BRAC ACCOMPLISHMENTS:
1.Identified key Fort Monmouth sampling program deficiencies for BRAC Environmental Cleanup Program saving $8 million.
2.Analyzed and evaluated 7 Fort Meade environmental technical documents to expedite the BRAC position for EPA Region III removing a forced RCRA (Resource Conservation and Recovery Act) consent order. Reviewed and analyzed RCRA permit at Fort Wingate expediting that installation environmental cleanup.
ARNG ACCOMPLISHMENT:
Mobile Fuel Tanker Policy - developed and coordinated this ARNG policy through legal interpretation, bringing these tankers under DOT jurisdiction rather than EPA so that costly secondary containment costs were avoided. National Environmental Policy Act (NEPA) impact issues were considered in formulating this ARNG policy.
CORPS OF ENGINEER ACCOMPLISHMENTS:
In-house design projects: (1) Croom NIKE, MD - risk assessment and RI/FS report - our team prepared position for the Maryland Department of the Environment allowing the Army to avoid the expensive pump and treat action and employ natural attenuation for trichloroethylene contamination.
(2) Fort Totten, NY - risk assessment including ecological risk components – our team prepared position for the New York State Department of Environmental Conservation allowing the Army to avoid the major dredging effort for the mercury contamination. This resulted in two publications, namely the human health risk assessment in the Journal of Hazardous Materials and the ecological risk assessment in the Journal of Environmental Quality Management. (3) Extensive air emissions review of Bolling Air Force Base, DC. (4) Columbia Gas Support with EPA Region III involving over 100 Superfund sites.
BERGSTROM ACCOMPLISMENT:
Pollution Prevention Program involved preparing executive summary report on general pollutant categories reviewed vs 1992 baselines, for Texas Natural Resources Conservation Commission.
ACTIVE-DUTY ACCOMPLISHMENTS:
1.Formulated Air Force (AF) position policies on lead maximum contaminant level (MCL) with pipe corrosion consideration and that dealing with Pentachlorophenol–treated pallets as regulated RCRA waste.
2.Determined wastewater flow network at Davis-Monthan AFB, AZ during wastewater characterization; flow measurements were conducted - calculations enhanced data interpretation.
3.Critical evaluated risk assessment that resulted in a no further action decision for a site, where a costly pump treat remedial action was planned saving AF $2 million. This was published in a peer-reviewed journal.
4.Developed laboratory audit program from virtually non-existent to an active program covering 50 labs nationwide.
PPG ACCOMPLISHMENTS:
Developed software in a technical support group to test thermodynamic consistency of vapor liquid equilibrium data, display physical properties of chemicals to assist process design, and convert units between SI and English units.
