Appointed by then Mayor Bill White to Director & Chief Clerk in 2006 from the position of Deputy Director at the Houston Public Library. Within less than one fiscal year, established a foot print of new leadership, operational performance, quality customer service and fiscal returns and was also able to move the Houston Municipal Courts System into a 100% paperless environment. In 2008-2009 was recognized for regional and state level court operations programming with use of innovative technology and self-sufficient services not seen at Municipal Courts.

In 2010 Houston Municipal Courts and the transformation process was recognized internationally by Kouzes and Posner as a Transformational Leader; creating Team Synergy, Empowerment and Exceptional Customer Relationships; for Accountable and Ethical Leadership and was featured in their Leadership Challenge Award Winning Publications; book and video highlighting her body of work.

In 2011; leadership contribution received the highest service recognition (The Lady Justice Pendant) offered by the National Center of State Courts (NCSC) and the National Association of Court Management (NACM) for her innovation, support to the industry and growing the diversity of membership while implementing the first Mentor/Mentee program for Court leaders throughout the nation and the global countries where memberships were being established. As the Library’s first Deputy Director of Library Administration (held, by non-librarians in the 100 year history of the department) was responsible for developing all of the operational policies and procedural aspects for each of the functional areas that were established under the new division of Library Administration, which included leading the Financial, Budgeting, Procurement, IT- Services, Projects (HALAN –Houston Area Library Automation Network Funds), HR Administration and Capital Improvement Projects.

Developed the Division, to bring the business aspects of the Library into one direction and under the leadership talent of someone with significant business industry experience, executed innovative Salary Initiatives for Librarians (yielding a 90% retention rate), developed Compensatory Studies for the labor market/industry, and possesses strong financial and human resources acumen. Provided executive support to the Library Director and acted on her behalf, at her will and request in her absence.

Led and directed the Library Board’s portfolio investments, all fiduciary matters of the Library, budgeting, special funds/grants, procurement/contracts, official reporting, and to align the Library’s recruitment efforts to reduce high turnover rates and to gain the appropriate human capital resources to actualize the Strategic Master Plan with success and a high level of effectiveness. This included a high level of community engagement specifically the $288M Bond to renovate and open over 38 Houston Public Libraries with a focus on each library, HPL Express Libraries with state of the art technology in storefront retail spaces, representing the rich diversity of communities where they were located.

Responsible for leading the Houston Area Library System (HALS) a state wide program funded to support approximately 70 rural libraries throughout Southeast Texas and Houston Public Library for the coordination, financial management of the funding and delivery of all support, programming and services.
