PROFESSIONAL EXPERIENCE

United States Air Force – Various Locations 1997 – 2021

Law Enforcement Operations Manager

●Led over 78 on-duty NATO Military Police and Civil Guard employees securing one-of-kind multinational flying organization

●Orchestrated security operations within a 14.6 square kilometer jurisdiction supporting 8,000 personnel and $4.6 billion dollars in government resources

●Served as on-scene commander and emergency operations center director for security, medical, chemical, biological, fire, explosive ordnance disposal, and maintenance forces in support of recovery plans for assigned resources

●Responsible for planning deployment, employment, and logistical requirements of security/police personnel and equipment in support of exercises and real-world contingencies

●Maintained international relations with German Customs, Immigrations and State Police by ensuring Host Nation law compliance

Physical & Personnel Security Manager

●Managed a dynamic program encompassing the maintenance of security clearances for over 300 individuals and monitoring the submission of electronic questionnaire investigating processing reports

●Proactively identified personnel requiring a security clearance update by monitoring Joint Personnel Adjudication System

●Provided technical expertise to Department of Defense (DoD) civilians, military, and contractor personnel on policies and procedures that governed issuance, denial and revocation of DoD security clearances for access to classified information and employment in sensitive positions

●Directed facility accreditation & Physical Security inspections for flight line, and fencing around 14 Km perimeter & 207 classified restricted areas

●Streamlined unit’s background investigation request process; removed redundant actions— eliminated unnecessary steps saving units’ 20 man hours

●Spearheaded project of camera system in accordance with regulations for a high-priority asset as well as the replacement and upgrade of a $10M 14 Km of new cameras throughout base perimeter

Integrated Joint Special Technical Operations (IJSTO) Advanced Programs Manager

●Oversaw and administered IJSTO Special Access Program (SAP) billet management, including billet or program access requests (BARs & PARs), personnel clearances, SAP nomination processing (SAPNP)

●Led SAP facility physical security, training, risk assessment and adjudication of over 100 IJSTO SAP positions for Air Forces Southern (AFSOUTH) in accordance with DoD 5205.07, CJCSI 3120.08D, ICD 700 series and other governing IJSTO/SAP regulations

●Performed COMSEC Custodian and Top Secret Control Officer (TSCO) duties. Authored security plans and operating procedures.

Program Manager

●Developed and implemented all antiterrorism and force protection programs, policies, and procedures in Latin America for the United States Air Force

●Evaluated 33 Latin American partner nations’ techniques, tactics, and procedures to develop and implement strategic force protection engagement plans

●Oversaw and conducted airfield, facilities and hotel vulnerability assessments in Latin America in support of Air Force strategic initiatives

●Lead, managed, supervises and implemented ground weapons training programs for 2,500 personnel

●Controlled and operated firing ranges and associated facilities to include supervising construction and rehabilitation
