WYOMING LOTTERY CORPORATION- (“Quasi-Governmental” Organization)- Cheyenne, Wyoming

Chief Executive Officer (CEO) - (Sept 2013 to Present)-

Reporting to a 9-member Board of Directors and tasked with starting up the State of Wyoming’s first and only lottery, authorized by the Wyoming legislature in 2013. Worked very closely with the Board of Directors to establish all requisite policies, administrative rules for starting a business within a “quasi-governmental” state agency to include: due diligence, contracts, internal controls, budget, cost projections and financial models, staffing, policy, procedures, governance, RFPs, contracts, SLAs, licensing, banking requirements and rules, certifications, testing, research, and related startup requirements. Responsible for a large, complex budget, multi-site locations, and a highly complex technology network. I work closely with philanthropic organizations, schools, colleges and universities on scholarship program development, scholarship awards and community education funding. I oversee an extensive research and analytics department responsible for generating data for decision making, investment, marketing, advertising and analysis of return on investment. I oversee extensive research projects and all large contract negotiation, inter-contract licensing, game licensing, technology licensing, web licensing and all corporate vendor and brand licensing in partnership with assigned senior legal counsel. Successfully navigated through a myriad of financial, operational, regulatory, political, and stakeholder challenges to open the lottery on time and within targeted projections––and with the stipulation that no tax dollars or general fund money was to be used to start the lottery. Major accomplishments included:

• Negotiated and secured a multi-million-dollar loan from a local bank for start-up operational costs.

• Established licensing, SLAs and contracts with 450 retailers statewide (multi-location management).

Oversaw the implementation, inspection and certification of high-level IT security infrastructure at all locations.

• Achieved all milestones and opened a fully functioning lottery with successful launch in August 2014, with large, complex marketing, advertising and branding campaigns and promotional events, ticket sales across a large demographic, entertainment promotion and complex sponsorships to include Cheyenne Frontier Days and Rodeo.

• Retired the $Multi- Million-dollar debt within just 16 months-–with no accounts in arrears or outstanding notes.

Recently awarded the Public Gaming Research Institutes 2018 PGRI SHARP Award for the most significant year over year increase in revenue transfers to the state with a 79.75% increase from FY17 to FY18. OREGON STATE LOTTERY – (“Quasi-Governmental” Organization)-Salem, Oregon

Chief Operating Officer (COO) (Sept 2011 to Sept 2013)

Reported to the CEO and a 5-member Lottery Commission. Supervised the CFO, CITO, Legal Counsel, Chief of HR, Senior Procurement & Contracting Officer, Facilities and Fleet Director, and Marketing Sales Director and their Departments in this 500-employee state agency with 3000 location retail outlets. Managed budget, forecasting, revenue projections and met all product line revenue targets. Accountable for a complex financial environment.

Directed a 15-member State Patrol Detective Force assigned to conduct stings and fraud investigations, background investigations, police casinos, 12,000 wide area Video Gaming Terminals, Card Rooms and gaming operations, and other related security and enforcement operations including all supporting IT, satellite and security systems, equipment selection, maintenance and repair. Oversight of extremely high tech., complex, technology platforms, networks & security. Responsible for a large production environment. Product development, production line, warehousing, supply, packaging, distribution and sales. Responsible for communication management to a large stakeholder community and the media.

I was assigned the senior executive responsibility of implementing the agencies first, formal and complete Performance Management System, and an agency-wide Culture Transformation/Change Plan with executive team reorganization. I was hired primarily for my experience, training and education in Performance Management Systems and Culture Transformation & Change. I created and agency Fundamentals Map, department by department core responsibilities, core processes, process measures, process owners, data collectors, and quarterly target reviews. I created the matrix and the “rubric system” for evaluating outcomes, and I successfully implemented the system, trained and developed staff and the executive team, and monitored progress on an ongoing and permanent basis. I spearheaded and led an agency transformation and change plan to recapture inspiration, focus, employee “buy-in,” to elevate expectations and performance, and to re-position the executive team and recapture the authority of management and BOD leadership and Governance.

Provided executive oversight of philanthropy work authorized in restoring Oregon Habitat, business and economic development ventures within the state and educational scholarship funding as well as fund development, investment strategies and fund portfolio management. Responsible for oversight and development of large, complex marketing, advertising campaigns, all licensing, branding, copywrite and game licensing services & Trademark work. Responsible for oversight of all research, development and a large, complex research, analytics and technology division. Extensive work with contracting, vendors, procurement, attorneys and legal counsel.

• Managed a $10 billion annual budget with $1.5 Billion returned to the Oregon General Fund annually––revenue 2nd only to state income tax.

• Executive sponsor and lead negotiator for numerous complex $MM contracts––including a $220M refreshed gaming system technology upgrade project with local and overseas vendors and suppliers.

• Led development and seamless implementation and timely completion of 2 major upgrades and legacy migrations––the agency’s 1st formal, all-inclusive Performance Management and Culture Transformation System,

• Completed overhaul and migration of HR application, payroll and benefit systems to the Ceridian HR System.

. Responsible for supervising the Marketing & Sales Division (250 employees), and the creation and production of television commercials, radio spots, digital and social media and print campaigns. WASHINGTON STATE DEPARTMENT OF VETERAN AFFAIRS – (State Owned vulnerable pop. Care System)-Olympia, Washington

Chief Operating Officer (COO) - (August 2003 to Sept 2011)

Reported to the organization’s CEO and Governor’s Veterans Advisory Committee. Oversight of the State’s 3 Veterans Homes with a total of 600 LTC/Post-Acute Care beds, medical & dental clinics, pharmacies, Substance Abuse & Addiction Centers & Programs, Podiatry & Optometry Clinics, Urgent Care Clinics, and multi-location facilities, in-patient & outpatient services. Developed, secured approval for, and administered a budget of $180 MM per biennium; also, managed capital budget and contract compliance. Had full P&L responsibility for all fiscal, operations, administrative, clinical and regulatory compliance functions (Joint Commission & DSHS). Provided executive oversight and supervision of Facility CEOs/Administrators, all Regional and Divisional Executive Staff, all HR, EHS, Medical Records, billing systems, facility and fleet management, engineering, disaster planning, water treatment and boiler operations and facilities, IT and security, HIPPA, Medical Records System, clinical and medical patient care services, Post-Acute Care, Home Health & Hospice Programs, Substance Abuse and Mental Health Programs, Healthcare financing, all billing & reimbursement systems and services, Medicaid, Medicare and Federal Per-Diem system oversight & compliance. Responsible for all financial, clinical, operational and compliance outcomes across the entire region and multi-location healthcare delivery system. Responsible for agency outreach plan, Marketing and Consumer Relations Plans, and all Public Relations. Responsible for budget development and oversight, as well as strategic and master plans.

Responsible for data collection, analysis, action planning and oversight of outcomes. Responsible for research, creation of matrix and data collection tools, technology and application. Responsible for driving corrective action and maintaining compliance at all times. Responsible for the oversight of the agencies 1,000 FTE integrated healthcare system, which includes Skilled Nursing & Rehabilitation Centers, CCRC campuses, Pharmacies, Clinics, multi-location facilities and campuses, FQHC Clinics, Home Health & Hospice Programs, Substance Abuse and Mental Health & Addiction Treatment Programs and many other programs and services. Responsible for keeping the agency current regarding healthcare regulatory changes and updates, DSHS and Joint Commission standards, federal VA standards and Medicare, Medicaid, Federal Per-Diem and other billing standards. Served as a member of the Agency Executive Team, and participated in Strategic and Master Planning, as well as budget development ensuring financial alignment with strategic priorities. I created and implemented the agencies first formal Performance Management System. Served as Executive Sponsor responsible for a complex, highly visible, $60M new Veteran’s Healthcare Facility Construction Project–292 bed, certified Post-Acute facility. Led it to completion, grand opening and full operating status. Led the facility to successful Medicare & Medicaid certifications, pre-& post occupancy survey, and to full qualification meeting all state and federal requirements and certifications. Achieved Green/Gold standard for construction and brought project in on time, on budget & in compliance. Oversight of veteran’s homes utilities, plant & water systems.

project on time, on budget, and for generating a new revenue stream and getting the WA-VA system off of being

General Fund dependent. Exceeded revenue expectations, reduced expenses while improving overall quality.

Chief Operating Officer (COO)- (March 1999-July 2003)

Senior Operations Executive & Chief Operating Officer responsible for a complex Durable Medical Equipment (DME), compressed gas/oxygen supply, maintenance and transport company. Contracted with more than 60 federal, state, and private hospitals, nursing homes, clinics, treatment centers, pharmacies and individuals for the sale, distribution and supply of medical gas/oxygen, concentrators, oxygen canisters, tanks and associated equipment, respiratory supplies, equipment and associated medical and clinical devices. Responsible for oversight of contracting, ordering, inventory & supply, warehousing, shipping, transportation and distribution (hazardous materials delivery), on-site set -up, maintenance, tracking and resupply. Executive Director (ED)- (January 1993-March 1999)

Senior executive with full P&L responsibility and accountability. Responsible for a 140 bed Skilled Nursing & Rehabilitation Center, 123 Full Time Staff, and a budget of $22 million annually. This 140 bed Skilled Nursing and Rehabilitation Facility had 100 skilled nursing beds, a 40 bed Sub-Acute Care and Wound Care Center, and a large, fully complete rehabilitation center that included speech therapy, occupational and physical therapy and other forms of ancillary care. My direct reports included the CFO, Operations Manager, Director of Housekeeping & Laundry, Director of Nursing, Physician Services, Director of Rehabilitation Services, Director of Facilities & Maintenance, Activities Director and Director of Social Services.
