• Managed 15 Multi-Agency Delegation of Authority Agreements for the 287(g) program with 27 States and 18 Local Law Enforcement Agencies that permitted designated law enforcement officers to perform limited immigration enforcement functions. Agreements under section 287(g) of the Immigration and Nationality Act of 1996 require the local law enforcement officers to receive appropriate training and to function under the supervision of Department of Homeland Security officers, the Program was funded at $68 million in 2011;

• Coordinated training and organizational management of state and local officers, ensured policy compliance of law enforcement partners, data collection, reviewed internal audits of Delegation of Authority Agreements and recommended corrective actions to ICE senior leadership for deficiencies;

• Managed development and distribution of detailed monthly reporting on all aspects of compliance with section 287(g) as well as funding expenditures for ICE senior leadership. U.S. Immigration and Customs Enforcement (ICE)

• Lead investigator on 200+ investigations, including investigations of criminal organizations involving international narcotics smuggling;

• 150+ individual convictions, responsible for a full range of complex investigation management duties and seizures worth over $200 million;

• Assisted in 600+ investigations, as part of broader teams, involving counterintelligence, smuggling, transportation and trafficking of narcotics, pharmaceuticals, hazardous and precursor chemicals;

• Responsibilities included the management and oversight of all matters related to ICE’s role in the enforcement of export control laws within National Security Investigations – Arms and Strategic Technology Investigations Group to identify, prioritize, disrupt and dismantle transnational terrorist and criminal networks, and any other individual or organization that threatens national security or seeks to exploit the customs and immigration laws of the United States;

• Served as liaison with various government agencies involved in export enforcement: DEA, ATF, DOJ, DHS, State and Local Law Enforcement Agencies.

• Investigated a wide range of security and criminal violations to include narcotics trafficking, strategic investigations of illegal importations, and worked with other federal, state and local agencies;

• As part of managing complex investigations routinely interviewed key witnesses resulting in hundreds of successful of convictions;

• Familiar with all aspects of process and documentation to prepare referrals for prosecution to the United States Attorney's Office and final investigative reports;

• Prepared presentations based on investigative results in order to enable decision makers, such as United States Attorneys, Magistrates and Judges;
