Directed security for largest U.S. diplomatic presence in Western Hemisphere (2800+ employees in 10 cities); monitoring security regulation compliance, optimizing risk mitigation plans, ensuring business continuity plans, coordinating threat assessments and adjusting travel policy. Served as Ambassador’s advisor on security in Mexico, maintaining high-level engagement across the U.S. interagency and Government of Mexico. Contributed to Mission’s capacity-building efforts by administering $2.75M police training and equipment grants program in Mexico. Led a countywide criminal investigative program focused on passport and visa fraud and assisted other U.S. federal law enforcement agencies in fugitive returns and border security efforts. Championed U.S. private sector by encouraging exchange of best practices and providing advice to American companies in Mexico and to members of Overseas Security Advisory Council (OSAC). Established a pro-active travel safety program aimed at building situational awareness for and establishing mitigation steps to thwart the emerging kidnapping threat in Mexico. Supervised 30 DS special agents, 20 U.S. support staff, 60 Mexican direct-hire staff, two Marine Security Guard Detachments, a 670-member contract guard force, and a robust residential security program with response capability. Oversaw an annual operating budget exceeding $10M.

Accountable for the Marine Security Guard (MSG) program consisting of 1500 Marines, approval of all Emergency Action Plans for U.S. embassies and consulates, and development and coordination of Department policy on kidnappings of Americans abroad. Supervised staff of 45 and controlled budget of $75M.

Served as advisor to U.S. military leaders and NATO allies on U.S. foreign policy and DOS activities abroad. Traveled in Europe and the Levant in support of U.S. European Command and NATO Supreme Allied Commander Europe.
