Property Book Officer

224th Military Intelligence (Aerial Explotation) - Hunter Army Airfield, GA August 2018 to September 2020

Served as the Battalion Property Book Officer for a continually deployed Aerial Exploitation organization in garrison and combat plans, resources, and executes manned and unmanned intelligence, surveillance, reconnaissance, and target acquisition (ISR/TA) operations as well as intelligence missions globally for geographic combatant commanders. Collaborated with other departments to integrate logistics with business systems and processes, such as customer sales, order management, accounting, or shipping. Resolved problems concerning transportation, logistics systems, imports or exports, or customer issues.

• Rated as the number 1 of 18 Warrant Officers by the Battalion Commander.

• Formally held the responsibility of property accountability for EMARSS aircraft, MQ-1C Gray Eagle unmanned aircraft, and ground support equipment valued in excess of $130 million. WORK EXPERIENCE

• Provided logistic and contracting expertise in support of four separate deployment missions to; Africa, Guatemala, Columbia, and Afghanistan.

• Managed the issue of all Force Modernization/Total Package Fielding issues, monitoring equipment on Hand (EOH) administering Changes of Command, sensitive and cyclic inventories, supervises CSDP for the Battalion, lead MTOE conversion and excess disposition and administering contracting requirement packets.

• Coordinated logistics requirements for over 450 Employees in 6 separate worldwide geographical locations ensuring each maintained authorized equipment and supplies are met; reducing funding on the unit's budget.

• Organized and oversaw the efforts for 20 separate change of commands within the first six months at the Brigade.

• Created a logistics program which allowed 50 previously untrained employees to learn, comprehend and utilize a logistician skillset integrating into the Aviation Maintenance and supply system. This increased the ability to build databases and track equipment for worldwide mission effectiveness.

• Executed 25 Change of commands, while simultaneously splitting the property book over 13 UIC's with the first 90 days of converting into GCSS-Army.

11th Engineer BN/ 2nd Infantry Division Combat Aviation Brigade (CAB) - Camp Humphreys July 2017 to August 2018

Served as the Brigade Property Book Officer for the 11th Engineer Support, 2nd Combat Aviation Brigade consisting eight subordinate companies capable of providing engineer support during armistice and contingency operations. Advised the Battalion Commander and staff on all matters involving property accountability. Responsible for 100% accountability and management of more than $320 million in organizational property. Utilized knowledge of concepts, procedures, and techniques related to policy development, implementation, application and evaluation. Used the ability to plan, organize, and conduct research into problems that involve major areas of uncertainty in approach, methodology, or interpretation to identify courses of action.

• Rated number 1 of 7 technical experts by the Brigade Commander.

• Established the Property Book Officer office for eight companies in conjunction with the reception of three line companies in CONUS locations consisting of $300 million in equipment.

• Provided support, mentorship to eight company commanders, S4 staff, and nine NCO's. Ensured all created regulatory guidance and standard operated procedures were followed. Resulted in zero loss and nine successful changes of property command responsibility as the accountable officer.

• Established six units from various parts of the world. Two were launched in the country of Korea and four were formed in four states which included Texas, Louisiana, Hawaii and Washington.

• Directly established a link with item managers throughout the Republic of Korea and United States ensuring request are met and expedited.

• Key strategic planner for ordering replenishment of bench stock supplies by creating a standard operating guide with logistic service providers in South East Asia and the United States.

• Oversaw and managed the line of accounting and funding for supply, equipment and maintenance requisitions.

1st Combat Aviation Brigade (CAB) - Fort Riley, KS September 2014 to July 2017

Served as the Brigade Property Book Officer for the Combat Aviation brigade consisting of five Battlion's and a Headquarters. Responsible for 100% accountability and management of over $1.8 billion dollars of equipment. Provided support to 34 hand receipt holders and ensured all regulatory inventories were conducted as required, and administered the command supply discipline program. Advised the brigade Commander and staff on all matters involving property accountability. Responsible for cross-leveling assets within the Brigade to improve readiness while managing all logistical actions. Established a direct link with item managers, ensuring request are expedited as necessary. Interpreted data on logistics elements, such as availability, maintainability, reliability, supply chain management, strategic sourcing or distribution, supplier management, or transportation. Provided ongoing analyses in areas such as transportation costs, parts procurement, back orders, or delivery processes.

• Personally oversaw the execution of the Army's first $452 million dollar property transfer of 24 AH-64D Apaches and 12 RQ-7 Shadows from five separate CONUS installations.

• Ensured 100% accountability of all designated equipment was successfully transferred into the Korean Enduring Equipment Set (KEES), and emplace at four different locations on the peninsula.

• Synchronized the execution of all the brigade's property book transactions; provided oversight on the fielding of over $100 million worth of unit equipment and processed over 5,000 error free property transactions.

• Improved the accuracy of the brigade's property book operations and maintained 100% formal accountability of equipment valued in excess of 1.5 billion.

• Mentored 35 company commanders, battalion S4's and supply sergeants, continually providing critical advice and insight resulting in seamless property transfers and change of commands.

• Prepared subordinate units for the division's Command Supply Discipline Program inspection resulting in commendable results. Increased the CAB's overall Unit Equipment Readiness by 20%, reducing excess equipment by 1.2 million and in turning in over 500 pieces of equipment.

• Led multiple efforts over the rating period that increased the CAB's mission readiness including the divesture of 30 OH-58D, the fielding of 24 AH-64's, and corrected over 9,000 property book errors in preparation for the Brigade's conversion to GCSS-A.

• Developed and implemented new Brigade policies for the execution of the GCSS-A data conversion through the enterprise data management office.

• Coordinated and executed the divestment of 30 OH-58D's and 15 additional lines of associated equipment valued over 15 million. Worked closely with 3 National Guard PBO's in posting and closing over 30 documents during the three day fielding of 24 AH-64's and 13 MTOE LIN's of associated equipment valued at more than 220 million dollars.

• Supervised the Brigade to laterally transfer and turn in over 10,00 pieces of excess equipment, reducing excess by 91%.

• Provided logistical support and guidance for more than 5 equipment fielding of Shadows, Blackhawks, and Grey Eagle aircraft for thr Brigade.

• Supported five Battalions and 33 UIC's by correcting over 9,000, twice as many as any other brigade on the installation, in preparation for the Brigade's GCSS-A conversion.

• Analyzed purchases of material supply/demand position using Material Requirements Planning (MRP) tools. Planned monthly inventory levels based on dependent and independent Bill-of-Materials (BOM) requirements.

• Led 28 unit supply sergeants and 8 warrant officers in a 30 day period to correct all of the unit's EDMO errors and provided professional development to the units on the importance of the conversion. Property Book Officer

44th Expeditionary Signal Battalion - Grafenwoehr

June 2009 to August 2014

Served as the Property Book Officer for the 44th Expeditionary Signal Battalion, all ready to deploy worldwide for contingency and full spectrum operations. Maintained accountable records of over 500 lines of property valued in excess of

$1 Billion dollars through the Property Book Unit Supply Enhanced (PBUSE) automated system. Located and acquired standard and non standard equipment through military and commercial supply sources to meet unit and operational requirements. Coordinated acquisition and priority distribution of new equipment fielding, total package fielding and force modernization equipment. Maintained databases of logistics information and conferred with logistics management teams to determine ways to optimize service levels, maintain supply-chain efficiency, or minimize cost.

• Developed and enforced the Battalion's command supply discipline program with staff assistant visits and inspections.

• Trained three officers, ten NCO's and six Soldiers on the Army Records Information Management System and promoted awareness of the effective use of standard operating polices and procedures. with no discrepancies during the Battalion's realignment to 2nd Signal Brigade.

• Instrumental in the Battalion's successful relocation from Schweinfurt, singlehandedly stood up the Battalion S4 staff section in less than 15 days and maintained 100% accountability for four company property books.

• Maintained property Accountability for over 100 pieces of equipment refolded from RESET while simultaneously receiving over 1,000 pieces of organizational equipment valued at $ 13 million from the left behind equipment program.

• Systematically realigned the Battalion's property. book to the fiscal year Modernization table of equipment authorization, posting over 1,000 PBUSE transactions and ordering over $ 200,000 in shortages that improved the unit's equipment readiness from an S-3 to S-1 rating.

• Managed and maintained a 99% property accountability rate which enabled worldwide deployments.

• Coordinated and managed upgrades for satellite terminals to include managing all spares and components related to 12 systems.

• Previously held the responsibility of turning in over 200 Encrypted equipment items for communications security with a rapid receipt of replacements while under Europe command.

Directly managed organizational property valued at $2.5 million dollars and theater provided equipment valued over $ 5.1 million; ensured completion and execution of property book transactions, supply requisitioning, and property book management and sub-hand receipting within and across the companies. Managed request, receipt, issue and accountability of organizational equipment through all supply and maintenance resources.
