Provide Technical Assessments (TA) for Department of Homeland Security (DHS) components (CBP, FEMA, ICE and others) for Joint Requirement Counsel (JRC) Senior Governance Officers and Chief Acquisition Managers.

The TA’s using Scrum Agile processes/on all DHS Level 1 Programs during their Acquisition Reviews. The TA’s make sure that all best practices are being applied for program planning, executing and management. and modernization.

US ARMY Rapid Equipping Force (REF)

Technical Manager, General Dynamic Information Technology (GDIT) 2014 – 2015

Provide and assist REF CIO with management services to facilitate their IT

Modernization effort for planning, acquisition, contracts, execution, and disposal (product end-of-life) of equipment to improve their capabilities in assisting the Warfighter.

Managed the Daily Scrum meeting for the CIO to get an update on any problem or roadblock and to ensure the project was on track. Then interface with the CIO and Key stakeholders if there were any issues or dependences to avoid any chokepoints. This created a culture of accountability and enabled the Team to meet its critical deadlines and keep the project on track and moving forward.

Deputy Operations Manager, Digital Management Inc. (DMI), 2012 – 2014

Provide Management, Leadership and Guidance for 8 Technical Teams (120 personnel) at Department of State (DoS) for Daily Operations for OpenNet and ClassNet WINDOWS 7 migration (30,000 Desktops) across WASHDC and CONUS locations.

Program Manager of the Counselor Affairs move from their old location at the Plaza to their new office building at World Bank/ The move took several months of installing new and old equipment. I became very familiar with the organization structure and their department processes.

Member of Configuration Management and Change Management Board (H/W & SOE). Coordinated and ran daily DSD Technical Leads meeting and weekly Branch Chiefs meeting about Project Status, SDLC, SLA’s, Risks, Problems and Issues. Provided the DSD Weekly Activity Report (WAR & SLA’s) for the Division Chief and COTR weekly status meeting.

Senior Engineer and Cybersecurity Lead for DoS ENM Office leading a diversfied technical team of engineers with implementing Network Access Controls (NAC) and Perimeter Security (PS) to 250 US Embassies and selected Domestic Sites. The project provides OpenNet Unclassified Infrastructure with more than 100,000 end points and users with Layer 2 (Port Based) and Layer 3 (User & Machine Authentication). His responsiblities include managing teams and creating project management documentation for vendor selection, developing requirements, defining system design, defining security controls, configuration control board submissions, updating DOS SSP, procurement bar documentation, SDLC and building the Pilot Prototype and getting project through approval for ATO.

Director of National Intelligence (DNI) / CIO - 2006 – 2009

Served as a Senior Enterprise Architect for the Chief Information Office (CIO) Joint Program Office (PMO) for implementing the 911 Commissions Analytic Transformation (AT) programs and Information Sharing (Data Standards) goals. Lead the Catalyst (an IC Data Fusion Center) for detecting Counter Terrorist threats, included organizing and leading IC-wide working group. The Catalyst Fusion Center designed to assist the IC community and DOD the ability to identify new entities of interest (Terrorist) for our national security community.

NRO / 2004 & 2006

A Senior Engineer providing expertise working for NRO’s CIO Office for implementing their Capital Planning and Investment Control (CPIC) process for oversight to all NRO IT programs and NRO IT Training.

The lead for developing NRO’s CPIC processes and oversight for managing IT Program Selection, Control and Evaluating IT throughout their life cycle along with annual review process for IT Portfolio Management, IT Business Case Development, and IT Strategic Planning and Alignment. He received several awards from the NRO CIO for his work involving implementing the CPIC Process and building the NRO IT Portfolio Management Program and Management Control Plan.

PM responsible for the successful growth of Pro-Telligent LLC (a women owned small business) to $30 million dollars and more than 100+ employees within his business unit at the Department of State (DoS), and other Federal Agencies. He has been responsible for successfully maintaining his account business strategies and government customers, business partners and their growth. He ensured that Pro-Telligent met its highest level of customer satisfaction and that all deliverables were/accomplished on time and within budget.

Special Award: Sec State, Colin Powell recognized his Red Switch Team with a special award for recognition of their service during the events of 9/11 attack on New York City.
