Summary of Duties:

Reports to Loss Prevention Site Manager responsible in maintaining department records. Administratively reporting to and assist the Project Safety Management in the overall implementation and approved Project Safety and Loss Prevention Program, with a primary function of performing continuous monitoring at work site to ensure continuing conformance of field work force and relevant safety, health and security requirements, programs and other existing pertinent policies.

Specific responsibilities include but not limited:

Prepare / submit weekly and monthly reports and other documents as required by the clients. Maintain Project’s Safety Department records and other documents in relation to HSE management.

Prepares Job Safety Analyses / Hazard Identification Plan submit to the client.

Performs monthly safety audit for site facilities and camp facilities with the client.

Performs daily and documented periodic safety inspection at work site to identify, report and correct conditions, methods and work practices.

Conducts full investigation of accident / incidents including near-misses incurred; identifies probably causes and prepares reports of the same and ensures that established permanent preventive measures are subsequently carried out.

Conducts Safety Toolbox Meetings in conjunction with line supervisor, Emergency Safety Meetings where required, On The Job Safety training, Hazard Identification Tours / Job Safety Analysis, Pre-deployment Safety Orientation, Joint Site Inspections with the client and other similar safety routines.

Conduct safety training / seminar needed by employees for the development of their safety performance relevant to each employees discipline or nature of work. In addition to the general requirement of SAFETY ORIENTATION for every employee, following trainings were conducted such as on:

Carries out daily site survey to ensure only safe work methods are in operation, adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and sufficient appropriate Personal Protective Equipment provided and properly worn.

Closely monitors scaffold erection / dismantling work, permit required-confined space entries, crane work / lifting operations, hot work, equipment energization, tie-ins, and similar hazardous activities and ensures that all relevant requirements are complied with.

Conducts documented Pre-Deployment Safety Orientation with new site employees or returnees prior to mobilization to project site.

Participate at Corporate / Project- developed Safety Training / Incentive and awareness Programs; attends safety meetings with the client / other contractors.

Check and ensures compliance of the site workforce with the approved Safe Work Permit System / Procedure in the plant.

Advises the Project Management Thru HSE Manager, as a result of field safety monitoring on: 1. Ways to improve existing work methods to better accident / incident prevention; 2. Identified and foreseen safety hazards which may affect health and welfare of site employees and their execution of work;

3. Areas of concern at site where stricter control is required for an effective loss prevention & loss control; 4. Required changes, supplementary instructions and other safety aspects essential to improve the existing safety program.
