1.Cover Letter

TO WHOM IT MAY CONCERN

I have had a long career in Medicine in Boston and Miami (UMiami) which has focused on Engineering, Vascular Surgery, and Vascular Diagnostics. To aid in making my background information transfer efficiently, I have elected to provide this single WORD document which is divided into four parts: (i) Cover Letter, (ii) Profile, (iii) Recent/Abbreviated CV, and (iv) Comprehensive CV.

On November 1, 2021 my wife and I moved from South Florida to Massachusetts, where we lived earlier in my career, to be near our children and grandchildren. My career mixed Engineering and Noninvasive Diagnostics with Cardiology and Cardiovascular / Vascular Surgery. In 2019 and therefore prior to moving to Massachusetts I sold a Medical Device Company I founded and ran for ten years (Soteria Medical, LLC). This added very practical knowledge in prototyping, verification, validation, regulatory, and manufacturing of medical devices to my academic training and experience. This involved hardware, software, and firmware integration. This entry into entrepreneurial activity provided a great deal of experience. I am a very detailed and organized person with excellent and broad writing skills. You will note that I served as PI for some of the largest Clinical Trials ever supported by the NIH. I have many US Patents, know the US Regulatory System, and taught Medical Students and Residents for 30 years.

I have an active NPI number, am listed in the National Practitioner Data Base, and have CLIA and national Sonography credentials.

I remain in very good health and am active. I feel at this point, I can contribute and work full-time for at least five years in the future. I enjoy remaining active. I feel I have background in established companies and start-up ventures.

Please find directly below my Profile followed by the two CVs mentioned above. Additional documents such as Applications, Regulatory Submissions, Directives, and Published Papers are available on request.

I can be reached as indicated below:

a.Email: adsrl5@r.postjobfree.com

b.Cell: 305-***-****

c.Home Address: 25 Rogers Street (Home 7), North Billerica, MA 01862

In closing, I look forward to hearing from you.

Respectively submitted,

Jeff Raines

FACC (Fellow – American College of Cardiology), FSVS (Fellow – Society for Vascular Surgery), RVT (Registered Vascular Technologist). Emeritus Professor of Surgery, and Founder – Soteria Medical

adsrl5@r.postjobfree.com 305-***-****

I started my career in Boston as one of the first graduates of the Joint Program with Harvard Medical School and MIT. As part of the joint Medical Program, I received my PhD in Mechanical Engineering at MIT in 1972. At that time, on completing my work at both schools, I joined the Harvard Faculty in the Surgery Department at the MGH. Dr. Gerald Austen was the Chairman of Surgery when I was a Faculty Member at Harvard. He was also an MIT graduate engineer and maintained a senior role at the MGH until his recent passing. With his help and others, I started the first Clinical Diagnostic Vascular Laboratory, in the country, at the MGH.

In 1977 I was named Director of the Miami Heart Institute and Professor at the University of Miami (UM). I became Emeritus Professor of Surgery at UM in 2004, but remained in the Surgery Department through 2006. From 2006 until 2010, I was the Senior Partner of the Miami Vein Center.

I have been a FACC since 1975 and a FSVS since 2006. In 2010, I Founded Soteria Medical, LLC. In 2014 Soteria Medical received marketing approval from the FDA for the first noninvasive diagnostic method for early detection of generalized atherosclerosis. The FDA gave our successful marketing approval submission an A++ rating. We sold Soteria Medical in April 2019.

To further this theme, as my attached CV lists, along the way, I was an Established Investigator for the AHA, while at the MGH and served as Principal Investigator for some of the largest cardiovascular trials conducted by the NIH (BHAT, SHEP, HERS, FIT, BScan Assessment Program, WHI, etc.). As a result of this, I became a close friend of Stephen Epstein. I developed skill in innovation and medical device design, as well as, medical/technical writing. I wrote many papers, book chapters, and importantly, NIH Grants. I was the Division Chief of the UM Surgical Research Division with a budget of $22 MM yearly. I developed the Pulse Volume Recorder from my work at MIT, Harvard, and the MGH, which is still used worldwide. In 1977, along with Dr. William Glenn we built the first B-Mode Ultrasound System, which was the forerunner to Echocardiography and General Ultrasound.

While at the MGH I constructed the first Auto-Transfusion System for Surgical Trauma and procedures associated with large blood loss; this was also commercialized. From 1980 to 1986 I was an active member of the Harvard/MIT Visiting Committee for the Whitaker School.

I am looking for an opportunity to combine my background, organizational, writing, engineering, and operational skills.

With the possibility of self-inflation, here is what I think are my positive features:

1. I can demonstrate innovation and a steady hand over a long career.

2. I know complex engineering and medicine.

3. I am extremely organized.

4. I am a good technical and medical writer.

4. I am an excellent grant writer at all levels.

5. I know how to manage research and identify robust research.

6. I am good at experiment and device construction, as well as data analysis.

7. I know the NIH and the NSF extremely well.

8. I have 35+ years of experience teaching and overseeing Theses (MS/PhD) in engineering and medicine.

9. For almost 10 years I ran a complex engineering project and produced a very successful cardiovascular medical device.

10. I know academia, through many years of high-level experience and service on many academic committees. I prepare and can give excellent presentations.

11. For eight years I served on the Planning Board for the City of Homestead, Florida.

12. I know well how to negotiate, conduct meetings, and report minutes.

13. I am in good health (run 5 miles every day) and feel I could work full-time for at least the next several years.

As mentioned earlier, you will find attached an Abbreviated CV and a Comprehensive CV which includes a picture for review. I apologize for the volume; as I have been active for many years.

I can work on a volunteer basis. I simply want to contribute and will clearly work hard with little direction. I have always been a loyal supporter to the institutions in which I have worked. My Email and Cell are included in this document.

I am available to answer any question that arises; I look forward to hearing from you.

Recent Background and Exerience

Following retirement from medicine and surgery at the University of Miami I started a medical device company and developed and marketed a device for early detection of generalized atherosclerosis. I served as Founder and CEO of this company for ten years (Soteria Medical). The company was sold in 2019. I wanted to continue using my engineering and technical backgrounds during the transition from Florida to Massachusetts. Toward that end, during the transition I have worked for AutoZone in both Florida and Massachusetts. During this period, I joined the Society for Automotive Engineering and passed the ASE Certified Parts Specialist testing. I also created for AutoZone a generic Locator for the entire AutoZone DIY, Commercial, and HUB Inventory. I also constructed a comprehensive Study Guide for AutoZone colleagues wishing to sit for ASE certification. For June 2021 I was selected as Employee of the Month for the AZ Hub in South Florida. Earlier, I mentioned my ability to do this work came from more than one source. I hold BS, MME (Masters), and PhD degrees in Mechanical Engineering. As a long-time Professor of Surgery, I demonstrated organizational, business, and leadership skills and used my technical background to develop medical devices, many of which remain in current use.

The transition to Massachusetts is now complete and I am now looking for a challenging position in medicine where I can use my background and technical skills.

Skills

Medicine, engineering, organization and general technical abilities which include Grant / Technical / Project Writing, Research Management, Prototyping (mechanical / electrical), teaching, and Computer Applications.
