SOLAR ENERGY

NAME OF ASSIGNMENT OR PROJECT: Spearheading the project development of the El Nido Solar Energy Pilot Project (ENSOLAR), a joint undertaking of the Philippine Rural Reconstruction Movement (PRRM) & the Instituto de Promoción y Apoyo al Desarrollo (IPADE) -- supported by the Agencia Española de Cooperación Internacional al Desarrollo (AECID)

LOCATION: Barangays Aberawan, Bagumbayan & 11 outlying non-electrified island barangays, El Nido Municipality, Palawan Province

YEAR: 06.1996 ~ 06.1997

CLIENT: Philippine Rural Reconstruction Movement (PRRM) & Instituto de Promoción y Apoyo al Desarrollo (IPADE) -- supported by Agencia Española de Cooperación Internacional al Desarrollo (AECID) plus PRRM-organized Solar Energy Consumers’ Organizations (SECOs) cum initial batch of 300 participating households of Barangays Aberawan & Bagumbayan, El Nido, Palawan Province

MAIN PROJECT FEATURES: Two-year project intended to demonstrate the technical, economic & environmental soundness of harnessing, utilizing & managing renewable, non-conventional & affordable alternative energy for rural electricity requirements of small communities situated in far-flung areas, q.v. the community-managed photo-voltaic solar energy & power-development mechanisms/solar home systems (SHS).

Majority of target/participating households of the ENSOLAR belong to the Tagbanwa & Cuyunon ethnic groups who are dependent on subsistence fishing, farming & tourism, El Nido being a popular diving location. Edible nest-gathering is also an economic activity, although it is seasonal. Local farm produce include coconuts, cashew, banana, mango & “palay” lowland paddy rice (subspecies Oryza sativa indica), respectively. The SECOs were intended to tap the local economic potential of the initial 12 barangays of El Nido Municipality.

POSITIONS HELD: R & D lead person

ACTIVITIES PERFORMED: Field work, pro-forma EIA/IEE baseline information gathering & community profiling/situation analysis of target 14 barangays – requirements for project design and elaboration & formal submission to prospective donor agencies.

WIND ENERGY

NAME OF ASSIGNMENT OR PROJECT: IEE of Northern Luzon UPC Asia Corporation (NLUPCAC) 44 MW wind energy project Specification of wind turbine generators (WTGs): Vestas V80 2.0MW turbine

LOCATION: Barangay Buduan, Burgos, Ilocos Norte Province

YEAR: 2010 - 2011

CLIENT: Northern Luzon UPC Asia Corporation (NLUPCAC)

MAIN PROJECT FEATURES: Proponent’s area of competence entails the development, implementation & management of wind energy projects worldwide & focuses its Philippine wind energy undertakings in Ilocos Norte Province where the most favourable wind conditions in our country exists based on in situ wind resource assessment and research. In this regard, its renewable energy strategy comprising a pre-development stage & development/commercial stage respectively, requires this IEE preparation (focus on socio-economics & social acceptability), among others.

ACTIVITIES PERFORMED: Field work in general project area (255 ha). Collaborated in preparing/presenting the IEE & worked for the approval/issuance by the EMB Region 1 Office – ECC.

BIOMASS ENERGY

NAME OF ASSIGNMENT OR PROJECT: Assistance in Integrated Forest Management Agreements (IFMAs) Operations

["An Integrated Forest Management Agreement (IFMA) is a production sharing contract entered into by and between the DENR & a qualified applicant wherein the DENR grants to the latter the exclusive right to develop, manage, protect & utilize a specified area of forestland & forest resources therein for a period of 25 years & may be renewed for another 25-year period, consistent with the principle of sustainable development & in accordance with an approved Comprehensive Development & Management Plan (CDMP), & under which both parties share in its produce.”]

LOCATION: Dinalungan, Casiguran & Dilasag, Aurora Province YEAR: 2014-2015

CLIENT: Industries Development Corporation (IDC), including its social development arm Environment and Livelihood Development Foundation (ELDF)

MAIN PROJECT FEATURES: Prepared & expedited the processing of three-year forest protection plans (CY 2014 - 2016) of 3 Integrated Forest Management Agreements (IFMAs), namely, IFMA No. 014, IFMA No. 2001-06 & IFMA No. 2001-07, with a combined area of 80,308 hectares in Dinalungan, Casiguran & Dilasag, Aurora (that partly constitute the home-grounds of the northern Sierra Madre Dumagat indigenous peoples) -- all held by IDC -- duly approved by DENR Region 3 Office, among others;

CLIENT: United Nations Human Settlements Programme (UN-Habitat) Philippines

MAIN PROJECT FEATURES: Healthy Oceans and Clean Cities Initiative Philippines (HOCCI) - a one-year project with the goal of helping local governments and communities in the Philippines reduce marine plastic pollution, in support of the implementation of the National Plan of Action on Marine Litter (NPOA-ML); seeks to address fundamental issues of plastic waste leakages to marine environment at each target city, with different priority activities depending on the local context; harnesses circular economy and reduce-reuse-recycle (3Rs) approaches to reduce marine plastic waste pollution, as an integral part of an overall solid waste management (SWM) program.
