The purpose of this memorandum is to recommend Julia Ann Napier for any employment position that she may feel qualified to fill. I hired Julia as an administrative assistant to work in preparing State of Texas reimbursement applications in its Petroleum Storage Tank Reimbursement Refund Program from 1998-2000. This fund was established as part of a National Mandate to clean up groundwater that had been contaminated by leakage from underground gasoline storage tanks, primarily situated at gasoline service stations across the United States, starting in the early twentieth century with the advent of the automobile industry.

With her quick mind and industrious approach to her job, Julia learned quickly and almost single-handedly produced the KeyAssociates Reimbursement Application, which was used to submit requests for reimbursement for our consulting work at more than 100 service station sites for which KeyAssociates was the State of Texas certified consultant.

Over the years, Julia and I have maintained close contact. Although she has had some personal issues, she now has a new lease on life; and I feel confident that her basic integrity and willingness to work hard will serve her well.
