Department of Education – Federal Student Aid (FSA) – Common Origination and Disbursement (COD) - The COD system processes Originations and Disbursements for the Pell Grant and Direct Loan program. The system interfaces with over 6000 schools using XML files and the COD Web Site. To date, the COD system has processed over $150.00 billion in Disbursements. The COD system interfaces internally with several Department of Education systems to provide repayment, funding, reporting, school information, and applicant information.

During this period, Terry was a Technical team member on the Parser/Router/Responder Functional Cell. Terry joined the team in March 2004. The Parser functionality breaks down the XML File and Legacy Flat Files from the Schools and stores the information in the COD databases. The Router functionality is RESUME OF TERRY SPEARS

the work engine tool that manages the processing of records on the COD Front End through MQ Queues. The Response functionality creates the XML Files that are sent to schools communicating the processing results from COD. Terry was responsible for creating the technical design and code for 2 Release 4.0 projects (#280 – Namespace (Echo back), #84 – Require All Schools to be Full Participants). Terry participated in the General Design phase for each of these projects. Terry created the Technical Design for both the Namespace and Full Participants projects. He worked closely with the other Application Development teams (COD Web, Back End, and Reports) to coordinate the Technical Designs. Terry was also responsible for the coding, component testing, Assembly Test issue resolution, and Product Test issue resolution for the 4.0, 5.0, 5.2B (HERA) and 6.0 projects. Based upon his significant involvement in these Release efforts, Terry also provides implementation weekend support for all of the Release implementations. Terry was assigned production issues to resolve as a member of the Parser/Router/Responder Functional cell. Terry was responsible for determining the root cause of the issue, working with the Functional Team members to determine the resolution of the fix. Starting in March 2005, Terry’s Functional Cell was merged with another Functional Cell (Web Packets) to create the Parser/Router/Responder/Web Packet Functional Cell. Subsequent duties also included the analysis and support of new development and performance improvements for existing code and for any production issues.
