MAJOR ACCOMPLISHMENTS

Technical

Design and development of SQL procedures as well as python programs and UNIX scripts to extract CURAM data from tables and BLOBs to feed systems developed for the Washington DC District Access System (DCAS), a state of-the-art health and human services solution providing functionality mandated by the Affordable Care Act (ACA).

Aided in the design and development of the Bundled Payments for Care Improvement Initiative – Continuity Assessment Record and Evaluation (B-CARE) System. The system evaluates the use and effectiveness of bundled payments to health care providers, in order to lower costs to CMS, while providing superior quality care to patients.

Extension of Data Integrity Tool (DIT), used by CMS to validate that health insurance policies offered by insurance providers adhere to all the provisions of the Affordable Care Act (ACA). This tool (cross)validates Plans and Benefits, Business Rules, Network IDs, Prescription Drugs, Service Areas, Rates and other insurance provider mandates under the ACA. (Per health insurance requests, programming was done using MS Excel.)

Review CMS contractors’ design and development and advise changes to CMS’s Healthcare Integrated General Ledger Accounting System (HIGLAS), a single, integrated dual-entry accounting system that standardizes and centralizes federal financial accounting functions for all of CMS’s program. Several suggestions made to design and development of HIGLAS were adopted, saving critical time in processing of millions of claims each day.

Strategic studies to help modernize large government computer systems, such as a target Enterprise Architecture for the Public Building Service (PBS) of the General Service Administration (GSA), Dispatch Systems for the Washington Metropolitan Area Transit Authority (WMATA), a major financial system for the Centers for Medicare and Medicaid Services (CMS) among others.

Telecommunications Software Development, ACE*COMM, 1998. Rapid development and implementation of Call Detail Record Collector using C and C++ for a large variety of record types for WinStar Telecommunications, Inc.

Consulted for a Competitive Local Exchange Carrier, designing and developing critical billing subsystems. Completed fixed-price software development projects resulting in a high level of customer satisfaction. Projects include a Visual Basic page-layout program that drives graphical printer output from a descriptive text file and conversion of CAD/CAM ‘Gerber’ drawings used for the manufacture of PC adapter cards into drawings using Delphi.

Supervised a group of programmers on a large Financial System conversion project for the 7th signal Corps. Developed a preprocessor to convert database calls to DB2 SQL code in PL/1 for this project.

Control Data Corporation, Alexandria, Virginia

Designed and developed the Contract Property Management System (CPMS), a computerized system that keeps account of more than $70 billion in Department of Defense assets in the control of DoD contractors. The system consists of a relational database produced using UNIFY and on-line and batch programs developed by using a fourth generation development language, ACCELL. DoD offices worldwide access the CPMS system.

Analyzed a system for the Naval Air Command that will use Intelligent Gateway Technology to set up several integrated systems for document, asset and visitor control in several NAVAIR facilities that have heterogeneous computers at widely spread sites.

Assisted the Veterans Administration's Bureau of Veterans Benefits in designing a completely new computer system throughout the country to aid in the delivery of several types of benefits to veterans. The work was the first phase in a systems integration effort to recognize the entire Bureau's information requirements and integrate them into one system. This would reduce the many repetitive data being kept in several existing systems. This first phase included the design of a data gathering effort patterned after IBM's Business System Planning (BSP) methodology and the use of several computer aids produced by Knowledgeware, which streamline the process of documenting user needs and provide a structured approach to systems analysis and design.

1984 - 1985, 1986

Was retained over two extended periods to provide diverse technical support to IBM engineers in the development and enhancement of software employed in tracking equipment inventories aboard Navy vessels, as well as in the automation of related maintenance documentation. Project involvement included investigation of commercial software options (particularly with respect to graphics applications), original software development (programming mainly in PL/1), and extensive end-user interface.

1985 - 1986

MCI Communications, Arlington, Virginia

Developed Management Information and Decision Support systems aimed at resolving top management problems within the firm's Marketing and Finance Divisions. Key applications included product monitoring, development of new product sales projections and sales support mechanisms, and evaluation of new product markets. Major emphasis was placed on creating ease of maintenance functions for the users. The project required substantial needs assessment with senior corporate officials.

Conducted a feasibility analysis that justified the use of hand-held data entry devices by U.S. Postal Service field investigators in the course of manpower studies essential in making postal rate determinations. The project included hardware selection, actual-use simulations, and demonstration of compatibility with the USPS's existing ADP resources.

Directed software development efforts for a consultant providing informational resources to a number of federal agencies. Fully responsible for six to seven projects at a given time. Involvement ranged from extensive client liaison to technical coordination, proposal development and marketing support. Key projects included:

Major enhancements to a National Highway Traffic Safety Administration system employed in the collection of data from the general public on specific auto makes (used in determining product recalls).

Modification of existing Department of Education, Office of Civil Rights software to facilitate machine readiness of data culled through an annual anti-discrimination survey of 5,000 school systems.

Coordination of batch-to-real-time conversion required in the transfer of Department of Transportation Personnel Directory from a timeshare environment to the DOT Computer Center.

Creation of an input/editing scheme designed to minimize contractor data entry through the interface of PCs and the mainframe system at the National Institutes of Health Computer Center.

Social Security Administration, Baltimore, Maryland

Chief, Statistical Support Branch

Established, staffed and directed a management support team of computer professionals charged with investigating and implementing methods to resolve broad-scale administrative problems. Coordinated activities of 20 to 60 personnel, with overall responsibility for up to 30 simultaneous projects. Functioning principally within a UNIVAC environment:

* Developed programs that expedited policy determinations on field office site locations for Quality Assurance and Tele-Service Centers.

* Performed simulations for the Office of Disability that enabled management to expedite paper flow associated with its handling of some 5 million cases per year. Also simulated various options for cross training Office staff and plotting related costs.

* Created a flexible Workload Distribution System for the Office of Disability that facilitated matrix management and promoted equitable case assignments among 45 task groups. The system resulted in savings of roughly 40,000 man-hours.

* Devised an effective method of using hand-held remote data entry devices in the field to document manpower requirements.

* Developed a computer model that enabled management to accurately assess prudent time duration for maintaining prior claims files.

* During initial period of employment, played a key role in efforts to document the Social Security Administration's incumbent account tracking system.
