A proven professional in facilities management, safety, preparedness, and response through years of service in the public and private sector. As a Director of EHS at a newly constructed college and my elected and appointed service in government offered exposure to disaster planning and learned responses.
Years of employment in the petroleum industry, government service, and large facility management offered a unique familiarity to emergency preparedness, challenges and responses. ·Successfully focused on sound fiscal planning and coordination of public-private resources for growth
·Elected to four (4), four (4) year terms serving 16 years as City Councilman, three (3) years as Council President. Did not seek fifth term.
• Led City Council efforts for public-private development of Louisiana Boardwalk, largest outdoor outlet mall in Louisiana. This retail and entertainment district transformed a major crime area into a vibrant tax producing property and downtown destination attracting visitors from beyond the metropolitan surrounding area.
• Advocated the development of the Cyber Innovation Center and the National Cyber Park overlay district ensuring high tech industry growth (including General Dynamics, McDonnell Douglas and Raytheon) through insuring compatible surrounding development.
• Developed concepts and amassed City Council favor on project and led the initiative to successfully construct a 14,000 seat nationally recognized venue which redefined Bossier City as an entertainment and gaming destination.
• Created a Railway Study Commission and successfully orchestrated effort to secure funding and City Council support to implement findings of Commission to construct a $20,000,000 overpass above the most problematic rail crossing in the city.
• Negotiated with Police and Fire Union Presidents coordinating a campaign awarding those Departments the largest public safety raise in city history. This was accomplished with no raise in city taxes.

• Managed wholesale Exxon Distributorship serving a three (3) parish region inclusive of East Texas and Southern Arkansas achieving $15 million in annual sales.

• Successfully converted 80% of sales from oil field / agriculture to convenience stores avoiding challenges effecting those industries.
• Ensured compliance with all environmental regulations for approximately 200 underground petroleum storage tanks while reduced the tank count to 70.
