Project Manager on several Consent Decree Projects vital to the City’s infrastructure requiring the construction of several facility support buildings and Equipment for Water Pollution Treatment Plants and Pumping Stations. These facilities housed Plant Personnel Buildings, Special Laboratory Buildings for testing influent and Effluent sewage. These buildings also housed Settling Tanks, Sludge Digestion Tanks, Centrifuge Equipment and Pump and Pipe Equipment.

Under General Supervision of the Engineer-in Charge I was responsible as Project Manager for implementing and coordinating the simultaneous construction projects for Quality Control/Quality Assurance related programs to ensure all contract requirements are met in a timely manner throughout all design,construction and fabrication phases of these large and complex and large projects. These construction projects were sometimes new construction and sometimes were necessary alterations to existing structures so that the city could comply with new Federal requirements.

Monitored critical construction items chosen for special inspections as well as other items. Based on approved shop drawings, specifications and approved Concrete design mixes. Issued Inspection instructions to fabricators and contractors. Documenting the work activities of new construction or rehabilitation projects. My experience includes performing and documenting calculations of materials to verify quantities or justify project-related payments.

Ensure that all Non-Conformance issues are addressed and abated for contract compliance before it impacts project schedule. Work and inspections are maintained in a project tracking system, invoiced, and closed with complete accuracy.

Ensure Project Close out and punch list completion. Develop accurate project plan, scope, and budget for all assigned projects, modify as needed and direct close-out of completed jobs including the receipt of all required documentation and assist with limiting scope creep. Attend internal and external deployment meetings with other managers and team members to review the status of each job and implement changes as necessary to ensure timely project completion. Ensure Project Close out punch list completion.

Recommends the Architect or Engineer-on record when issuance of change orders to comply with changing of field conditions or specification/drawing error or omissions. Create descriptive scope of work necessary to prepare for Change Orders.

As Project Manager my responsibilities included implementing quality assurance related programs, reviewing, and commenting on design and installation specifications for Civil, Mechanical and or electrical components, material selection. Coordinated field Inspections and Investigations.

Coordinated Vendor Shop inspections/surveillances by establishing Hold and Witness Points taken from schedules provided. To ensure vendor compliance with contract requirements.

Testing of Fiber Glass Plastic (FRP) Tanks ASME (RTP-1) and FRP Vessel Inspection. Pressure and Hydrotesting for vessels performed. FRP storage tanks and Scrubbers. These tanks designed to store highly corrosive chemicals (Sodium Hydroxide and Sodium Hypochlorite) at High concentrations. In addition, Large Double Walled Fuel Storage Tanks.
