I’m writing this Letter of Recommendation because I want to try to explain what a valued employee Kathy Bennett might be in your organization. Kathy Bennett was continuously employed by the City of Fernley for over 24 years. Many of those years were spent in the Public Works Department and 5 of those years were spent under my supervision as I served as the Public Works Director. Kathy has some unique skill that have been developed within the organization as well as some skill that would transfer to almost any administrative position. First, Kathy has gained some very valuable knowledge regarding water rights in Nevada. Kathy handled water rights for the Public Works Department from the initial dedication from developers through the renewal of permits with the State of Nevada Division of Water Resources. This experience placed Kathy in a unique position within the City as one of the only employees, beyond the Public Works Director, who regularly handled this valuable asset.

During my tenure as Public Works Director, the City of Fernley experienced a growth rate of up to 18%. At one time, Lyon County was the fastest growing county in the United States and Fernley was the fastest growing municipality within that fastest growing county. Kathy was responsible for coordinating the Public Works Department’s entitlement process that included coordination of development submittals, water rights dedication, plan review, and the City’s Quality Assurance Program. It should also be noted that during that period, over $100M in Capital Projects were constructed to support this growth and Kathy participated in the coordination of these projects as well. Kathy has excellent interpersonal skills; executes her tasks at a very high level; and has the experience necessary to provide suggestions for improvements of almost any administrative process.
