Supervise project design staff and coordinate with sub-consultants and client on various road construction projects in Northern Virginia.

Key Projects:

Pentagon Transit Center Bridge: Currently designing improvements for this critical link of the Pentagon transportation network to improve life of the bridge and minimize construction impact on traffic operation as well as adjacent projects inside Pentagon Reservation

Transurban, I-395 Express Lanes, Arlington County, VA, 2015-2018: Served as design manager for $500M project converting eight-mile existing two-lane reversible HOV facility inside Capital Beltway (I-495) in Fairfax and Arlington Counties and City of Alexandria in Virginia to three-lane HOT facility.

Transurban, 95 Express Lanes Fredericksburg Extension, Stafford County, VA, 2016-2017: Oversaw design of new 10-mile $350M extension of 95 Express Lanes within existing median. Managed geometric, drainage, SWM, structures, geotechnical, utilities, signing, ITS, toll and traffic management, MOT designs, noise barrier alignments, and cost estimates. Produced DE/DW applications, supported NEPA documentation, and provided technical requirements and exhibits to present at public information and public hearing meetings.

Feasibility Study of CSX Railroad Bridges over Route-1 and Newington Road, Fairfax County, VA Managed the conceptual design of roadways for this fast pace project, developed the design criteria and typical section concepts, and reviewed the plans and profiles for four bridge options at US-Route-1 and two bridge options at Newington Road crossings. Authored most of the feasibility report and edited the write ups on bridge and rail sections of the report.

GO Triangle – Durham Orange Light Rail Transit (DOLRT) Project, Raleigh, NC: Reviewed several MOT plan submittals for the Go Triangle Project Line Sections 1, 2 & 3. Recommended not to preclude solutions for potential impacts of the future expansion of North Carolina Railroad (NCRR) on the DOLRT and West Pettigrew Street including seven intersections from W. Chapel Hill Street to West Grant Street CH2M Hill - Chantilly, VA

Led engineering design for multiple high-impact road construction projects in Northern Virginia and District of Columbia. Key Projects:

I-66 Outside the Beltway Improvement Study, Fairfax VA, 2014-2015: Guided engineering design of first segment of $3.3B project to expand six-lane divided freeway with metro in median and closely spaced interchanges to 10 and 12 lanes express/local type highway while sustaining 6 lanes of freeway and adding 2 managed (express) lanes in each direction with direct access to selected cross roads.

DDOT, Frederick Douglass Memorial Bridge/South Capitol Street Design, Washington, DC, 2012-2014: Studied and produced highway geometric designs for this mega project including oval shaped roundabout intersections, drainage, and utilities. Analyzed cost estimates, facilitated utility surveys, conducted investigations, and identified and resolved conflicts. Arranged and led meetings with public and private entities including DDOT staff, subs, utility companies, federal government, and additional stakeholders to communicate accurate information. Developed technical requirements and reviewed and arranged construction work permit applications.

DDOT, Development of DDOT Utility Manual, 2013: Coordinated the development of the first ever Utility Manual for the Washington, DC (District) Department of Transportation that established a uniform approach for addressing utility issues in general and those within the DDOT right-of-way in particular specially those involved Federal funding participation. It should be noted the Washington, DC is more congested under ground than above ground.

Qatar Highway Design Manual - 2014: As one of the leading member of the engineering team, reviewed and rewrote several chapters of the highway design manual for the country of Qatar to bring Qatar highway planning and design process to current international level standards. The sections that I wrote, reviewed, made comments and provided instruction included highway development process, highway design elements, highway design criteria, drainage design, utility design, landscaping design and planting, context sensitive design, design exceptions (departures), and signalized intersections and interchange design.

I-95 Flyover, Fairfax, Virginia: Reviewed the 30% design plan of the flyover ramp replacing an existing substandard loop ramp and rebuilding the Southbound Fairfax County Parkway Bridge over I-95; Evaluated the quality assurance and quality control processes to assure compliance with CH2M HILL and client requirements; Reviewed constructability of the road and bridges to assure traffic operation and drainage could be maintained. Conducted a value engineering review of the final 30% plans and recommended the following:

Changes to super-elevation direction at specific locations that would eliminate several drainage structures.

Consider extending one of the existing bridges that would eliminate replacement of several bridges and reducing the length and height of the proposed fly-over bridge.

Northern Virginia Mega Projects Program Management, VDOT: Reviewed feasibility of providing direct access between the Dulles Airport Access and Toll Road and the I-495 (Capitol Beltway HOT and general purpose lanes) including a continuous CD roadway along I-495 through the Route-123 and Rout-7 interchanges with the I- 495 (Capitol Beltway)

Directed construction of 42 km road from Kolalgu to Gardez in Paktya province in security challenged Zurmat district (part of 2,000-kilometer strategic roadway construction program in restive Southeast Afghanistan) terminated for convenience (T4C). Key Achievements:

Negotiated successful settlement for T4C Claim; Defeated frivolous lawsuit by warlords (in US federal court) who wanted to split the settlement funds among them and deprive the subcontractors, suppliers, staff, and renters of money they were owed.

Won arbitration suit against warlords at International Court of Arbitration and awarded legal fees. The Louis Berger Group/Black and Veatch (L&BG/B&V), JV. - Kabul-Afghanistan Task Order Manager, 2009 to 2010

Oversaw planning, analysis, design, and initial construction of elements of 164 km road through rugged Hindu Kush Mountains. Established scope, budget, timelines, and quality control strategies. VDOT, I-95/I-395/I-495 Interchange, Springfield, VA, 1993-2004: Prepared conceptual and final design of $700M interchange approved by Commonwealth Transportation Board and FHWA. Created, studied, and proposed alternative methods to enhance highway capacity, operation, and safety including eliminating weaves, separating traffic by destination with little effect to parkland, wetland, commercial and residential areas. Developed quantities and construction cost estimates. Aided Environmental Impact Assessment reviewing hydrologic and hydraulic aspects of Backlick Run and tributaries running through middle of project and arranging designs to avoid impact on stream plus park on northeast quadrant, Little League Baseball field in southeast, and no impact to residential or commercial proprieties on northwest or southwest.
