Key Qualifications

I am a Senior Consultant in International Development. Presently, I assist Praxis group Sénégal in the areas of gender, inequality, parity, resilience programs, advocacy, influence, training guide development in digital and rural finance, institutional and organizational capacity building in digital economy, analysis of strategy and methodology for gender inclusion, social engineering to reinforce the institutional and local mechanics in gender and youth groups.

I also conduct various assignments in the domain of performance auditing, evaluation, monitoring, research, training and workshops, gender issues, microfinance, proposal writing, digital economy, governance at mainly at both grassroots and institutional levels. I am very familiar with global issues, government institutions and community groups including women and youth organization in Senegal.

During the last 10 years, I conducted as a lead or support consultant, many assignments in Sénégal including evaluation of gender focusing on programs taking into account stakeholders and sponsors views, evaluation of projects, surveys, baseline studies and institutional and sector reviews, market studies, quality control and training. Technological issues, security and environmental impacts are also integrated in our approach.

My prior experience as US Government auditor (RIG/A/Dakar) and private consultant had exposed me to multi-facets of development programs, projects involving women, microfinance and credit unions in Africa as well the assessment of private sector companies, semi public organizations including credit unions and government affiliates.

Finally, as a former Chief Auditor in UN peacekeeping operations, I had performed various assignments in Africa. These assignments included audit of operational and substantive offices in governments. We performed Risk Assessment exercises. My education was primarily in the area of Finance and Investments.

Since 2017: Senior Consultant in International Development

I worked mainly with the Praxis group in the capacity of a Senior Consultant in the areas of gender, inequality, parity, resilience programs, advocacy, influence, training guide development in digital and rural finance, institutional and organizational capacity building in digital economy, analysis of strategy and methodology for gender inclusion, social engineering.

Presently, I am doing for OXFAM in Senegal a Country Assessment of their Women and Youth programs mainly focus on gender, governance, and inequality. These programs include an important aspect of digital microfinance.

2007-2017: Partner and Senior Consultant IMCS

In 2007, I created a consulting firm called IMCS (International Management consulting services) to support and upgrade the capacities of local consulting firms in Social Studies, Evaluation and Audit. My principal role was to train them in meeting the requirements for donor requirements, writing proposals, directing and participating in the execution of the assignments and follow up.

As such, in 2011, I was the Director of the Evaluation/Audit of the U.S. Government program under the Millennium Challenge Corporation (MCC) called MCA/Sénégal with a budget of $ 250 million. This the biggest donor Program implemented in Sénégal so far. Also, as a consultant of UNOPS and UNDP, I have reviewed the Sénégal Global Fund Project in Waste management in 2011 (PROGEDIME) and performed baseline studies on behalf of Child Fund International.

In 2015, I was recalled by MCA-Sénégal to conceive and implement the close out program with success. Under the close out: we developed a database and identified all assets belonging to the program. We developed successful grant requests for Government offices and Agencies, Municipalities, NGO’s, Rural Groups of women farmers etc.

In 2016, I was in charge of the Project Audit and Consulting Department. In addition to audits, I provided Advisory Services to private, small and medium organizations/enterprises, and audit firms in Senegal. These services included risk assessment, performance audits, financial audits, governance, assessment and follow up on critical recommendations, re-organization, quality control review, training, mise à niveau, strategic planning and reporting, forensic audits and fraud.

2000-2007: Peacekeeping Resident Auditor in the Middle East, Democratic Republic of Congo, and East Timor

With oversight over 6 Peacekeeping Missions, I have developed the newly established MERAO (Middle East Regional Audit Office) which is comprised of UNFICYP, UNDOF, UNIFIL, UNTSO, UNTSCO, and UNAMI. This office is now set up and is conducting all aspects of operational audits in the Region.

In other Missions such as MONUC, UNMISET, I have conducted various security audits and reviews, risk assessments. Many audits were conducted in the areas of Military support and planning, Logistics, Claims, Air Operations, Human Resources Management, Contracts Administration, Review of the Delivery of services provided by contractors, Military and Civilian Operations, Security Management and Administration, Contracts Administration and Execution. Other reviews of substantive offices included Human Rights, Humanitarian Offices, DDRRR, Gender, Governance and Rule of Law etc.

1994-2000: Consultant

Private Sector Consultant working with World Bank projects, Private Sector and small size firms operating in the USA and Africa. As a private consultant, I participated in seminars, delivery and development of projects relating to Gender. This includes project development, financing, execution, closure and post execution assessment. Private sector consulting includes participation with various actors in Sector Assessment and Development and specific follow up. I have developed business plans for small size firms, and provided advisory assistance as well as negotiating for bank loans. I have also continuously supervised these firms through various stages of their business cycles. I have realized tangible results with multimillion CFA companies having existed for over 15 years of existence today.

1988-1994: Auditor in Charge in the Office of the Inspector General for USAID in West and Central Africa

For 9 months, I was the Business Management Coordinator of a regional US private voluntary women’s organization (OEF/International) based in Dakar, Senegal, and then I became an auditor in the USAID Regional Office of the Inspector general for West and Central Africa.

As an Auditor in Charge in the Office of the Inspector General, I have worked on various assignments related to audits of USAID funded programs and projects. From Economic Policy Planning, Security, to Irrigation Projects, the audits were covering most of the aspects of the US funds to support over 26 African Governments. Also, Parastatal companies as well as non-government’s projects and programs were reviewed.

1981-1983: Finance and Hospital Manager

I worked as a civil servant in the Government of Senegal in the capacity of a Finance Manager in the ministry of health and as a Chief Finance Officer of the Ourossogui Hospital in Senegal. I have developed budgets defended by the ministry at the national assembly. As the CFO of the Hospital, I was in charge of all aspects of finance and logistics. I supervised a team of over 100 people working in various areas in hospital. This included food and rations, medical supplies, etc.
