechtel Power. Controls Manager supervised and directed the work of the Cost, Scheduling and the Systems Groups for the San Onofre Nuclear Power Plant outage and plant operation and for the Engineering and Construction of Nuclear Power Plants in Arizona, Korea and Taiwan. Refinery and Chemical Plants – Bechtel Petrochemical. Cost & scheduling Supervisor Implemented Planning and Cost Controls functions for Refinery and Petrochemical Plants in the USA, Canada, Algeria and Saudi Arabia. Bechtel Scope EPCM.

Nov/74 – Dec/78

Other experiences – Worked as Industrial Engineer at Security Pacific National Bank. Performed time and motion studies, developed standards, designed and implemented management cost control and performance reports. Worked as Project Engineer with the United Nations Development Program (UNDP) in Egypt, Mr. Shenouda was in charge of Industrial Engineering and Ceramic departments, implemented management cost and performance reporting system; directed the work of engineering and construction of small ceramic factories.
