Executive Summary
Currently, I am looking for a full-time position as a proposal manager or technical writer at a growing company that wants to increase its market presence in the federal, state, and/or local government space. As a service-disabled Navy veteran with 25 years in the SIGINT and Intelligence Communities, I have a ten-year background as a technical writer, proposal developer, and content manager. Recently, my writing has focused on healthcare quality measures, healthcare regulations, and health cybersecurity policy and training, with an emphasis developing content for the Centers for Medicare & Medicaid Services (CMS). For my last ten years as an active duty Navy Chief Petty Officer, I focused on DoD training as a certified Navy Master Training Specialist.
As a proposal manager and marketing specialist at Arch Systems, Inc. and Chags Health Information Technology (C-HIT), I developed and implemented corporate marketing strategies and communications plans that modernized the company’s approach to online marketing, streamlined and unified corporate messaging, and developed corporate processes for business development and proposal capture.
As the Atlantic Region Technical Proposal Manager at Sauer Compressors USA, I wrote proposals that resulted in over $7 million in high-pressure compressor sales in one year, while developing and submitting several large-scale proposals for federal, state, and local governments. I also developed marketing content for compressor sales and wrote several articles for the company’s newsletter.
Before joining Sauer USA, I worked briefly at C-HIT, where I managed and directed a winning proposal that resulted in a $58.7 million contract with CMS for its Enterprise Portal contract.
At NewWave Telecom and Telecommunications, the proposals I wrote won nearly $60 million in new contracts with the federal government, including winning proposals for large, IDIQ contract vehicles (GSA STARS II). I also developed Health IT white papers, case studies, and product marketing guides for NewWave’s products and services.
I held a similar position as a proposal writer and marketing specialist at TeleCommunication Systems, Inc. (now Comtech Telecommunications Corp.) where I developed marketing campaigns for cybersecurity services. Using HubSpot® inbound marketing software, I ghost-wrote a blog series with a focus on cybersecurity awareness and training for Public Safety entities.
In late 2011, I had an op-ed piece published in the Washington Post. This was followed by a one-year research project, in which I led a group of active duty Sailors to fight for the addition of ten names to the Vietnam Veterans Memorial in Washington, D.C. I retired from active duty in October, 2012.

Proposal Manager, Arch Systems, Jan-Apr 2020
As a proposal manager at Arch Systems, I wrote and led over a dozen RFQ and RFI responses to federal and state agency opportunities at the Centers for Medicare & Medicaid, the Department of the Treasury, the Internal Revenue Service, and New York City’s Departments of Education and Health.

Proposal Manager and Marketing Specialist, Chags Health Information Technology, Inc. (C-HIT), Mar-Dec 2019
As a Proposal Manager and Marketing Specialist, I drafted responses to several 8(a) set-aside contract RFPs, and led the planning and execution of the company’s STARS III and CIO-SP4 IDIQ responses, both of which are still in development. I also drafted and began implementing a corporate marketing and communications strategy, which addressed inbound marketing, social media integration, blogging, website redesign, and developing premium online content, including white papers and case studies.
Directed and managed several RFP and RFI responses to federal government agencies, including CMS and the Department of Labor. Most of these proposals remain under government evaluation. Coordinated and led the company’s response to the upcoming STARS III and CIO-SP4 IDIQ contracting vehicles.
Provided initial triage and bid/no-bid decisions on all IDIQ Task Orders.
Developed and implemented corporate marketing and communications plan, which included overhauling C-HIT’s corporate website, instituted policies for social media marketing, and outlined content required for upcoming industry trade shows.
Conducted “black-hat” research into potential partners and competitors for proposal bids.
Drafted “lessons-learned” case study that highlighted C-HIT’s unique approach in its work with CMS on Enterprise Portal operations. The case study addressed multi-factor authentication, identity management and governance, Agile software development, and application integration.
Atlantic Region Technical Proposal Manager, Sauer Compressors USA Jan 2018-Mar 2019
As the Atlantic Region Technical Proposal Manager, I developed proposals and marketing strategies for selling high-pressure compressors for air, nitrogen, helium, and other gasses. The proposals I wrote resulted in over $7 million in high-pressure compressors sales in 2018., which were the highest of any region in the company.
Wrote dozens of time-sensitive and highly competitive proposals for compressor sales.
Developed and produced marketing campaign material for Sauer USA online advertising.
Member of corporate “Vision 2020” team which set corporate sales goals, prioritized in-house training, and delivered the highest volume of compressor sales in the company’s history.
Technical Writer, Proposal Writer and Manager, Inbound Marketing Content Developer, NewWave Telecom and Technologies, Inc. Jan 2016-Jul 2017
As a technical writer and proposal manager at NewWave, I wrote and edited over two dozen large and small-scale proposals for federal agencies and state-based entities. These proposals resulted in almost $60 million in new and continuing business at NewWave, to include enterprise-scale, national-level healthcare quality programs with the Centers for Medicare & Medicaid Services (CMS). My team’s work also led to NewWave’s selection as an authorized vendor on the CIO-SP3 Small Business GWAC, the IT Schedule 70 (Health IT SIN) MAS, and the State of Maryland’s CATS+ procurement vehicles.
Conceived, designed, implemented, and submitted winning proposals for federal and state-based governments in accordance with APMP best practices. Ensured NewWave personnel followed guidelines on federal requests for proposals (RFPs), requests for information (RFIs), and Sources Sought Notifications (SSNs). Edited and formatted dozens of Agency-level RFP, RFI, and SSN responses in accordance with corporate guidelines.
Developed and produced white papers and case studies on highly technical healthcare IT products, services, and programs, with a specific focus on CMS consumers. This content was displayed at the 2017 Health Information Management (HIMSS ’17) and at CMS’ annual Quality Conference.

Proposal Manager, Inbound Marketing Content Developer, Technical Writer, TeleCommunication Systems, Inc. (TCS), Mar 2014-Dec 2015
While working as an independent contractor and salaried employee at TCS, managed numerous responses to Federal, State, and local-level, requests for proposals (RFPs) for cybersecurity, public safety, and connected health products and services, following APMP guidelines and best practices. Developed complete marketing campaigns for online (inbound) marketing of TCS cybersecurity services, software, and training solutions using HubSpot’s Inbound Marketing tool.
Conceived, designed, implemented, and submitted winning proposals for federal, state, and local governments, as well as commercial entities, for cybersecurity, connected health, and public safety opportunities. Using APMP best practices and procedures, led a diverse team of subject matter experts, finance personnel, and “C-Level” executives in the submission of Technical, Past Performance, Managerial, and Pricing Volumes.

Tech Writer/Curriculum Developer, Praemittias Defense Solutions Oct 2012-Jan 2014
While under the auspices of the Special Operations Forces Targeting Training Element (STTE), conceived, implemented and managed the training processes for a learning site with 20 separate courses and an annual student throughput of over 300. This US Special Operations Command training encompasses a cradle-to-grave solution for forward-deployed servicemembers in support of worldwide tactical operations.
Implemented a Course Management System (CMS) utilizing Microsoft SharePoint® and Publisher® that tracks, organizes, and reports on all facets of program training. Specifically, I created new student and customer feedback vehicles, which were developed within the Kirkpatrick Four Levels® of training evaluation framework

Navy Command Technical Language Advisor (TLA), Aug 2010-Oct 2012
Tracked and reported on technical language readiness for 330 command personnel using 38 distinct languages for NSAW offices and product lines. Led a team of six that provided fleet-wide guidance and training plans to each linguist and reported linguist qualification status to decision makers. Fostered a dynamic and highly- adaptable command-wide technical language learning environment and tracking system which had the flexibility to adjust to various missions, skill sets, and levels of expertise. Immediately identified and rectified any critical training deltas.
Developed command language instruction which delineated personnel responsibilities and ensured the command met all COMFLTCYBERFOR language readiness objectives.
Oversaw creation of a database which tracked all language readiness.
Advised NSA’s cryptologic training advisory group on way-ahead for apprentice crypto-linguistic training. Represented the Navy’s Center for Information Dominance at high-level NSA language strategy meetings.
Navy Cryptologic Learning Site Officer-in-Charge, 2006-2010
As the manager, director, and architect of a Navy training facility, I contributed to the DoN’s overall training strategy for apprentice crypto-linguists, combining the latest SIGINT collection technology with proven collection methods. Well-adapted to the unique challenges and current trends in the adult training environment in both Navy and NSA training systems. Responsible for instructor certification, student throughput and graduation rates, course content, course delivery and testing methods, courseware revision, scheduling, and budgeting. Recognized expert in the field of Navy cryptologic and language training.
Provided direct guidance to DoN fleet-level Commanders on the $95K classroom buildout and design along with course content and delivery. Expert knowledge of the NSA’s Cryptologic Training System Training Standards (CTSTS). Ensured computer simulations reflected latest target trends and utilized most current NSA software, exceeding customer training requirements.
Ensured courses used latest COTS industry testing standard by utilizing Questionmark® Perception test-writing and testing evaluation software. Elicited timely customer feedback using Kirkpatrick’s Level Three Evaluation techniques. Continually and effectively updated course content according to customer’s dynamic needs. Learning site had a 100% graduation rate for three years.
Fully-qualified as a Navy Master Training Specialist (MTS) with an expert grasp of Navy, DoD, and NSA training system architecture. Very familiar with DoD, DoN and NSA training databases and course building guidelines, including CeTARs, ATRRS, CONCERTO, vuPort, eCampus, and CHANDELIER.
