Prepared six antidumping and countervailing duty petitions covering 15 countries. Calculated estimated dumping margins and subsidy rates; worked with clients to compile data for material injury and causation analyses; drafted dumping and subsidy allegations; and prepared exhibits to petitions.
Participated in numerous U.S. Department of Commerce (“DOC”) antidumping duty administrative reviews on behalf of petitioners. Calculated dumping margins; drafted comments for DOC identifying errors and omissions in respondent submissions and proposing supplemental questions; drafted case and rebuttal briefs; and prepared and delivered testimony at DOC hearings.
Participated in numerous U.S. International Trade Commission (“ITC”) import proceedings on behalf of petitioners. Worked with clients to prepare responses to ITC questionnaires; assisted clients with ITC verification of questionnaire data; analyzed pricing data to identify instances of underselling and establish price leadership; and drafted pre- and post-hearing briefs, responses to ITC questions and witness testimony for ITC hearings.
Provide analytical support in maintaining effectiveness of antidumping duty orders. Participated in proceedings before DOC to prevent evasion of antidumping duties through use of foreign trade zones and minor production operations in the United States. Also responsible for monitoring import flows to identify possible instances of duty evasion through misidentification of country of origin.
