**Safety Vetting/Inspection: Focus on LG/DL storage facilities, terminals, and all transportation modes. This includes engineering, safety, and regulatory analysis.
**Environmental Director: Develop methods approved for emission calculation and control, agency liaison, emergency response/incident investigation.

*Engineering Director with collateral duties as Manager of Safety and Environmental compliance for a pump design, manufacturing and repair company which specializes in the design, new construction, and repair of oil, chemical and liquefied gas pumps and pumping systems for maritime related tank ship/tank barge / workboat/terminal applications. Included pump system design, all aspects of construction and repair, and extensive liaison with customers in Sales Engineering function for assistance in meeting their needs as well as troubleshooting and training applications. *Served as Manager, New Construction / Maintenance and Repair, and Project Engineering/Project Manager for a company which operates tank barges, workboats, ITB towing vessels and various terminals dedicated to liquefied gas, oil (heated and ambient temperature), clean chemicals, and sulfur storage and transportation. Gained additional offshore experience. Provided extensive support to Sales and customer liaison as well (Environmental, Health and Safety), Vetting, and Regulatory compliance.

• Pollution, safety, regulatory compliance, and vetting advisor for operations in terminals, and refineries, with noted LG expertise. Workboat vetting wheelhouse and operations personnel. Includes review and implementation of JSA and on site inspections/observations. Training also included equipment inspection protocol to meet Subchapter M regulatory provisions.
• Emissions management, compliance, and approximations for LG/DL vessels and terminals which includes my manuals used in emission approximations and accepted (informally) by agencies.
• Surveys and studies of existing equipment for conversion into service not originally intended.
• Detailed engineering and training implementation on vapor control design, engineering, operations. Includes training Tanker man “Person In Charge” for tank vessel operations including extensive on site applications.
• Naval architecture safety support; 30 year studies, and longitudinal strength for split load, stability. Continuous counsel to Tanker Man Person In Charge during split load/unloading operations.
• New construction guidance to ASME Code shops unfamiliar with more strict USCG 46 CFR Subchapter “F” standards and IGC. Also trained industry on NVIC 5 -89 principles for inspections.
• Pressure vessel design and non -destructive testing/ NBIC repair; pressure upgrades.
• Project engineering management for new construction and conversion to existing equipment for projects such as liquefied gas to inorganic acid, ammonia to propylene oxide, liquid fertilizer.

*Responsible for the total project development, management, and compliance of all DL/LG new construction, repair, maintenance, and conversions of existing equipment which included extensive oil
(heated and ambient), chemical, and liquefied gas tank barge newbuilds and conversions. Consisted of development of specifications, selection and supervision of various outside contractors, management of engineers, budget development and control, safety, regulatory compliance (plans and calculations to government and classification societies (Insurance) plus on- site inspection interface with agencies), and on - site coordination/management of contractor activities.
* Also, this position provided significant support functions to other departments (Maintenance, Operations, Sales (particularly in liaison with customer support), Training, Safety, Legal) as part of a team effort. Developed and administered government approved safety courses in liquefied gas vessel operations and resolved confusion by establishing/instructing/training load limit standards/guidelines for DL/LG that remain in effect today. Served in External Affairs representing the company and at times the entire industry in safety related regulatory issues. Received Meritorious Service Award for chairmanship of a committee tasked with re - writing/analyzing 46 CFR 151 and 38 safety regulations for hazardous chemical (dangerous liquid and liquefied gas) cargoes. Received approval from State of Texas Environmental agencies on alternative emissions calculations methods for facilities.
***TEXAS A & M UNIVERSITY – ENGINEERING EXTENSION SERVICE ; Training Manager
*As Training Manager, developed (needs assessment with interviews and/or site visits) marketed, sold, managed, and instructed safety training programs for industry and government agencies in all aspects of hazardous materials operations including HAZWOPER, OSHA Personnel Protection and Safety with focus on CERCLA sites and Hazardous Waste Management. Programs administered on campus but many were on site at the facility of concern with programs specifically tailored to meet their needs.

*Served as a Commissioned Officer in various roles and eventually as Section Chief Hull and Engineering at USCG technical center now known as the Marine Safety Center supervising staffs of engineers tasked with plan review for regulatory compliance as associated with marine engineering, naval architecture, safety, environmental, electrical, for tank ship and barge transport of oils,chemicals, and liquefied gases.
*Completed and awarded Masters’ of Science Degree in Chemical Engineering` with report on an air cooing/inert system to prevent elevated temperatures of coal on ships.

*Served at Marine Safety Office in Baltimore, MD as a Commissioned Officer in various managerial/leadership capacities for all aspects of commercial vessel safety and inspection, incident response (commanded chemical response team), contingency planning pollution and maritime accident/, incident investigation, and as a lawyer in administrative law proceedings.
*Was selected by USCG to obtain graduate degree in either the dual Marine/Mechanical Engineering option or Chemical Engineering. This was based on undergraduate GPA, fitness reports in service and needs of the USCG. Chose the Masters of Chemical Engineering option and began course work.
*Upon graduation from the U.S. Coast Guard Academy, served as Commissioned Officer and as Operations Officer and Navigator aboard a seagoing buoy tender.
