Professional Experience

City of Pine Bluff, Arkansas 2000-2011

Senior Patrolman / Field Training Officer/ DARE Officer/ Narcotics Officer/Bike Patrol

I successfully trained over 200 new recruits during my years as a Certified Field Training Officer (FTO) with the department.

I was ultimately responsible for the complete reorganizing of one of the most crime challenged neighborhoods in the city by organizing a mangled bike patrol division and increasing the community policing concept.

I have provided several formal training classes at the Department, involving Officers Safety, Anti-Robbery Procedures, Bomb Threats and Criminal Investigative Procedures.

I have strong communications, public speaking and high-level presentation experience using illustration and other classroom techniques.

I regularly advised the Police Chief and designated officials on all areas related to law enforcement training and policy.

Chief of Information Protection January 2010 – January 2022

I served as the Chief of Information Protection for the 19th Airlift Wing. My duties are to plan, develop and administer the 19th Airlift Wing Information Protection program by providing risk assessments and risk avoidance/countermeasure recommendations to the Vice Wing Commander. I provide direct 19th AW/ Personnel Security program manager to ensure they execute converged, multi-disciplined, risk-based approaches to assessments, staff advice and assistance, and inspections for AF, supported, and supporting missions and operations. I continue to developed information protection program short and long term goals/priorities, plans, policies and procedures. Evaluates and ensures information protection requirements for additional resources are balanced with the mission requirements and 19th Airlift Wing needs. Created review systems to ensure command decisions concerning information protection needs are compliant and validated. Provides input to questions of allocation of resources and works to obtain necessary resources to effect information protection programs across the Wing.

I also serve as the 19th AW Information Protection Program Administrator in which my duty is to ensure the successful accomplishment of information protection mission goals and objectives. I am the single authority to provide timely, objective, expertly-guided, unfiltered, risk-based situation awareness, analyses, and countermeasure recommendations to assure mission protection and success to the 19th AW Vice Wing Commander. Responsible for effective and integrated performance of all information protection activities to include those not aligned within the information protection office such as: Information Assurance (IA), acquisition and program security, communications security (COMSEC), operations security (OPSEC), special access program (SAP), sensitive compartmented information (SCI), foreign disclosure, as well as information, personnel, and industrial security and all other interdependent and related security activities

I provided risk assessment and risk management advice to the 19th AW Commander and Vice Wing Commander for the information protection disciplines associated with physical security requirements. I am exclusively responsible for formulating, executing and delivering risk assessments across all functional areas. I oversee the Wing’s enterprise security risks and countermeasures performance, ensuring consistency with International, National, Interagency, DoD, and AF directions. As IP Chief, I constantly identify current gaps in risk management actions and policies. .

I deployed to Manas AFB, Kyrgyzstan, where I served as Flight Chief with the 376th Expeditionary Security Forces Squadron in Support of Operation Enduring Freedom. I successfully managed more than 52 security Forces members.

I have served in various locations throughout the Middle East for approximately 6 years in support of Operation Enduring Freedom and Operation Iraqi freedom.

I have served in numerous Security Forces positions throughout my 33 years of military service. My recent emphasis has been placed exclusively on leading Airmen, Security Management, Personnel Security, Physical Security, Security Administration, and Information Security.

Direct liaison between the 189th AW enlisted force and the Wing Commander.

Assigned to Joint Force Headquarters and worked alongside the AR State Commander. Served as the highest ranking enlisted airman in the state of AR.

I was selected as the 2010 Non-Commissioned Officer of the Year for the 189th Security Forces Squadron.
