Senior Project/Release Manager and Development Team Manager, Eligibility System Implementation, Upgrades and New Application Development – State Government

RCR was a partner to IBM on Indiana Eligibility Modernization Project (IEMP) and later became the lead of the Application Services project that developed and supported the successful statewide rollout of the Hybrid model case management, document management and IVR systems for the State of Indiana's $1.3 billion multi-vendor Eligibility Modernization Project. The annual budget over the 10 year period was $15-20 million.

The system managed eligibility determinations for TANF, Food Stamps, Medicaid and Affordable Care Act (ACA) programs and interfaced tightly with State’s legacy eligibility rules system (ICES) and then later with the replacement system (IEDSS).

Additional key projects included the development of four custom applications for the State:

1.IMPACT – new application to manage/track job training and placement programs for SNAP and TANF recipients

2.CDMS – communication and document management components needed for new IEDSS eligibility replacement system

3.Benefits Portal – new eligibility systems public facing portal to replace the Curam solution; interfaced with both eligibility worker systems (FACTS and IEDSS)

4.ACHIEVE – new application to manage/track job work requirement programs for SNAP and TANF recipients

oProvided program, project and system release management services for over 60 new releases

oServed as Agile coach and Release Train Engineer for agile development projects

oServed as Development manager of Curam, Interface, Outbound Correspondence, Captiva and IVR development teams which consisted of 15-20 professionals.

oServed as HR development manager for entire 25 -person development team
