SUMMARY
I have more than 43 years of experience in the nuclear industry and am currently employed with Nawah Energy Company, Abu Dhabi, United Arab Emirates, as a Principal Nuclear Risk Management Engineer. Focus of this position has been the establishment of an Accident Management Program including equipment procurement, development of technical guidance, as well as development of training for Operations & Maintenance. Effort is currently focused on the implementation of training, periodic testing, and maintenance for equipment.
Prior to my current position I was employed by AREVA NP as Supervisor of Plant Operations & Security managing personnel responsible for Emergency Operating Procedures, Severe Accident Management and FLEX Guidelines, Systems and Operations Training, and other operational support. During this time, I was the Project Engineer for the US nuclear industry Strategic Alliance for FLEX Emergency Response (SAFER) offsite support for AREVA. This position involved procurement, training, and logistics for the nuclear utilities.
Due to my extensive Operations experience I held positions as Operations Manager and Senior Nuclear Operations Consultant. As Operations Manager led Salem Nuclear Operations to a successful INPO evaluation after restart. As an Operations Consultant served as an Operations Mentor and Advisor at several restart and new plant startups.
Positions on major projects have included Operations Interface, Corrective Action / Human Performance Coordinator, and Work Management on the Oconee Nuclear Station Steam Generator Replacement Project, Catawba Nuclear Station Service Water Piping Replacement Project, and Oconee Nuclear Station Main Steam Isolation Valve Project.
Served as Outage Manager on an Integrated Outage Management Team at Arkansas Nuclear One (ANO).
Managed a team for the development of strategy and implementation of the Steam Generator replacement at Indian Point 2 Nuclear Plant representing Operations.
I previously served as an SRO Licensed Operations Shift Manager at Catawba Nuclear Station. In addition to on-shift activities, I performed outage planning and implementation, and participated as an Institute of Nuclear Power Operations (INPO) Peer Evaluator. Currently providing expertise of Severe Accident Management equipment for the Nuclear Risk Management Group at Barakah Nuclear Power Plant. Successful specification, procurement, commissioning of equipment and development of Coping Strategy Guidelines and Severe Accident Management Guidelines has been achieved with regulatory approval. Principal Plant Operations Specialist III 5/02 – 12/15

Member of the Engineering Integration Group which provided operational, maintenance, and outage management expertise to the AREVA organization. Assigned as the Project Engineer for the nuclear industry post Fukushima Strategic Alliance for FLEX Emergency Response (SAFER) Project. This assignment involved interface with all US utilities for the procurement, logistics, and training for SAFER equipment. Developed and maintained the SAFER Response Plans for each nuclear site in the event of required deployment. Managed the Technical Requirements documents for the project. Duties also included evaluations of site NRC EA 12-049 Overall Integrated Plans to SAFER procurement of Phase III equipment.
Major Project support included:
Assigned to SGT at Oconee Nuclear Station for the Main Steam Isolation Valve (MSIV). As the Office Manager to the Assistant Project Manager I served as the Incident Investigation and Reporting Process (IIRP) Coordinator (which interfaced with the Duke Energy PIP and OE Process), Performance Improvement Site Liaison, Action Item Coordinator, Risk Matrix Coordinator, and OPS / Work Control Task Manager. Planning and participating in project Readiness Reviews were part of the assignment.
Corrective Action / Human Performance Coordinator and Outage Control Center Coordinator for the Service Water Piping Replacement at Catawba Nuclear Station.
Served as Corrective Action / Human Performance Coordinator and Operations Interface for the Steam Generator Replacement at Oconee Nuclear Station. This position reported to the Duke Energy Project Manager. During this time DE&S was acquired by AREVA NP.
Previous assignments in this position include the U.S. EPR Engineering Integration staff where I participated in the development of the plant Technical Specifications, the plant refueling schedule and strategy, plant level functional I&C requirements, Control Room design and layout, and answering NRC Requests for Additional Information. Provided project engineering expertise for the Technical Integration group which included work authorization requests, development of schedules, and ensuring activities were progressing as scheduled.
Provided INPO AP913 Reliability Training for Kyushu Electric in Japan, and Work Management Assessments for British Energy Engineering in the United Kingdom.

During this time I provided project management to the Operations Services group at DE&S. Project management assignments have included the Steam Generator Replacement Plant Interface Team at Indian Point 2, Operations Mentor Program at Indian Point 2 and D. C. Cook Nuclear Plants, assessments at Duke Power and Palisades Nuclear Plant, Emergency Operating Procedure (EOP) recovery and Corrective Action Program at D. C. Cook Nuclear Plant, and implementation of Corrective Action Process and software at Nine Mile Point and Diablo Canyon.
Senior Nuclear Operations Consultant activities have included Operations, Maintenance, and Outage process activities for the Oconee Nuclear Station steam generator replacement, development and management of the Steam Generator replacement strategy at Indian Point 2. Assessment activities included Personnel Protection Program at Ontario Hydro, review of Loss of Power event at Indian Point 2, Operations assessments at Point Beach Nuclear Plant and Pickering Nuclear Station, and assessment / development of the Restart Leadership Plans at D. Operations Manager responsibilities included the return to service and normal operations of Salem Unit 2, and continued efforts for Salem Unit 1’s return to service. Improvements included instituting an online maintenance program, Operations outage scheduling input, and reliable operation of auxiliary gas turbine. Also, participated in the Plant Operations Review Committee (PORC). Led Operations through the first INPO Evaluation after regulatory shutdown with no major findings.

Provided nuclear project consulting services to electric utilities, nuclear plant designers and the Department of Energy (DOE). The following positions represent these services.
Operations Mentor - As a Nuclear Operations Consultant, served as a technical advisor and mentor responsible for performing program, procedure, management organization and personnel assessments to identify and offer solutions for areas of improvement.
Worked with Operations management to assess, coach, and counsel all operations personnel and on-shift managers to implement a culture change that meets desired expectations for nuclear plant safety, reliable operations, continuous improvement, and professional management development. Responsible for providing technical advice from experience gained in plant operations, restart and with recently completed nuclear plants.
Provided on-the-spot feedback to operating crews and follows up with verbal and written reports to Operations management. Reports included personnel and programmatic observations for areas of improvement, and good practices observed in plant operations, operations interface, work control, outage management, procedure use and adherence, administrative procedures, and self-assessment and management techniques.
Served as an Operations Mentor at Indian Point Unit 2 from March 1998 to May 1998, at Zion Nuclear Station form March 1997 to June 1997, at Salem Nuclear Generating Station from May 1996 to February 1997, and at New York Power Authority’s (NYPA’s) Indian Point Unit 3 from August 1994 to June 1996. Also, served as on shift Operations Advisor at Watts Bar Nuclear Station from June 1995 to May 1996, and at Comanche Peak Steam Electric Station from July 1992 to March 1993. Duties involved providing guidance and advice to plant staff on technical and programmatic issues during hot functional testing, fuel loading and start-up.
Outage Management - Provided outage management services to Arkansas Nuclear One (ANO) Unit 1 dealing with reactor and refueling services, and steam generator service and inspection. Backshift outage manager duties included functioning as the Integrated Outage Manager during his absence, directing task leaders involved in integrated outage services, and coordinating integrated outage service activities with the ANO Outage Group to ensure effective utilization of integrated outage and ANO resources. Also responsible for presenting solutions to outage obstacles, providing scheduling options to ensure activities were completed within a specific time frame, and providing status of activities to the ANO Scheduling and Planning Group.
Operations Outage Coordinator - Responsible for implementing the operations outage schedule at Comanche Peak Steam Electric Station. Duties included identifying and tracking items required for plant conditions and mode changes and evaluating upcoming schedule activities to determine potential conflicts and resources available for resolution. Also, responsible for evaluating and resolving problems for discrepancies associated with post-maintenance testing. In addition, provided a post-outage assessment to plant management.
Advanced Plant Design Consultant - Responsible for providing operational expertise on a variety of nuclear operations, maintenance, and management subjects to DE&S clients. Specific duties for the Asea Brown Boveri-Combustion Engineering (ABB-CE) System 80+ design certification included designing a control board layout and presenting the information and reviewing and evaluating equipment layout and general arrangements. Evaluated System 80+ improvements for project operation and maintenance costs, including staffing and outage schedule options. Also, wrote and reviewed technical specifications for Nuclear Regulatory Commission (NRC) design certification.
Additional Consultant Activities - Provided operational expertise to various clients in evaluating 10CFR50 and 10CFR72 licensing impacts for the future siting of dry cask storage facilities at nuclear plants. Provided operating, training and fuel handling experience for the DOE’s Monitored Retrievable Storage (MRS) Facility’s design and licensing. Developed the DE&S Corporate Safety Manual to meet all Occupational Safety and Health Administration (OSHA) and industry requirements. Also, developed and presented an Electrical Safety Program for Power Plant Operations at Duke Energy’s Catawba Nuclear Station.
