June 2020- to-date:
Procurement Coordinator, Baylor College of Medicine Children’s Foundation Kampala, Uganda. Am working here as the unit head and responsible for developing and monitoring the implementation of Baylor- Uganda procurement, strategies, policy and guidelines in accordance with national Law. Day today tasks involve; Managing entire Procurement process focusing mainly on;
• Conducting market surveys in accordance to the Baylor-Uganda policy and procurement guidelines to inform decision making
• Working with program staff and other stake holders to ensure emergency supplies under global boarder health are delivered on time.
• Conducting sourcing and procurement for all purchase requirements falling in all categories including Request for Quotation (RFQ), Request for Information (RFI), and Request for Proposals (RFP), invitation to Tender (ITB) and supplier negotiations.
• Coordinating receipt and evaluation of bid documents. Supporting user units in preparation of specifications cost implications and prepare solicitation documents for all different sourcing methods (RFQ, RFP, ITB;
• Ensuring appropriate planning is done before execution of high value sourcing projects or tenders as well as providing guidance to contracts committee during the tender evaluation process and prepare award recommendations/ cases for approval;
• Developing reviewing and maintaining a procurement and a contract tracker for timely reporting and contract renewals.

Supervising the Logistics process for imports
• Regularly contacting and liaising with the Procurement officers on orders requiring collection by the shipping agent;

• Engaging with clearing agents to obtain safety any other shipping documents required for successful shipping and customs clearance of imported consignments;

In my roles as a procurement coordinator, I have been able to;
• Built the capacity of staff in procurement process and their contribution towards improving its efficiency. This has reduced on the turnaround time for overall procurement process both internal and external lead- times. This has helped the organization meet timely deliveries and ultimately reduced on the number of complaints for the delayed procurements.
• Developed operational risk register. This has helped in risk identification and developing of mitigation strategies to combat the identified risk.
• Contributed to proposal development for UNICEF project, Boarder Health security Project (BHS), Global Health Security project (GHS), RHITES East, TASO Global Fund, ACE Bunyoro Project awarded with USD 118M. These projects have been scaled up for additional 3-5years across 28 districts in Western, Eastern, Rwenzori Region, Bunyoro Region and Central Region
• Coordinated and led the pre- qualification processes for 2020-2022. New vendors have been brought on board and non-performing ones according the organizational procurement policies been eliminated. • Developed and maintained procurement manuals through experience in procurements under USAID and CDC, WHO, Global Fund, UNICEF and National Institute for Health funded projects. This has helped the organization to remain compliant
• Managed good relationship with suppliers through improved timely payment. This has reduced complaints from suppliers over their delayed payments. Also, the organization is able to track and report on the cash flows related to procurement

I was responsible for supporting provision of all the logistics activities for the Youth Think Tank research project
(MasterCard Foundation-MCF) in seven countries across Africa where young researchers were driving a research agenda on youth development in Africa (East Africa, Ghana, Malawi and Zambia).
