Legal Liaison Officer

Duties, Accomplishments and Related Skills:

1. Legal Liaison Officer: Served as the liaison with the Legal Command and Separation Authorities to facilitate TDS issues like the use of forensic toxicologists during boards during the weekend or paying travel for TDS attorneys or other legal procedure issues in connection with various boards. This role required travelling to Separation Authorities to resolve disputed issues such as the various procedures and practices used at separation boards. This position also worked closely with the active duty TDS office to ensure training information like that provided at the Sexual Assault Leadership Training course is received and distributed to TDS personnel and worked closely with the recruiting office to make sure key vacancies are filled by qualified TDS personnel.

2. Trial Defense Service Counsel: Assisted clients with obtaining TDS counsel and assisted clients with immediate legal concerns. This assistance took the form of negotiating for a continuance or answering legal questions about how the process works and providing other legal answers to immediate concerns from the client. On occasion, the legal liaison officer took cases and represented clients, especially ones in the Washington DC area. For example, during the government shut-down when the 154th LOD had to close October 2013, the legal liaison officer was the only attorney that was actively and zealously representing TDS clients. This position also dealt with high-profile cases in the Washington DC area which require immediate, active duty TDS support.

3. Judge Advocate: Assisted TDS attorneys assigned to the 154th LOD with understanding new regulations and policies that impact how they represent clients. As a judge advocate located at the 154th LOD HQ, this position assisted TDS attorneys with legal research and with problem cases to ensure the client is represented to the best extent possible.

4. Training Counsel: The legal liaison officer was also responsible for serving as a train the trainer and a trainer for new judge advocates to ensure they provide the highest quality representation to clients facing article 15s, court martials, separation boards, or other types of military justice situations. In this regard, the legal liaison officer prepared on-sites and summits to provide our judge advocates with the most up-to-date legal training in TDS matters. This legal training also extended to providing basic legal training to paralegals to assist them with advancement as a TDS paralegal.

5. Administrative Law Counsel: The Legal Liaison Officer served as an administrative law counsel and often wrote legal opinions for the 91 paralegals and TDS attorneys in this command who needed assistance in various matters. This role often extended to matters such as medical line of duty investigations and property accountability investigations which required legal reviews.

6. Fiscal Law Attorney: The legal liaison officer also assisted the Command with fiscal law opinions and expertise when relevant. For example, new guidance issued on conferences allows the fiscal law attorney assigned to a Commander the authority to opine as to whether an event is a conference using the indicial of what constitutes a conference.

1. Military Justice: Handled court martials for the Command which involved preparing the case, handling Article 42 hearings, preparing complicated pretrial motions and briefs, handling the trial, negotiating with defense counsel, and handling the sentencing phase of the case. Also handled Article 15s, reduction boards, and administrative separation boards for the Command. 4. Administrative Law: Researched and handled Army and DoD specific administrative regulations and law in such areas as property accountability, medical injuries, evaluations, taking leave, inspector general complaints, whistle-blower violations, investigations, flags, equal opportunity violations, and many others. Took three weeks of instructions in this area of the law at the Army JAG school and various on-sites.

5. Tax Law: Handled individual taxes for Soldiers under the IRS VITA program for five years and took a week long tax refresher class at the Army JAG school annually for five years. Assisted underprivileged in the community with their taxes during this time.

6. Contracts and Fiscal Law: Gained a thorough knowledge of the Federal Acquisitions Regulation (FAR) and sat on several boards that deal with acquisitions and contracts. Dealt with many contractors and contracting officer representatives to handle their legal issues. Attended three contract and fiscal law three day on-sites, a two week contract law course at the JAG school, a week long advanced contract law course, a week long fiscal law course, and a week-long contract and fiscal law course in the basic course.
