Juan O. Escano, Jr., has more than twenty years of work experience as a program manager in public sector projects. He brings a working knowledge of cost estimating, investigations, scheduling and project management. He has performed hundreds of project assessments on public sector projects. Escano & Associates – Various Project Locations February 2000 to Present President /Program Manager– Prepared project documentation, deliverables, finances, resource allocations, and status. Responsible for budgeting, investigation, budget construction discrepancies, forensic accounting, reconciliation, forecasting, expense reporting, risk management, status reporting, execution, and strategy development for clients in alignment with business plans. Collaborated with participants to determine project timeline, account for complete project lifecycle from inception to closure. Created and managed master program plan, developed project plans with forecasts, estimates, and resource assignments while providing guidance to the team and other program managers. Advisor to the City of San Francisco as well as City of Miami regarding disaster relief and resilience. Managed the final acceptance for light rail projects for the city of Sacramento, San Francisco, Los Angeles, St. Louis, Denver, and San Diego. Conducted procurement review, quality audit, recommended and supervised QA procedures on behalf of city clients at the manufacturer in Italy, Germany, and Sacramento, Siemens, ansaldo freida, Hitachi, and kingky shiro totaling $1.5 Billion. As President of Escano & Associates, I was responsible for the management of numerous water projects totaling $900 million. Project types included large diameter pipes, water treatment facilities, odor control facilities, and pump stations. Developed, managed, prepared bids, and conducted business development to secure multiple projects simultaneously (Microsoft Project), including scope, strategy, budget, and critical paths, that spanned up to 36 months and completed them up to one month ahead of schedule. Scheduled work activities on MS Project and Primavera, provided senior management oversight to include onsite inspection, engineering, quality assurance, and report preparation and dissemination. Major clients included: Brown and Caldwell, CH2mHILL, MWH, Parsons, Jacob’s Engineering, Luster National, and Camp Dresser & McKee. Services provided covered the following areas: piping design, water treatment, roadways, airport runway, and pump station design. Luster National, Inc. (Luster) – San Francisco, CA June 1996 to December 1999 Project Manager – Prepared all RFP's; reviewed all construction invoicing; prepared and managed capital budget on several projects to include the SF MUNI Light Rail System, the US Portal Service Parking Garage and the SF Fire Department Earthquake Program. Designed and implemented numerous documents for project control and coordinate the construction master schedule. Review all contractor schedules for technical compliance with contract and master schedule. Composition and production of corporate technical and narrative reports, maintaining records and all reporting schedules via the management information systems (MIS).
