Tonio “Tony” Ricks has more than 19 years of experience in civil engineering /structural engineering/coastal engineering, serving in positions from Construction Manager to Project Director on a variety of assignments for vertical and horizontal construction.

Tony has been on all levels of design and construction for USACE large scale projects, City, Parishes and State roadways and highways, bridges. Tony has expanded his project management roles in healthcare facilities, school facilities, ports, airports, levees, flood walls and flood gates, industrial developments, residential subdivision development projects.

In the recent years Tony has been in lead roads on water and wastewater programs for capital improvement projects program. Tony works with a program management team identifying priority projects, funding, and cash flow.

In addition, Mr. Ricks has ten plus years as a general manager running a local office and managing project management teams, construction management teams, grants management teams, and business development and proposals teams.

Manage contracts, invoices, change orders, and RFI’s documents to keep a project within budget and on schedule as an Owner’s representative.

Tony has the role of environmental compliance and safety officer and provides training in safety.

Tony provided sanitation and domestic water supply to Native American Indian Reservations. Tony was stationed at Lame Deer Native American Hospital. Tony was a project manager for the State of Louisiana representing Coastal Protect and Restoration Authority, Southeast Louisiana Flood Protection Authority – East, and the Lake Borgne Basin Levee District. Mr. Ricks reviewed plans, specifications, construction schedules, safety reports, and progress reports for quality assurance of deliverables and construction. Tony also observed construction and performed weekly inspections on construction materials and pile load tests. Tony inspected the quality control lab weekly and inspected steel sector gates, highway floodgates, and railroad floodgates. Mr. Ricks conducted weekly QA/QC Meetings to review all QC issues and action items. These projects were great project to work on a fast-track schedule with multiple challenges. $14.2B.

11.CITY OF NEW ORLEANS RECOVERY ROADS PROJECTS

Mr. Ricks had the role as project manager and construction manager for FEMA Hurricane Katrina Recovery Road street improvement projects. Tony reviewed contracts, amendments, design schedules, review field inspections, performed field inspections and field measurements to validate quantities. Coordinated Department of Public Works and Sewer and Water Board of New Orleans for utility repairs and alignments for construction. Also, coordinated all other utilities for construction. Reviewed preliminary plans and plan in hand. $2.1B

12.PORT OF NEW ORLEANS – NASHVILLE WHARF STORAGE FACILTY

Mr. Ricks was the quality assurance manager and resident inspector for the Port of New Orleans. Tony reviewed all design documents and construction documents for the construction of a wharf. This wharf had 22-inches of flexural strength concrete. Tony made daily inspections and held progress meetings. $320M

13.U.S. ARMY CORPS OF ENGINEERS WASHINGTON D.C. – GOVERNMENT BUILDING FACILITY CONSTRUCTION MANAGEMENT PROGRAM

Tony had the role as construction manager to manage all construction activities for Public building for government operations to Public schools in the District of Columbia area. Some of the work was removing outdated underground heating oil storage tanks from schools following EPA guidelines and reviewing structural integrity during excavation and shoring. Other work was new construction projects for Public schools and government buildings.

14.NEW ORLEANS CONVENTION CENTER PHASE III AND PHASE IV

Tony had the role as quality control and quality control manager for the entire construction of the convention center construction. This included earthwork, pile design, pile program, concrete plant, concrete placement, building construction. $100M

15.CITY OF NEW ORLEANS HOUSING AUTHORITY HOUSING REDEVELEPMENT PROJECTS

Tony had the role as Owner’s Representative providing quality assurance with design review, submittal review, testing and inspections, for deep foundation pile construction activities, post-tension concrete slab activities, civil site work activities, roadway construction activities, utilities construction activities. $2.1B.

16.NEW ORLEANS D-DAY MUSEUM

Tony’s role was the quality control and quality control manager for the entire construction of the D-Day Museum Phase 1 thru Phase 3 construction. This included earthwork, pile design, pile program, concrete plant, concrete placement, building construction. $200M
