I have served in the SANDF from 1980 till 2007 during the 27-year service I obtained the rank of WO1 and was appointed as RSM of HQ unit in 46 Brigade.

2007 – 2010 – I joined Group Five where I Participated in various local and cross broader projects as Project HSE Manager. 2010 – 2012 – I joined Tenke Fungurume Copper and Cobalt Mine – Expansion phase II Project in Democratic Republic of the Congo City: 77 km from Likasi where I served as Commissioning Manager HSE Advisor 2013 – 2014 - I joined Saudi Armco Jazan Refinery Projects Department – Site Development and served as Division Lead HSE Advisor

2013 – 2017 I was transferred to Jazan Refinery Projects Department - Crude, Main Pipe Rack and Flares Divisions where I served as the Division Lead HSE Advisor for two Divisions with more than 14 000 manpower of more than 12 different nationalities and cultures at the pick of the project.

The project scope is:

Saudi Aramco (Oil Refining Company) intends to construct an Integrated Gasification Combined Cycle (IGCC) Power Plant located in the south west of Jazan Refinery Plot within Jazan Economic City. The Power Plant will supply Refinery loads, IGCC auxiliary loads and net power of 2400 MW minimum to be exported to Saudi Electricity Company grid. The IGCC complex will include five combined power generation blocks, with five PIB and substations. Each block will include two combustion turbine generators with one steam turbine generator.

My Roles and Responsibilities:

Review the Principal Contractor’s Safety Deliverables (Contraction Site Safety Program, Emergency response program, Hazard Identification Plan, Heat Stress Plan, Environment Management Plan, Special Scaffold Plan, Fall Protection Plan, Traffic Management Plan, Work Permit System Program and Contractor camp drawings against Saudi Aramco Engineering Standards and General Regulations related to Safety.

Review method statements and Job Safety Analysis for all activities.

Interview Safety Managers and Safety Officers and complete the approval process and officially transmit the results to the Contractor.

Draft and submit the Division Health, Safety and Environmental Budget required for the implementation of the health and safety management system

Procure material, Management uniforms and PPE through the Business 2 Business process.

Conduct Contractor camp and office inspections and submit occupational hygiene survey results to the Department.

Conduct Project Safety Index (PSI) on the construction site and Contractor camps/offices. Communicate deficiencies and recommendations to the Contractor through the document control system.

Review and verify all external safety audit by Lost Prevention Department, Environment Department and Department focus audit closeout reports and file the documents for future references.

Review critical and heavy lift plans and oversee the safe execution of all critical and heavy lifts.

Lead Division Bi-Monthly Safety and communication meetings to update the Division Project Management Team on the recent Safety performance, safety training, safety key performance indicators, new initiatives, emergency issues and new risks on site.

Participate in Department major and fatal incidents investigations, complete investigation reports and distribute the recommendations and lessons learns to all departments in the program.

Lead PMT and Contractor Management safety walk trough’s assignments to identify unsafe conditions, verify the implementation and safe practices for construction and pre-commissioning activities. Communicate positive recommendations and deficiencies.

Ensure the Contractor conduct level 1 – 3 evacuation and fire drills on site, Contractor camp and offices as per the approved schedule to ensure the preparedness to emergency responses.
